Book excerpt: This blind peer reviewed book systematically records, analyses and assesses for the first time in a single volume the implications of the global development and management of professional evaluation for the African continent. The book deals with the most strategic contemporary evaluation themes. Each of these themes contains discussions of theoretical issues illustrated with one or more short case studies, while selected longer case studies and other relevant documentation are also taken up in annexures at the end of the book. The book therefore comprises a guide to best M&E practices for purposes of systematic policy, programme and project evaluations. It is suitable for both professional M&E institutionalisation and capacity-building projects as well as for evaluation information dissemination and education at different levels in the public, private and voluntary sectors in society, especially in a developmental context.

Book excerpt: The Government of the Republic of Niger has implemented the Poverty Reduction Strategy (PRS), which describes the country's macroeconomic, structural, and social policies in support of growth and poverty reduction. This strategy is based on the conviction that poverty can be reduced through strong and sustained economic growth that creates wealth and jobs. The study is the outcome of a concerted analysis. The first part outlines the diagnosis and key factors of poverty and the second part presents the major challenges, vision, overall goals, and strategic pillars.

Book excerpt: Despite the international community’s recognition of social protection as a human right, the vast majority of the world’s population still has no access to social protection. In a major effort to address this situation, the International Labour Conference unanimously adopted the Social Protection Floors Recommendation 202 of 2012. However, because of the wide variety of possible schemes (and techniques that can be employed to administer them), there is a genuine risk that important values relating to social protection will be overlooked in implementing the Recommendation. This collection of expert essays contains an in-depth clarification and analysis of the Recommendation and sets forth a clear and practicable set of principles that can be used both as a policy tool and as an assessment framework for the creation, maintenance, and supervision of a national social protection floor. This book pays detailed attention to each of the Recommendation’s key principles, including the following: – state responsibility; – universality of protection; – entitlement based in law; – adequacy and predictability of benefits; – non-discrimination; – financial solidarity; – good governance; – coherence of policies; and – social participation. A special feature of the book is its inclusion of case studies that display innovative social protection schemes focusing on children and families, persons of working age (particularly informal sector workers), and elderly persons. A concluding section offers useful insights on measures that can be taken and lessons learned. As a deeply informed and practical guide to ways in which states can (and do) establish and maintain a social protection floor as a fundamental element of their national social protection systems, this book has no peers. It will be warmly welcomed by jurists concerned with social protection throughout the world, by pertinent government agencies at all levels, by non-governmental organizations, and by academics in the field.

This book was released on 2011 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: The workshop agreed that an international instrument on small-scale fisheries and a related programme would be important tools for securing sustainable small-scale fisheries. It recommended that a small-scale fisheries international instrument and assistance programme should be informed by human rights principles and existing instruments relevant to good governance and sustainable development, comprise the ecosystem approach to fisheries (EAF) as a guiding principle for resource management and development and incorporate disaster risk management (DRM) and climate change adaptation (CCA) as an integral part considering that DRM is a continuum process, before, during and after a disaster. The workshop recognized the value and worldwide acceptance of the Code of Conduct for Responsible Fisheries and strongly felt that a small-scale fisheries instrument should be closely aligned to the Code. The instrument should build on what already exists and use a similar language to the Code.
