It sets out to explain how party politics changed, and what problems that created for the parliamentary elite. The issues of party, of patriotism as it manifested itself in the elder Pitt's political career, and of the relations between the notions of ministerial responsibility and the powers of the Crown are all used to illuminate the nature of political conflict. Special emphasis is placed on Burke's notions of party. The schisms created by this reconfiguration of party politics, Dr Brewer argues, had effects beyond Westminster. He discusses extra-parliamentary forms of political expression, notably the press, and goes on to show how the career of John Wilkes and the critique of British politics developed by American radicals gave focus to a variety of political discontents, and produced new arguments in favour of parliamentary reform. Throughout his study he emphasises the interplay between popular and parliamentary politics. His work is designed to show that the 'political nation' included many other than the parliamentary classes, and that the political conflicts of the period cannot be properly understood without a full examination of political ideology.

The impact of non-book printing has been long neglected. A raft of jobbing work serviced commerce and finance while many more practical guides and more ephemeral pamphlets on trade and investment were read than the books that we now associate with the foundations of modern political economy. A pivotal change in the book trades, apparent from the late seventeenth century, was the increased separation of printers from bookseller-publishers, from the skilled artisan to the bookseller-financier who might have no prior training in the printing house but who took up the sale of publications as another commodity. This book examines the broader social relationship between publication and the practical conduct of trade; the book asks what it meant to be 'published' and how print, text and image related to the involvement of script. The age of Enlightenment was an age of astonishing commercial and financial transformation offering printers and the business press new market opportunities. Print helped to effect a business revolution. The reliability, reputation, regularity, authority and familiarity of print increased trust and confidence and changed attitudes and behaviours. New modes of publication and the wide-ranging products of printing houses had huge implications for the way lives were managed, regulated and recorded. The Enlightenment has long been understood—and often understood itself—as an age of systems. In 1759, Jean Le Rond d'Alembert, one of the architects of the Encyclopédie, claimed that "the true system of the world has been recognized, developed, and perfected." In Systems Failure, Andrew Franta challenges this view by exploring the fascination with failure and obsession with unpredictable social forces in a range of English authors from Samuel Johnson to Jane Austen. Franta argues that attempts to extend the Enlightenment's systematic spirit to the social world prompted many prominent authors to reject the idea that knowledge is synonymous with system. In readings of texts ranging from novels by Sterne, Smollett, Godwin, and Austen to Johnson's literary biographies and De Quincey's periodical essays, Franta shows how writers repeatedly take up civil and cultural institutions designed to rationalize society only to reveal the weaknesses that inevitably undermine their organizational and explanatory power. Diverging from influential accounts of the rise of the novel, Systems Failure audaciously reveals that, in addition to representing individual experience and social reality, the novel was also a vehicle for thinking about how the social world resists attempts to explain or comprehend it. Franta contends that to appreciate the power of systems in the literature of the long eighteenth century, we must pay attention to how often they fail—and how many of them are created for the express purpose of failing.
