Book excerpt: For close to 100 years, America's surface freight industries, primarily rail and trucking, operated under the protective wing of the U.S. government. In 1980 Congress, finding vast inefficiencies in the two industries, substantially deregulated both, opening them at last to market competition. Deregulation has brought with it many changes—for firms within the industries, for their labor force, and for shippers and their customers. Clifford Winston, Thomas M. Corsi, Curtis M. Grimm, and Carol A Evans provide a comprehensive evaluation of the effect of the deregulation legislation on the rail and trucking industries. According to the authors, deregulation has made substantial progress in solving the two most vexing problems of the surface freight transportation industry—excessive rates in the trucking industry and insufficient returns on investment in the rail industry. Competition and efficiency have returned to both industries, and although the labor force in each has suffered wage and job losses, shippers and their customers have gained roughly $20 billion a year in benefits. The authors recommend policies that would continue to promote competition and the efficient use of highway and railway infrastructure.

Available in PDF, EPUB and Kindle. Book excerpt: The passage of the Staggers Rail Act in 1980 led brought a renaissance to the freight rail industry. In the decade following, economists documented the effects of the Act on a variety of important economic metrics including prices, costs, and productivity. Over the preceding years, and with the return of the industry to more stable footing, attention to the industry by economists faded. The lack of attention, however, has not been due to a dearth of ongoing economic and policy issues that continue to confront the industry. In this volume, we begin to rectify this inattention. Rather than retread older analyses or provide yet another look at the consequences of Staggers, we assemble a collection of ten chapters in four sections that collectively provide fresh and up-to-date analyses of the economic issues and policy challenges the industry faces: the first section sets the context through foundational discussion of freight rail; the second section highlights the role of freight rail in an increasingly interrelated economy; the third section examines industry structure and scope in freight rail; and the fourth section assesses current regulatory challenges that confront freight rail. This book will be of great value to researchers, academics, policymakers, and students interested in the fields of freight rail economics and policy, transportation, business history, and regulatory economics.

Book excerpt: This study reviews the competition and productivity of the U.S. freight transportation industry for the past 41 years. This study investigated the trends of HHI market concentration index values and labor productivity values of rail and truck sectors and tried to find any relationships between the two values in the separate periods before and after the abolishment of the ICC. This study also investigated how the existence of a regulatory body impacted productivity of the freight transportation industry by using a Cobb Douglas production function on annual financial statement data in the U.S. stock exchange market. This study found that: while the truck sector became more competitive after the abolishment of the ICC, the rail sector became less competitive, both sectors had a strong positive correlation between HHI and labor productivity, and the ICC's abolishment resulted in positive changes of total factor productivity for the truck sector only.

Book excerpt: "From 1920 to the mid-1990s, American transportation in the form of railroads, trucks, and airlines was simply a creature of politics and public policy. In brief, the markets for rail, truck, and airlines were not natural entities, but had been created through hard-fought political contests, full-time lobbying, and unceasing litigation. Between 1940 and the late 1970s, moreover, leaders of rail, truck, and airline firms lobbied and litigated to protect the workings of this regulatory regime." "In the mid-1950s, President Eisenhower asked Congress to award railroad executives authority to modify prices and service. Eisenhower was concerned about a railroad industry in decline. During the 1960s, President Johnson sought broad deregulation of rail, trucks, and airline firms. Johnson wanted another device to "fine tune" the economy. In the 1970s, Presidents Nixon, Ford, and Carter sought to deregulate transportation with a view toward reversing "stagflation." Between 1978 and 1980, Congress and President Carter approved deregulation of airlines, trucking, and railroads. Carter aide Mary Schuman played a crucial role in bringing about airline deregulation. For all the market talk that surrounded transportation politics before and after 1980, however, officials of the American state had been and remained the principal agents creating those markets."--BOOK JACKET.

Book excerpt: Excerpt from Co-Operation Versus Competition: Between Motor Truck and Railroad Transportation We are accustomed to think of the transportation of goods as divided into four general classes: parcel post, express, less-than carload or package freight (commonly called 1. C. And car-load freight. The essential difference between car-load and l. C. L. Freight is that car-load freight is loaded and unloaded on an industry track or a team-track by the trader, or by some one employed by him, while I. C. L. Freight is loaded and unloaded and passed through a station, at the expense of the railway. Consequently, car-load rates are substantially less per ton than 1. C. L rates, for carrying the same goods. Whether the government. The express company or the railroad company undertakes to transport the goods. The railway actually performs the entire transportation service, except the movement between the premises of the traders and the stations of the railway companies. Such movement is called collection and delivery. Parcel post Is not collected. But is delivered by the government. Express is collected and delivered by the express company. Freight is collected and delivered, not by the railway company, but by the trader or by the owner of trucks or teams, whom we will call the trucker.
