Book excerpt: Road and Rail Infrastructure in Asia: Investing in Quality discusses the challenges facing the region and possible policy options, including those previously or currently used in Emerging Asian countries, with reference to the experiences of OECD member countries. It provides analysis and recommendations for the region’s policy makers to consider in their efforts to improve the quality of infrastructure. In particular, it highlights the importance of considering the spill-over effects of infrastructure in investment decisions. A comprehensive infrastructure impact evaluation does not simply consider the financial feasibility of an individual project, but attempts to judge the full extent of the externalities of planned investments, looking at the positive and negative economic, social and environmental effects over different time periods. The report first presents project case studies, illustrating how policy makers have incorporated the principles of quality infrastructure. It then examines the local economic impact of infrastructure, the role of local governments in infrastructure development and the benefits and challenges of their involvement. It then goes on to discuss different infrastructure financing options including funding from public and private sectors, as well as public-private partnerships, and concludes with a focus on fostering improved alignment between national development strategies and infrastructure planning.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade, China has built 25,000 km of dedicated highspeed railway—more than the rest of the world combined. What can we learn from this remarkable experience? China’s High-Speed Rail Development examines the Chinese experience to draw lessons for countries considering investing in high-speed rail. The report scrutinizes the planning and delivery mechanisms that enabled the rapid construction of the high-speed rail system. It highlights the role of long-term planning, consistent plan execution, and a joint venture structure that ensures active participation of provincial and local governments in project planning and financing. Traffic on China’s high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density.

Many communities have realized the importance of investment in rail infrastructure projects and set up goals and visions to achieve economic development through investing in such projects. Due to limited funds available, communities have to select a single or very few projects from a variety of projects. It is very critical that right projects must be selected at the right time for a community to realize economic development. The limited methods for quantifying the economic benefits to the stakeholders often cause a problem in the selection process. Most of the conventional methods focus mainly on the economic impact of the project and ignore the metrics that convey the economic impacts in meaningful ways to the key stakeholders involved. This leads to uncertainty in the project selection and planning process and often leads to failure in achieving the goals of the project. This study aims to provide a mathematical framework that quantifies economic benefits of investment in rail infrastructure projects in meaningful ways to the key stakeholders through three different approaches, namely, Leontief-based approach, Bayesian approach and system dynamics approach. The Leontief-based approach is the easiest of all the three approaches provided that historical data is available. Bayesian approach is also very beneficial as it can be used by coupling small data with surveys and interviews. Also, system dynamics model is very useful to conduct qualitative analysis, but the quantitative analysis part can become very complex"--Abstract, page iii.

The travel time savings are clear, but the wider economic developments have presented enormous difficulty in terms of both theoretical arguments and empirical evidence. This book reviews the history of the debate and argues that the agenda has changed. These issues are presented together with a major analytical investigation of macroeconomic models, evaluation in transport and microeconomic approaches. The final part of the book presents a series of case studies for road, rail and airport investment schemes, particularly focusing on the economic development aspects.

Book excerpt: The railways in Britain are currently experiencing historically high levels of investment. Network Rail, the monopoly owner and operator of Britain's fixed rail infrastructure, is investing about £35 billion in the railway network between 2009 and 2014. In this inquiry the Transport Committee assess the value of further investment to enhance Britain's railway network and - within the context of likely public spending reductions following the recession - to identify essential rail investment priorities for the future. Investment in rail enhancements can positively benefit the economy through reducing journey times, providing access to employment, contributing to the regeneration of local areas and, in the short-term, providing much-needed construction jobs. Failure to invest now to enhance the network, and to alleviate capacity constraints, will only damage the prosperity of the railways in the long term. The Committee believes the Government should continue to focus on enhancing the network, promoting integration of transport modes and reacting positively to proposals to develop new rail lines, or reopening old ones, serving communities with little or no access to the rail network. The report sets out which needs and schemes the Committee thinks should be considered high priorities in the medium to long-term.

Available in PDF, EPUB and Kindle. Book excerpt: The volume of freight transported in the United States is expected to double in the next 30 years. An increased use of rail freight could allow the supply chain to accommodate these increased volumes while minimizing highway congestion and improving energy efficiency in the transportation sector. Shippers and policymakers are concerned that the existing infrastructure--much diminished after decades of track abandonment--lacks sufficient capacity to accommodate the increased demand for rail freight. This report draws from publicly available data on the U.S. railroad industry to provide observations about rail infrastructure capacity and performance in freight transportation. Railroads have improved their productivity in the past three decades, mitigating immediate concerns about capacity, but concerns about future capacity constraints appear to be justified. Insufficient data exist to determine whether rail performance is now stable, significantly declining, or improving. The railroad system is privately owned and operated, but there is a public role for easing rail capacity constraints because private decisions about transportation investment and freight shipping have public consequences for safety and the environment. A better understanding of the public and private cost trade-offs between shipping freight by truck and by rail is needed. Improvements to data quality and freight-modeling tools will improve the ability for policymakers to better target public investment in the rail freight transportation system.
