In this provocative social and political history of the first decade of independence, Obika Gray explores the impact of radical social movements on political change in Jamaica during a turbulent formative era. Led by a minority elite and a middle class of mixed racial origins, two parties, each with its associated workers' union, emerged to dominate the postcolonial political scene. Gray argues that party leaders, representing the dominant social class, felt vulnerable to attack and resorted to dictatorial measures to consolidate their power. These measures, domestic social crises, and the worldwide rise of Black Power and other Third World ideologies provoked persistent challenges to the established parties' political and moral authority. With students, radical intellectuals, and the militant urban poor in the vanguard, the protest movement took many forms. Rastafarian religious symbolism, rebel youth's cultural innovations, efforts to organize independent labor unions, and the intelligentsia's varied attempts to use mass media to reach broader audiences--all influenced the course of political events in this period. Grounding his tale in relevant theory, Gray persuasively contends that, despite its narrow social and geographical base of support, this urban protest movement succeeded in moving the major parties toward broader and more progressive agendas.

Drawing on research in social movement theory and protest music, Reggae, Rastafari, and the Rhetoric of Social Control traces the history and rise of reggae and the story of how an island nation commandeered the music to fashion an image and entice tourists. Visitors to Jamaica are often unaware that reggae was a revolutionary music rooted in the suffering of Jamaica’s poor. Rastafarians were once a target of police harassment and public condemnation. Now the music is a marketing tool, and the Rastafarians are no longer a “violent counterculture” but an important symbol of Jamaica’s new cultural heritage. This book attempts to explain how the Jamaican establishment’s strategies of social control influenced the evolutionary direction of both the music and the Rastafarian movement. From 1959 to 1971, Jamaica’s popular music became identified with the Rastafarians, a social movement that gave voice to the country’s poor black communities. In response to this challenge, the Jamaican government banned politically controversial reggae songs from the airwaves and jailed or deported Rastafarian leaders. Yet when reggae became internationally popular in the 1970s, divisions among Rastafarians grew wider, spawning a number of pseudo-Rastafarians who embraced only the external symbolism of this worldwide religion. Exploiting this opportunity, Jamaica’s new Prime Minister, Michael Manley, brought Rastafarian political imagery and themes into the mainstream. Eventually, reggae and Rastafari evolved into Jamaica’s chief cultural commodities and tourist attractions.

There are many studies on civil society and social movements, but none that specifically deal with this category of countries. As is well known, small states have particular characteristics, including a limited ability to reap the benefits of economies of scale, a high degree of exposure to forces outside their control, and the proximity of politicians to the voters, often leading to clientelistic relationships and patronage networks. The small island developing states have the additional problem of high environmental vulnerability, with some also dealing with disproportionate ecological footprints. These factors have a bearing on the organization and performance of civil society organizations and social movements, as explained in several chapters of this book. The volume is organized in three parts, dealing with aspects of civil society and social moments in small states in the political, social and environmental spheres, respectively. Various definitions of civil society are proposed in the chapters, but most authors associate the term with organized groups, operating in the interest of citizens, independently of government and commercial business, including various forms of non-governmental organizations (NGOs). Civil society also encompasses social movements, which are considered to be loosely organized collective campaigns in pursuit of social goals. These two terms are sometimes used interchangeably; however, some authors argue that social movements tend to engage in ‘contentious politics’ including protests, while NGOs engage through more organized and institutional routes.

In Refashioning Futures, he proposes a strategic practice of criticism that brings the political more clearly into view in areas of the world where the very coherence of a secular-modern project can no longer be taken for granted. Through a series of linked essays on culture and politics in his native Jamaica and in Sri Lanka, the site of his long scholarly involvement, Scott examines the ways in which modernity inserted itself into and altered the lives of the colonized. Book excerpt: The political evolution of three former colonies into independence and beyond is studied via an examination of the existing literature and through interviews with journalists, scholars and politicians. These countries appear to uphold the conventional wisdom, since Jamaica and Trinidad and Tobago have been continuously democratic since independence, while Surinam has not. It is clear from the author's research that the similarities in the political evolution of these countries far outweigh the differences. In particular, the British in Jamaica and Trinidad and Tobago, and the Dutch in Surinam, developed similar state structures - simultaneously liberal and authoritarian. However, in two countries, Jamaica and Trinidad and Tobago, the emergence of political parties was linked to labor protests, while this linkage, though not the protest, was absent in Surinam. Democratic politics in the former two countries turns out to rest on a two way alliance between the middle and lower classes, embedded in a paternalistic state structure inherited from the colonial period. In Surinam, the absence of this alliance rendered democracy more vulnerable. The author concludes that while the peoples of the Caribbean did not fight long struggles for independence, they have been able to preserve the least poisoned gift of the colonizer - democracy.
