Book excerpt: Volume I of this two-volume survey presents a broad overview of the state of knowledge of radar reflectivity of sea targets. All forms of targets are considered, including ships and boats, submarines, periscopes and snorkels, wakes, buoys, icebergs, and splashes. Also discussed are the statistical properties of returns, glint, and camouflage. Several approximate theories which have been advanced to explain the radar return of sea targets are reviewed and compared, and additional theoretical work is reported which indicates that there are serious limitations inherent in the commonly used coherent model. The effective cross-section of a target on a reflective surface is emphasized as being the product of the inherent (free-space) cross-section times F to the 4th power, the fourth power of the pattern propagation factor. Suggestions are made for interpreting World War II cross-section values for present-day systems studies. It is recommended that extensive experimental measurement data be obtained on a few targets rather than fragmentary data on many targets. This should lead to better understanding of the general problem and, eventually, to possible techniques for predicting the radar cross-sections of sea targets.

Book excerpt: The detection and tracking of small slow moving targets by High Frequency Surface Wave radar are limited by the presence of a dominate sea clutter spectrum. The ocean surface behaves as a distributed source in contrast to targets that are point sources. It is shown that by mapping data to eigenspaces, the sea clutter level decreases due to its nondeterministic behaviour while point targets' levels remain unchanged. The high resolution (subspace-based or eigenspace) methods and frequency tracking method for slowly time varying frequencies are evaluated to suppress this sea clutter to enhance detection of weak signals. Experimental results verify the advantage of subspace-based methods over the traditional processing techniques. Conventional subspace methods can be utilized to enhance the detection, but they deteriorate dramatically in the presence of correlated sea clutter. In our thesis some adaptive sea clutter pre-filtering schemes are introduced which improve the threshold and accuracy of subsequent subspace methods. Both simulated and real ship targets are used to verify the effectiveness of our proposed method. Furthermore, we propose another novel subspace algorithm to estimate the directions of arrival of superimposed cisoidal radar echoes from far-field targets in the radar pulse domain. The improvement provided by this algorithm is based on the use of a state space model that more accurately represents the received Doppler radar array signal prior to spatial processing such as MUSIC. A 2-d (spatial and temporal) pre-filtering matrix is structured and applied to the received array signal, which is finally combined with the high-resolution (MUSIC) method for DOA estimation. Lower resolution threshold and estimation variance are achieved by this algorithm compared to conventional beam-space MUSIC and sensor-space MUSIC. A simplified theoretical resolution threshold is derived, and both the theory and simulations verify the effectiveness of our proposed algorithm. Results from an experiment using a simulated target superimposed on real HF radar sea clutter also confirm the algorithm.

A method to calculate the free space RCS of a target if the radar response vs range is known in a multipath environment is described. If the reflector has a rough surface (maximum peaks >/- lambda/4) for the geometry considered, the RCS for full multipath is fairly constant for ranges above 1 km, and 5 to 10 dB above the RCS without multipath, i.e., free space.

Book excerpt: The radar scattering from 2D and 3D targets on a rough sea surface is investigated using computational techniques developed specifically for this problem. Numerical simulations and Monte Carlo studies yield insight into the scatter phenomenology. It is found that the scattering from a target on a random rough sea surface becomes more coherent as the incident field becomes more coherent, ie, for low wind speeds or low elevation angles. For the less coherent case, the average. and peak scattering levels of a target on a rough surface may be significantly higher or lower than for a flat surface, depending on the target geometry. A tilted plan model is proposed for predicting the variations in the RCS of a target on a rough sea surface by mounting the target on a locally planar surface which can tilt, similar to the two-scale composite model of ocean scattering. It is found that tilting the plane, or equivalent, rolling the target on a horizontal plane fields as much or more variation in the RCS than caused by the rough surface. However, the cross polarization introduced by the rough surface in 3D is not well predicted by the tilted plane model, nor is the unexplained behavior near the Brewster angle for vertical polarization.
