Good Jobs, Bad Jobs traces this trend to large-scale transformations in the American labor market and the changing demographics of low-wage workers. Kalleberg draws on nearly four decades of survey data, as well as his own research, to evaluate trends in U.S. job quality and suggest ways to improve American labor market practices and social policies. Good Jobs, Bad Jobs provides an insightful analysis of how and why precarious employment is gaining ground in the labor market and the role these developments have played in the decline of the middle class. Kalleberg shows that by the 1970s, government deregulation, global competition, and the rise of the service sector gained traction, while institutional protections for workers—such as unions and minimum-wage legislation—weakened. Together, these forces marked the end of postwar security for American workers. The composition of the labor force also changed significantly; the number of dual-earner families increased, as did the share of the workforce comprised of women, non-white, and immigrant workers. Of these groups, blacks, Latinos, and immigrants remain concentrated in the most precarious and low-quality jobs, with educational attainment being the leading indicator of who will earn the highest wages and experience the most job security and highest levels of autonomy and control over their jobs and schedules. In After Prison, sociologist David Harding and criminologist Heather Harris provide a comprehensive account of young men’s experiences of reentry and reintegration in the era of mass incarceration. They focus on the unique challenges faced by 1,300 black and white youth aged 18 to 25 who were released from Michigan prisons in 2003, investigating the lives of those who achieved some measure of success after leaving prison as well as those who struggled with the challenges of creating new lives for themselves. The transition to young adulthood typically includes school completion, full-time employment, leaving the childhood home, marriage, and childbearing, events that are disrupted by incarceration. While one quarter of the young men who participated in the study successfully transitioned into adulthood—achieving employment and residential independence and avoiding arrest and incarceration—the same number of young men remained deeply involved with the criminal justice system, spending on average four out of the seven years after their initial release re-incarcerated. Not surprisingly, whites are more likely to experience success after prison. The authors attribute this racial disparity to the increased stigma of criminal records for blacks, racial discrimination, and differing levels of social network support that connect whites to higher quality jobs. Black men earn less than white men, are more concentrated in industries characterized by low wages and job insecurity, and are less likely to remain employed once they have a job. The authors demonstrate that families, social networks, neighborhoods, and labor market, educational, and criminal justice institutions can have a profound impact on young people’s lives. Their research indicates that residential stability is key to the transition to adulthood. Harding and Harris make the case for helping families, municipalities, and non-profit organizations provide formerly incarcerated young people access to long-term supportive housing and public housing. A remarkably large number of men in this study eventually enrolled in college, reflecting the growing recognition of college as a gateway to living wage work. But the young men in the study spent only brief spells in college, and the majority failed to earn degrees. They were most likely to enroll in community colleges, trade schools, and for-profit institutions, suggesting that interventions focused on these kinds of schools are more likely to be effective. The authors suggest that, in addition to helping students find employment, educational institutions can aid reentry efforts for the formerly incarcerated by providing supports like childcare and paid apprenticeships. After Prison offers a set of targeted policy interventions to improve these young people’s chances: lifting restrictions on federal financial aid for education, encouraging criminal record sealing and expungement, and reducing the use of incarceration in response to technical parole violations. In Barriers to Reentry? experts on labor markets and the criminal justice system investigate how imprisonment affects ex-offenders' employment prospects, and how the challenge of finding work after prison affects the likelihood that they will break the law again and return to prison. The authors examine the intersection of imprisonment and employment from many vantage points, including employer surveys, interviews with former prisoners, and state data on prison employment programs and post-incarceration employment rates. Ex-prisoners face many obstacles to re-entering the job market—from employers' fears of negligent hiring lawsuits to the lost opportunities for acquiring work experience while incarcerated. In a study of former prisoners, Becky Pettit and Christopher Lyons find that employment among this group was actually higher immediately after their release than before they were incarcerated, but that over time their employment rate dropped to their pre-imprisonment levels. Exploring the demand side of the equation, Harry Holzer, Steven Raphael, and Michael Stoll report on their survey of employers in Los Angeles about the hiring of former criminals, in which they find strong evidence of pervasive hiring discrimination against ex-prisoners. Devah Pager finds similar evidence of employer discrimination in an experiment in which Milwaukee employers were presented with applications for otherwise comparable jobseekers, some of whom had criminal records and some of whom did not. Such findings are particularly troubling in light of research by Steven Raphael and David Weiman which shows that ex-criminals are more likely to violate parole if they are unemployed. In a concluding chapter, Bruce Western warns that prison is becoming the norm for too many inner-city minority males; by preventing access to the labor market, mass incarceration is exacerbating inequality. Western argues that, ultimately, the most successful policies are those that keep young men out of prison in the first place. Promoting social justice and reducing recidivism both demand greater efforts to reintegrate former prisoners into the workforce. Barriers to Reentry? cogently underscores one of the major social costs of incarceration, and builds a compelling case for rethinking the way our country rehabilitates criminals.

In this paper we examine an alternative model of the relationship between imprisonment and unemployment and race. The model suggests that penal practices are shaped by the labor market conditions of a system of production and that prisons, as part of a larger set of institutions providing support for economically-dependent populations, help to regulate the most superfluous group of workers in the industrial economy of the Northern states of the United States -- unemployed black workers who comprise a large fraction of the pool of "reserve" workers necessary for price stability and economic expansion. We find support for the structural model that links black imprisonment (and Northern imprisonment in general) to manufacturing output and black unemployment.

Book excerpt: This dissertation examines how race, human capital, and criminal records coalesce to shape men’s employment and job search strategies. Prison credentials are proposed as a solution to improve human capital and alleviate negative effects of criminal records in the labor market. Yet, their efficacy is mixed, with scholars attributing contradictory evidence to a lack of program integrity or methodological limitations. In Chapter 2, I develop a novel, alternative explanation, termed the prison credential dilemma, to highlight the relational aspects of hiring and raise the possibility of prison credentials signaling both human capital and criminal stigma. I use an audit study of 1,502 employers in five states to assess the effects of prison credentials on employer callbacks and whether effects differ by race. Applicants with prison credentials have higher probabilities of receiving callbacks than formerly incarcerated men without credentials. However, applicants without incarceration histories fare better than applicants with prison credentials. While the efficacy of prison credentials does not differ by race, Black applicants have lower probabilities of receiving callbacks than White applicants, and these combined main effects create racialized employment outcomes. Chapter 3 details the second theoretical contribution: conceptualizing job mismatching as a differential return to human capital. I demonstrate why job mismatching is a driver of inequality by using the employer audit to examine how applicants’ race and criminal histories affect their abilities to receive callbacks for jobs that match their qualifications. Applicants with prison credentials are more often relegated to poorly paid positions, despite possessing credentials that signal their ability to perform specialist job duties. Among applicants without criminal records, White men without credentials more often receive callbacks for specialist positions for which they are underqualified while these opportunities are not afforded to their Black counterparts. In Chapter 4, I examine how the prison credential dilemma shapes job search strategies and pathways to employment using qualitative interviews with 50 formerly incarcerated men. Many formerly incarcerated men are cognizant of the prison credential dilemma but are reliant on prison credentials and develop tactics to manage stigma attached to these credentials. On job applications, men use dissemblance to conceal or obscure the institutional affiliation of their credentials. During job interviews, they use their prison credentials to counter negative stereotypes about employees with criminal records. Men who do not use these tactics or are unable to obtain employment double down on their educational pursuits by acquiring post-release credentials or accept temporary jobs in hope of eventually obtaining full-time positions. This dissertation theoretically and empirically improves our understanding of both the promise and limits of credentials in addressing structural employment barriers and has important implications for prison program structure and policies aimed at reducing labor market inequality.

Book excerpt: Over the last thirty years, the prison population in the United States has increased more than seven-fold to over two million people, including vastly disproportionate numbers of minorities and people with little education. For some racial and educational groups, incarceration has become a depressingly regular experience, and prison culture and influence pervade their communities. Almost 60 percent of black male high school drop-outs in their early thirties have spent time in prison. In Punishment and Inequality in America, sociologist Bruce Western explores the recent era of mass incarceration and the serious social and economic consequences it has wrought. Punishment and Inequality in America dispels many of the myths about the relationships among crime, imprisonment, and inequality. While many people support the increase in incarceration because of recent reductions in crime, Western shows that the decrease in crime rates in the 1990s was mostly fueled by growth in city police forces and the pacification of the drug trade. Getting "tough on crime" with longer sentences only explains about 10 percent of the fall in crime, but has come at a significant cost. Punishment and Inequality in America reveals a strong relationship between incarceration and severely dampened economic prospects for former inmates. Western finds that because of their involvement in the penal system, young black men hardly benefited from the economic boom of the 1990s. Those who spent time in prison had much lower wages and employment rates than did similar men without criminal records.
