Johnson, Franz Boas, and Ruth Benedict, a determined group of Philadelphia activists sought to transform race relations. This book concentrates on these organizations: Fellowship House, the Philadelphia Housing Association, and the Fellowship Commission. As racial divisions fractured the working class, he argues, Republican leaders exploited these racial fissures to reposition their party as the champion of ordinary white citizens besieged by black demands and overwhelmed by liberal government orders. By analyzing Philadelphia's workplaces and neighborhoods, Wolfinger shows the ways in which politics played out on the personal level. People's experiences in their jobs and homes, he argues, fundamentally shaped how they thought about the crucial political issues of the day, including the New Deal and its relationship to the American people, the meaning of World War II in a country with an imperfect democracy, and the growth of the suburbs in the 1950s. As Wolfinger demonstrates, internal fractures in New Deal liberalism, the roots of modern conservatism, and the politics of race were all deeply intertwined. Book excerpt: Raymond Pace Alexander (1897-1974) was a prominent black attorney in Philadelphia and a distinguished member of the National Bar Association, the oldest and largest association of African American lawyers and judges. A contemporary of such nationally known black attorneys as Charles Hamilton Houston, William Hastie, and Thurgood Marshall, Alexander litigated civil rights cases and became well known in Philadelphia. Yet his legacy to the civil rights struggle has received little national recognition. As a New Negro lawyer during the 1930s, Alexander worked with left-wing organizations to desegregate an all-white elementary school in Berwin, Pennsylvania. After World War II, he became an anti-communist liberal and formed coalitions with like-minded whites. In the sixties, Alexander criticized Black Power rhetoric, but shared some philosophies with Black Power such as black political empowerment and studying black history. By the late sixties, he focused on economic justice by advocating a Marshall Plan for poor Americans and supporting affirmative action. Alexander was a major contributor to the northern civil rights struggle and was committed to improving the status of black lawyers. He was representative of a generation who created opportunities for African Americans but was later often ignored or castigated by younger leaders who did not support the tactics of the old guard's pioneers.

Book excerpt: Excerpt from The Philadelphia Negro: A Social Study In November, 1897, I submitted to the American Academy of Political and Social Science a plan for the study of the Negro problems. This work is an essay along the lines there laid down, and is thus part of a larger design of observation and research into the history and social condition of the transplanted Africans. The opportunity of making this particular study was due to the initiative of Miss Susan P. Wharton, a Philadelphia woman active in practical social reform, and to the interest and generosity of Dr. Charles Custis Harrison, Provost of the University of Pennsylvania, and other citizens of Philadelphia. The Department of Finance and Economy (Wharton School) of the University of Pennsylvania had the general oversight of the work, and I am under many obligations to the professors in that department for assistance and counsel. Especially am I indebted to Dr. Samuel McCune Lindsay, Assistant Professor of Sociology, for aid, advice and sympathy, without which the work could hardly have been brought to a successful close.
