In northern Nigeria, male Qur'anic students have garnered a reputation of resorting to violence in order to claim their share of highly unequally distributed resources. Drawing on material from long-term ethnographic and participatory fieldwork among Qur'anic students and their communities, this book offers an alternative perspective on youth, faith, and poverty. Mobilising insights from scholarship on education, poverty research and childhood and youth studies, Hannah Hoechner describes how religious discourses can moderate feelings of inadequacy triggered by experiences of exclusion, and how Qur'anic school enrolment offers a way forward in constrained circumstances, even though it likely reproduces poverty in the long run. A pioneering study of religious school students conducted through participatory methods, this book presents vital insights into the concerns of this much-vilified group.

Primary school enrollment has nearly tripled in Mali since 1991, when the country made its first transition to multiparty democracy. Jaimie Bleck explores the effect of this expanded access to education by analyzing the relationship between parents’ and students’ respective experiences with schooling and their current participation in politics. In a nation characterized both by the declining quality of public education and by a growing number of accredited private providers, does education contribute substantially to the political knowledge and participation of its citizens? Are all educational institutions (public and private, Islamic and secular) equally capable of shaping democratic citizens? Education and Empowered Citizenship in Mali is informed by Bleck’s original survey of one thousand citizens, which she conducted in Mali before the 2012 coup d’état, along with exit polls and interviews with parents, students, and educators. Her results demonstrate conclusively that education of any type plays an important role in empowering citizens as democratic agents. Simply put, students know more about politics than peers who have not attended school. Education also appears to bolster participation of parents. Bleck finds that parents who send their children to public school are more likely to engage in electoral politics than other Malian citizens. Furthermore, Bleck demonstrates that increasing levels of education are associated with increases in more engaged forms of political participation, including campaigning, willingness to run for office, and contacting government officials.

Book excerpt: Radicals tells the story of a group of radical Malay men and women from ordinary social backgrounds who chose to oppose foreign rule of their homeland, knowing full well that by embarking on this path of resistance, they would risk imprisonment or death. Their ranks included teachers, journalists, intellectuals, housewives, peasants, preachers, and youths. They formed, led, and contributed to the founding of political parties, grassroots organizations, unions, newspapers, periodicals, and schools that spread their ideas across the country in the aftermath of the Great Depression, when colonialism was at its height and evident in all areas of life in their country. But when their efforts to uproot foreign dominance faltered in the face of the sanctions the state imposed upon them, some of these radicals chose to take up arms, while others engaged in aggressive protests and acts of civil disobedience to uphold their rights. While some died fighting and hundreds were incarcerated, many lived to resist colonialism until their country attained its independence in August 1957, all of these Malay radicals were devoted to becoming free men and women and to claiming their right to be treated as equals in a world riddled with prejudice and contradictions. Syed Muhd Khairudin Aljunied's innovative study brings to light the less charted and unanalyzed terrain of the radical experience—becoming and being radical. He argues that the experiences and histories of radicals in colonial Malaya can be elucidated in a more nuanced way by interrogating them alongside evolving local and global circumstances and by analyzing them through the lenses of a set of overarching and interconnected mobilizing concepts—a set of ideas, visions, and notions that the radicals used to reason and justify their advent—that were internalized, lived, and utilized in the course of their activism. These mobilizing concepts were their weapons and armor, employed to organize, strategize, protect, and consolidate themselves when menaced by the tentacles of the colonial state as they embarked upon the agonizing path towards independence. The main body of the law commences with definitions of what constitutes commercial activity: these persons who shall be deemed to be traders, & the conditions of eligibility to engage in trade. It sets out the requirements of accounting & record keeping which are obligatory for all traders. There is comprehensive legislation of a range of general commercial matters such as commercial houses, trade names, commercial data, commercial obligations & contracts, sale on deferred terms, sale at action, international sales, commercial pledges & deposits in public depositories. Following this there is detailed regulation of several of the most important specific areas of commercial activity including the different forms of commercial agency, commercial representation, brokerage & carriage of goods & persons. The large section of banking operations is systematic & exhaustive, as is the regulation of actions & transactions involving commercial & financial documents. The last section deals with bankruptcy, composition to avert bankruptcy, the procedures & administration of bankruptcy & its consequences. Article 196 states that the establishment of a Stock Exchange will be subject to the agreement of the Council of Ministers & promulgation of a Federal Law regulating the activity of the Exchange. The Law is presented in a comprehensive & consistent manner & is clear & accessible. An invaluable reference to all those who have business interests in or with the United Arab Emirates.
