C'est pourquoi il est maintenant essentiel de définir et de caractériser les liens entre énergie et compétitivité industrielle afin de quitter l'espace de la polémique pour une réflexion cohérente et objectivée. La dépendance économique d'un secteur industriel à l'énergie est définie par les usages, les prix et finalement par les coûts. L'influence de l'énergie s'évalue surtout par rapport aux autres déterminants économiques, tels que le positionnement en gamme des produits, la demande ou la productivité. Les auteurs montrent que la fragmentation de la chaîne de production internationalise la dépendance énergétique des secteurs industriels. Ainsi, les coûts de l'énergie pour un chimiste en Russie, avec une transformation intermédiaire en Allemagne, affectent indirectement le coût de production des médicaments en France. Cela constitue un flux d'énergie dite "grise". L'accroissement des coûts à cause de l'augmentation du prix de l'énergie n'est pas une fatalité. L'efficacité énergétique des procédés de fabrication constitue un levier d'action important pour agir sur la maîtrise de ces coûts. Dans l'ouvrage, les gisements d'économies d'énergie sont évalués et illustrés par des réalisations récentes dans l'industrie.
