Book excerpt: In the period between 1575 and 1625, civic peace in England, Scotland, and Ireland was persistently threatened by various kinds of religiously inspired violence, involving conspiracies, rebellions, and foreign invasions. Religious divisions divided local communities in all three kingdoms, but they also impacted relations between the nations, and in the broader European continent. The challenges posed by actual or potential religious violence gave rise to complex responses, including efforts to impose religious uniformity through preaching campaigns and regulation of national churches; an expanded use of the press as a medium of religious and political propaganda; improved government surveillance; the selective incarceration of English, Scottish, and Irish Catholics; and a variety of diplomatic and military initiatives, undertaken not only by royal governments but also by private individuals. The result was the development of more robust and resilient, although still vulnerable, states in all three kingdoms and, after the dynastic union of Britain in 1603, an effort to create a single state incorporating all of them. R. Malcolm Smuts traces the story of how this happened by moving beyond frameworks of national and institutional history, to understand the ebb and flow of events and processes of religious and political change across frontiers. The study pays close attention to interactions between the political, cultural, intellectual, ecclesiastical, military, and diplomatic dimensions of its subject. When looking at pre-modern monarchical societies, one does not expect to observe fundamental dissent directed at the social order as such or at the political system. As a rule, criticism was limited to individual monarchs, their performance and decisions. While discontent could lead to insurrection and rebellion, which normally only culminated in the ruler being replaced by another monarchical figurehead, the subtler methods of voicing criticism were applied within a framework of legality, of a set of customs or of a code of rules of the game and intended to improve the performance of the incumbent or reform his conduct at court. The various forms of verbal or staged censure of rulers in pre-modern monarchical societies are the subject of this volume.

Book excerpt: The early modern ‘public sphere’ emerges out of a popular ‘culture of persuasion’ fostered by the Protestant Reformation. By 1600, religious identity could no longer be assumed as ‘given’ within the hierarchical institutions and elaborate apparatus of late-medieval ‘sacramental culture’. Reformers insisted on a sharp demarcation between the inner, subjective space of the individual and the external, public space of institutional life. Gradual displacement of sacramental culture was achieved by means of argument, textual interpretation, exhortation, reasoned opinion, and moral advice exercised through both pulpit and press. This alternative culture of persuasion presupposes a radically distinct notion of mediation. The common focus of the essays collected here is the dynamic interaction of religion and politics which provided a crucible for the emerging modern ‘public sphere’.
