In 1951, Hollywood Quarterly was renamed the Quarterly of Film, Radio, and Television, and in 1958 it was replaced by Film Quarterly, which is still published by the University of California Press. Book excerpt: Largely shut out of American theaters since the 1920s, foreign films such as Open City, Bicycle Thief, Rashomon, The Seventh Seal, Breathless, La Dolce Vita and L’Avventura played after World War II in a growing number of art houses around the country and created a small but influential art film market devoted to the acquisition, distribution, and exhibition of foreign-language and English-language films produced abroad. Nurtured by successive waves of imports from Italy, Great Britain, France, Sweden, Japan, and the Soviet Bloc, the renaissance was kick-started by independent distributors working out of New York; by the 1960s, however, the market had been subsumed by Hollywood. From Roberto Rossellini’s Open City in 1946 to Bernardo Bertolucci’s Last Tango in Paris in 1973, Tino Balio tracks the critical reception in the press of such filmmakers as François Truffaut, Jean-Luc Godard, Federico Fellini, Michelangelo Antonioni, Tony Richardson, Ingmar Bergman, Akira Kurosawa, Luis Buñuel, Satyajit Ray, and Milos Forman. Their releases paled in comparison to Hollywood fare at the box office, but their impact on American film culture was enormous. The reception accorded to art house cinema attacked motion picture censorship, promoted the director as auteur, and celebrated film as an international art. Championing the cause was the new “cinephile” generation, which was mostly made up of college students under thirty. The fashion for foreign films depended in part on their frankness about sex. When Hollywood abolished the Production Code in the late 1960s, American-made films began to treat adult themes with maturity and candor. In this new environment, foreign films lost their cachet and the art film market went into decline.

While Autry’s name and a few of his hit songs are still widely known today, his commitment to political causes and public diplomacy deserves greater appreciation. In this innovative examination of Autry’s influence on public opinion, Michael Duchemin explores the various platforms this cowboy crooner used to support important causes, notably Franklin D. Roosevelt’s New Deal and foreign policy initiatives leading up to World War II. As a prolific performer of western folk songs and country-western music, Autry gained popularity in the 1930s by developing a persona that appealed to rural, small-town, and newly urban fans. It was during this same time, Duchemin explains, that Autry threw his support behind the thirty-second president of the United States. Drawing on a wealth of primary sources, Duchemin demonstrates how Autry popularized Roosevelt’s New Deal policies and made them more attractive to the American public. In turn, the president used the emerging motion picture industry as an instrument of public diplomacy to enhance his policy agendas, which Autry’s films, backed by Republic Pictures, unabashedly endorsed. As the United States inched toward entry into World War II, the president’s focus shifted toward foreign policy. Autry responded by promoting Americanism, war preparedness, and friendly relations with Latin America. As a result, Duchemin argues, “Sergeant Gene Autry” played a unique role in making FDR’s internationalist policies more palatable for American citizens reluctant to engage in another foreign war. New Deal Cowboy enhances our understanding of Gene Autry as a western folk hero who, during critical times of economic recovery and international crisis, readily assumed the role of public diplomat, skillfully using his talents to persuade a marginalized populace to embrace a nationalist agenda. By drawing connections between western popular culture and American political history, the book also offers valuable insight concerning the development of leisure and western tourism, the information industry, public diplomacy, and foreign policy in twentieth-century America.

The authors trace the significant developments in the quest for minority rights from 1945 to 1953, show the interrelatedness to the struggle waged by America’s racial minorities, and assess the role of the Truman administration in that struggle. The quest of minority peoples for civil rights was a scattered, meager movement until the beginning of the Second World War. Minority group members were segregated, intimidated, poverty-ridden, and undernourished, and their struggle suffered from these weaknesses. This situation changed to an unprecedented extent during the years between 1945 and 1953. Under President Harry S. Truman, the executive branch of the federal government listened to minority groups as never before and often responded to their entreaties and pressures. Civil-rights victories were won in the courts. Educational levels rose and employment opportunities increased. Legal segregation began to crumble, and the campaign for better housing inched forward. Alliances were forged among racial minorities, Jews, organized labor, and political and religious liberals. Sizable elements among the minority group ranks developed a modicum of economic power and political influence for the first time during the Truman administration. This rudimentary power was among the bases for civil-rights and racial developments after 1953. Although the civil-rights story of the Truman administration is one relating mainly to blacks, this study deals with other minority groups, including Indians, Mexican-Americans, Puerto Ricans, Japanese- and Chinese-Americans, and Jews. Based on extensive research in primary source materials, it is a balanced, in-depth analysis of the power of minorities in eliciting change. It is a valuable addition to the study of social as well as political history.
