Book excerpt: Defense against terrorism both at home and abroad has become a priority in the United States. As a result, resource allocation has also increased. However, even as resources increase, they are still finite. So the dilemma becomes how to efficiently allocate these limited resources. Currently the data, while abundant, is confusing. One suggested method is to allocate resources based on risk. However, there is virtually no guidance on how that risk should be defined or what the parameters are in a risk-based approach. Also, there is no flow of information model that outlines how to communicate to decision makers the risk reduction potential of each policy alternative. This thesis investigates the usefulness of quantitative risk analysis as an approach to determine the allocation of counter-terrorism resources. This approach develops a simulation-based quantitative risk assessment method that allows for subjective elements and uncertainties. The risk assessment information is then integrated with the cost of the alternatives to yield a risk-reduction-cost-tradeoff curve that guides decision makers with resource allocation decisions. This approach is demonstrated by using the Port Security Grant Program as an example. We find that the approach provides the decision maker the information required to discover robust resource allocation solutions.

Book excerpt: Analysis of risk in critical infrastructure is one of the major problems facing Homeland Security today. Defining risk and applying it to systems, as opposed to individual assets, is a relatively new idea in Homeland Security policy. Thus, there is a need for a decision support tool to inform decision makers in Homeland Security of resource allocation strategies to harden assets that reduce overall network risk. Model Based Risk Assessment (MBRA) is a quantitative method designed to (1) identify the most critical assets of the network in such a way as to reduce expected loss over the entire network, (2) quantify allocation strategies that strategic planners and risk managers can apply across multi-sector systems, and (3) compute vulnerability and total risk reduction of the network. We formalized the definition of network risk in terms of the connectivity of the network as an extension to the accepted risk equation R=f(T, V, C). We use node degree as a heuristic for criticality of an asset to the overall function of the network. We then modeled the relationship between budget and vulnerability reduction and show how an exponential reduction model compares to a linear or random model. Using the stated definition of network risk, all models rank order assets exactly the same but they reduce risk differently. Lastly, we introduce a two party model that combines both the defender's and attacker's points of view using a game theory approach. We show the results of this model and compare them to a similar model we refer to as the "arms race model" where we allow both attacker and defender to know each other's budget. Results show that the techniques developed here are useful in conducting a systematic and repeatable analysis of an infrastructure network of assets for risk and then informing resource allocations that serve to reduce risk on the entire network, not just the selected assets.

Book excerpt: As early as his Senate confirmation hearing, Department of Homeland Security (DHS) Secretary Michael Chertoff advocated a risk-based approach to homeland security. Secretary Chertoff has stated "DHS must base its work on priorities driven by risk" and, increasingly, risk assessment and subsequent risk mitigation have influenced all of the department's efforts intended to enhance our nation's ability to prevent, respond to, and recover from future terrorist attacks and natural disasters. While the practice of risk analysis may be advanced in the insurance and financial industries, it is relatively less developed in the homeland security field. Although there are numerous reasons that account for this dynamic, two primary reasons include (1) the dynamic nature of terrorism and ability of terrorists to adapt to successful countermeasures, and (2) the lack of a rich historical database of terrorist attacks, which necessitates a reliance on intelligence and terrorist experts for probabilistic assessments of types of terrorist attacks against critical assets and/or regions. This report begins with an overview of the evolution of risk assessment methodologies from the Department of Justice in FY2002 to DHS in FY2007, and then discusses the discipline of risk management and risk assessment as applied to Homeland Security Grant Program (HSGP). Terrorism risk analysis and assessment do not exist in a vacuum. Risk is analyzed and assessed as a means to mitigate or "buy down" risk over time by developing certain capabilities across the country. At DHS, the State Homeland Security Grant Program is the primary tool the agency has to influence the behavior of State and local partners to take actions that reduce what both parties agree are the risks of a terrorist attack and to respond effectively to such an attack, or other catastrophe. Regardless of the complexity of the risk assessment methodology, due to the inherent uncertainties associated with assessing risk in a dynamic counterterrorism context, some level of flexibility in managing risk may be necessary. Empirical data on historical terrorist attacks in the United States may, therefore, continue to play an important role in resource allocation to reduce risk. This report presents several risk assessment and related grant program options for congressional consideration: (1) maintain the status quo in the inextricably linked areas of risk assessment and grant allocation, (2) draft a national impact assessment to understand return on investment of the approximately $12 billion of HSGP spent by FY2008, (3) enhance the transparency of the risk allocation methodology to state and local governments, and (4) develop a comprehensive and long-term strategy for managing, assessing and mitigating risk. To achieve these goals, the department could opt to consider procedural or organizational changes. Possible approaches are discussed in the report's final section. This report may be updated.

Book excerpt: Since the formation of DHS in 2003, Congress and DHS have made continuing progress in incorporating risk analysis into decision making about homeland security policy and programs. For example, shortly after September 11, 2001, decisions about how to make grants to protect localities from terrorism were dominated by the use of crude indicators, such as population, which was intended to serve as a surrogate measure of the consequences of terrorist events. This approach failed to differentiate scenarios that were more likely because of terrorists' capabilities and intentions or because targets were more vulnerable to attack. More recently, Secretary Michael Chertoff has called on DHS to adopt risk-based decision making. The principle of using risk-based decision making has now been adopted across DHS and methods of risk analysis are becoming established in DHS. Terrorism risk is a function of three factors: a credible threat of attack on a vulnerable target that would result in unwanted consequences. Risk only exists if terrorists want to launch an attack, if they have the capability to do so successfully in a way that avoids security and compromises the target, and if the attack results in casualties, economic loss, or another form of unwanted consequence. Models to estimate terrorism risks and the outcomes of terrorist attacks under various scenarios have been developed at DHS Centers of Excellence, independent think tanks, other research organizations, national laboratories, and the Department of Defense. DHS itself has also developed models and sponsored external research, including a RAND study on using risk analysis for intelligence analysis sponsored by the Homeland Infrastructure Threat and Risk Analysis Center (HITRAC). Risk management and the tools to support it are being institutionalized into the DHS decision-making process.

GAO reported in 2011 on DHS's first QHSR and recommended DHS provide sufficient time for stakeholder consultations and examine how risk information could be used to prioritize mission efforts. DHS issued its second QHSR in 2014. GAO was asked to assess the QHSR. This report addresses the extent to which DHS (1) examined and used risk information to inform the QHSR and its implementation, (2) aligned its budget and performance measures to QHSR mission goals, and (3) collaborated with stakeholders to develop the QHSR. GAO analyzed relevant statutes and QHSR documentation; conducted a nongeneralizable survey of DHS-identified federal and nonfederal QHSR stakeholders, receiving responses from 93 of the 182 QHSR stakeholders it contacted; and interviewed officials from DHS, federal, and nonfederal entities.
