Book excerpt: In recent years there has been an increasing move towards allowing for impacts beyond the direct user benefits and costs in the appraisal of transport investments. Much of the interest to date has been in justifying the inclusion of such wider impacts as a genuine net addition to a cost-benefit analysis rather than just double counting of direct benefits or displacement effects. The focus has been mainly on the impacts on productivity and economic growth through the impact of increasing accessibility on agglomeration. The paper reviews the arguments in favor of measuring such impacts, the progress made in implementing such impacts in appraisal, and the limitations of such an approach. The paper then proceeds to discuss approaches that analyze the way in which new transport infrastructure may lead to the restructuring and rebalancing of local and regional economies through structural change and the relocation of activities. Evidence from high-speed rail networks in Europe and the People's Republic of China (PRC) is used to examine changes in specialization, the impacts on knowledge-intensive sectors, and new firm formation.

Book excerpt: Handbook on High-Speed Rail and Quality of Life outlines global experiences of high-speed rail development, including its construction, impacts, and planning, with a special focus on countries that are planning implementation in the coming decade. High-speed rail infrastructure can bring considerable socioeconomic benefits that cannot be captured through econometric modeling alone. Thus, analysis of the true impacts requires a scalar as well as a temporal lens. The studies in this handbook discuss transport infrastructure projects of varying geographic scale and describe the underlying complexities of developing an infrastructure system while focusing on the aspects that can enhance quality of life. The cases, concepts, and ideas presented in this handbook were discussed and refined during a conference and seminar series held at the Asian Development Bank Institute in Tokyo and special sessions on transport and quality of life at the 15th World Conference on Transport Research at the Indian Institute of Technology Bombay in Mumbai. The special sessions were jointly organized by the Asian Development Bank Institute and World Conference on Transport Research Society Special Interest Group A4, "High-Speed Rail: Policy, Investment, and Impacts". The conference and special sessions highlighted critical issues and delivered key messages on the broad research on high-speed rail and quality of life.

Available in PDF, EPUB and Kindle. Book excerpt: The technological revolution linked to high speed rail (HSR) has been accompanied by myths and claims about its contribution to society and the economy. Although HSR is unquestionably a technological advance that has become a symbol of modernity, this review and analysis of the international experiences shows that the conditions necessary to have a positive impact, economically, socially and environmentally, are enormously restrictive. The Economics and Politics of High Speed Rail: Lessons from Experiences Abroad, by Daniel Albalate and Germ Bel, introduces the main questions policy makers and scholars should examine when considering and studying HSR implementation, with particular emphasis on the US's recent interest in this technology and possible application in California. Albalate and Bel then review the experiences of the most significant implementations of HSR around the globe. This in-depth international perspective includes chapters on the pioneers of HSR (Japan and France), the European followers (Germany, Spain and Italy), as well as Asian experiences in China, Taiwan, and Korea. Albalate and Bel's study provides a clear distinction between the myths and realities associated with this transportation innovation. Among the most relevant findings, this study highlights how HSR projects that do not satisfy highly restrictive conditions--on mobility patterns, measured costs, and economically rational designs--that make it desirable have been the source of huge financial debacles and the economic failure of HSR in most cases, which result in unfortunate consequences for taxpayers. The Economics and Politics of High Speed Rail is a rigorous investigation of the economic and political challenges and ramifications of implementing new public transportation technology.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade, China has built 25,000 km of dedicated highspeed railway—more than the rest of the world combined. What can we learn from this remarkable experience? China’s High-Speed Rail Development examines the Chinese experience to draw lessons for countries considering investing in high-speed rail. The report scrutinizes the planning and delivery mechanisms that enabled the rapid construction of the high-speed rail system. It highlights the role of long-term planning, consistent plan execution, and a joint venture structure that ensures active participation of provincial and local governments in project planning and financing. Traffic on China’s high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density.

Book excerpt: In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.

Book excerpt: High speed rail (HSR) is being touted as a strategic investment for connecting people across regions, while also fostering prosperity and smart urban growth. However, as its popularity increases, its implementation has become contentious with various parties contesting the validity of socioeconomic and environmental objectives put forward as justification for investment. High Speed Rail and Sustainability explores the environmental, economic and social effects of developing a HSR system, presenting new evaluations of the proposed system in California in the US as well as lessons from international experience. Drawing upon the accumulated experience from past HSR system development around the world, leading experts present a diverse set of perspectives as well as diverse contexts of implementation. Assessments of the California case as well as cases from Japan, France, Germany, Italy, Spain, Taiwan, China, and the UK show how governments and stakeholders have bridged the gap between the vision and the realities of connecting metropolitan regions through HSR. This is a valuable resource for academics, researchers and policy-makers in the areas of urban planning, civil engineering, transportation and environmental design.
