Available in PDF, EPUB and Kindle. Book excerpt: The focus on results in development agencies has led to increased focus on impact evaluation to demonstrate the effectiveness of development programmes. This book illustrates the broad range of methods available for counterfactual analysis of infrastructure programmes such as establishment, rehabilitation and maintenance of roads, water supply and electrical power plants and grids. Understanding the impact of interventions requires understanding of the context in which the intervention takes place and the channels through which it is expected to occur. For infrastructure interventions it is particularly important to identify the links between the input and the outcomes and impacts because the well-being of people, the ultimate impact, does not change directly as a consequence of the intervention. Therefore impact evaluation of infrastructure programmes typically requires mixing both quantitative and qualitative approaches as illustrated in many of the contribution to this edited volume. This book was originally published as a special issue of the Journal of Development Effectiveness.

Book excerpt: This report documents and presents the results of a study of institutional barriers to intermodal transportation policies and planning. Stakeholder interviews, a literature review and a national survey of 421 transit agencies, MPOs, and state DOTs were utilized to identify 13 organizational, interjurisdictional, and resource barriers to intermodal planning. Findings of the study suggest that building community support, adequate funding, education, and leadership commitment are the primary driving forces that can improve intermodal planning practices. Structure, procedure, and leadership provide the decision-making context for intermodal planning, that is, they enable (or restrict) the regional or local decision-making process. Ten context-shaping recommendations are offered. Action planning sessions held in Albuquerque, New Mexico; Austin, Texas; and Queens, New York indicated that a number of attributes can enhance the local intermodal planning process.

Available in PDF, EPUB and Kindle. Book excerpt: The transportation sector is faced with new legislative mandates as reflected by the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991. ISTEA, coupled with the Clean Air Act Amendments (CAAA) of 1990, provides an impetus for change in transportation planning and project implementation. Statewide transportation planning is one of the mechanisms for change that ISTEA provides. Statewide transportation plans integrate planning for multiple transport modes to balance the mobility needs of the state with future revenue sources. To support this requirement, FHWA and FTA have issued statewide transportation planning rules. These rules identify twenty-three factors to be addressed in statewide plans. The case studies included in this report demonstrate examples of coordination.
