Book excerpt: Atualmente, os esforcos para assegurar a melhoria da qualidade da assistencia prestada tem sido um desafio constante para os servicos de enfermagem de instituicoes hospitalares, assim como desenvolver novas propostas e metodos que permitam gerenciar os processos de trabalho e recursos relacionados a esta assistencia. Buscando conhecer a organizacao e como estao sendo avaliados os cuidados prestados, foram estabelecidos para este estudo os seguintes objetivos: caracterizar os servicos de enfermagem de hospitais gerais de grande e extra porte do Municipio de Sao Paulo, segundo aspectos da estrutura e do processo assistencial; identificar padroes, indicadores e metodos utilizados na avaliacao da assistencia de enfermagem prestada nestes hospitais; identificar as dificuldades existentes para desenvolver e aprimorar os processos de sistematizacao e avaliacao da assistencia de enfermagem. O campo de estudo foi constituido por 18 hospitais das redes publica e privada desse municipio, selecionados de uma listagem obtida na Secretaria de Estado da Saude de Sao Paulo. A populacao estudada foi composta por 18 enfermeiras, sendo 15 chefes de servicos de enfermagem e tres do servico de educacao continuada indicadas pelas chefias de enfermagem, e os dados foram obtidos por meio de entrevista dirigida por um instrumento previamente testado. O periodo de coleta de dados ocorreu a partir da segunda semana de junho ate a primeira semana de setembro de 1997. As principais conclusoes obtidas em relacao aos servicos de enfermagem estudados foram- 66,7 por cento possuem descricao da filosofia do servico- 72,2 por cento tem como objetivos do servico prestar assistencia ao paciente e servir como campo de ensino para profissionais da area da saude; 94,4 por cento possuem regimento especifico; 44,5 por cento adotam a sistematizacao da assistencia de enfermagem; 61,1 por cento possuem padroes da assistencia de enfermagem; 27,8 por cento utilizam indicadores de qualidade da assistencia de enfermagem; 22,2 por cento adotam a auditoria e 50 por cento a observacao nao sistematizada como metodos avaiiativos da assistencia de enfermagem; as maiores dificuldades enfrentadas pelas enfermeiras chefes, para implementar a sistematizacao e avaliacao da sistematizacao da assistencia de enfermagem prestada nessas instituicoes, estao relacionadas as caracteristicas profissionais das enfermeiras.

Options include electronic warfare, physical destruction of electronic targets, signals intelligence, and radio-electronic concealment and deception. Developed in the early 1970s by the Soviets, it is still poorly understood in the West. This study analyzes REC as a method of warfare with which Western military thinkers must reckon seriously at all levels of combat planning. It also provides a solid base of information on REC's origins, functional structure, and basic military goals. Equally important, it defines REC's greatest threat as conceptual rather than technological. Manipulating the electromagnetic spectrum depends more on thoughtful planning and centralized control than on sophisticated equipment¡ further, the Soviets appear to be ahead of the West in integrating the concept as an institutional part of military activity. Based primarily on Soviet sources, this book not only traces the evolution of REC but also serves as a model for understanding the development of other Soviet combat concepts.
