Book excerpt: An innovative analysis that traces the continuity of the state’s custodianship of Islam as the preferred religion in the Middle East and North Africa In The Making of the Modern Muslim State, Malika Zeghal reframes the role of Islam in modern Middle East governance. Challenging other accounts that claim that Middle Eastern states turned secular in modern times, Zeghal shows instead the continuity of the state’s custodianship of Islam as the preferred religion. Drawing on intellectual, political, and economic history, she traces this custodianship from early forms of constitutional governance in the nineteenth century through post–Arab Spring experiments in democracy. Zeghal argues that the intense debates around the implementation and meaning of state support for Islam led to a political cleavage between conservatives and their opponents that long predated the polarization of the twentieth century that accompanied the emergence of mass politics and Islamist movements. Examining constitutional projects, public spending, school enrollments, and curricula, Zeghal shows that although modern Muslim-majority polities have imported Western techniques of governance, the state has continued to protect and support the religion, community, and institutions of Islam. She finds that even as Middle Eastern states have expanded their nonreligious undertakings, they have dramatically increased their per capita supply of public religious provisions, especially Islamic education—further feeding the political schism between Islamists and their adversaries. Zeghal illuminates the tensions inherent in the partnerships between states and the body of Muslim scholars known as the ulama, whose normative power has endured through a variety of political regimes. Her detailed and groundbreaking analysis, which spans Tunisia, Morocco, Egypt, Turkey, Syria, and Lebanon, makes clear the deep historical roots of current political divisions over Islam in governance.

Book excerpt: After invading Tunisia in 1881, the French installed a protectorate in which they shared power with the Tunisian ruling dynasty and, due to the dynastyÕs treaties with other European powers, with some of their imperial rivals. This ÒindirectÓ form of colonization was intended to prevent the violent clashes marking FranceÕs outright annexation of neighboring Algeria. But as Mary Dewhurst Lewis shows in Divided Rule, FranceÕs method of governance in Tunisia actually created a whole new set of conflicts. In one of the most dynamic crossroads of the Mediterranean world, residents of TunisiaÑ whether Muslim, Jewish, or ChristianÑnavigated through the competing power structures to further their civil rights and individual interests and often thwarted the aims of the French state in the process. Over time, these everyday challenges to colonial authority led France to institute reforms that slowly undermined Tunisian sovereignty and replaced it with a more heavy-handed form of ruleÑa move also intended to ward off France's European rivals, who still sought influence in Tunisia. In so doing, the French inadvertently encouraged a powerful backlash with major historical consequences, as Tunisians developed one of the earliest and most successful nationalist movements in the French empire. Based on archival research in four countries, Lewis uncovers important links between international power politics and everyday matters of rights, identity, and resistance to colonial authority, while re-interpreting the whole arc of French rule in Tunisia from the 1880s to the mid-20th century. The rainfed areas of West Asia and North Africa have highly variable environmental conditions as well as complex social and economic structures. In recent years, the region has been experiencing major changes in the relative availabilities and costs of the classical factors of production: land, labor, and capital. These changes have important implications for the design of new agricultural technology. On the one hand, the availability of labor may be an important factor determining the acceptability of new technology. On the other, it is important to consider the impact that technology can have on rural employment. To develop a better awareness of these issues and their relevance to technology development, ICARD A initiated a project on Agricultural Labor and Tech nological Change. The first stage of the project is published here; it is a review of available literature on selected issues of regional importance, com bined with more detailed analyses of the situations of eight countries with important rainfed agricultural sectors. ICARDA greatly appreciates the financial assistance of the Ford Foun dation, which allowed us to support the execution of the study and publi cation of its findings.
