Book excerpt: The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 dramatically altered the nation's system for providing assistance to the poor. Among the many changes, the act replaced the existing entitlement program for poor families (Aid to Families With Dependent Children) with fixed block grants to the states to provide Temporary Assistance for Needy Families (TANF). TANF imposes work requirements on adults and establishes time limits on the receipt of federal assistance. However, for welfare recipients trying to move from welfare to work, a lack of transportation to the places of employment can pose significant barriers. Existing public transportation systems cannot always transport low-income people from their homes to the entry-level jobs they would likely fill. Many of these jobs are located in suburbs beyond the reach of public transportation, or they require shift work in the evenings or on weekends when public transportation is unavailable or limited.

Available in PDF, EPUB and Kindle. Book excerpt: Welfare recipients who plan to move into the workforce face significant barriers. Three-fourths of welfare recipients live in central cities or rural areas, while two-thirds of new jobs are in the suburbs. Public transportation offers little or no access to many of these jobs. The Job Access and Reverse Commute program authorizes the Department of Transportation (DOT) to provide grants to local agencies, nonprofit groups, transit authorities, and others to improve transportation to employment. This report examines DOT's implementation of the program in fiscal year 2000. GAO found that (1) DOT took steps to improve its process for selecting Job Access proposals for grant awards, (2) almost 90 percent of the fiscal year 1999 Job Access grantees that responded to GAO's survey were satisfied with the goals and intent of the program and, (3) DOT developed an evaluation plan that included specific performance criteria and requested specific information from the grantees for use in evaluating the program.

Book excerpt: This report presents three case studies of innovative transportation planning efforts in metropolitan areas to improve access to jobs for current welfare recipients and other low income residents. These Access to Jobs case studies of the Hartford, St. Louis, and Detroit metropolitan areas focus on developing transportation solutions that meet locally defined goals and objectives and ensure that former welfare recipients have the needed mobility to reach employment opportunities. The experiences of each area offer a number of insights into how metropolitan transportation planning process might be applied in developing solutions to employment access problems. Topics discussed include local conditions, job access problem, types and characteristics of existing and planned services, impact of proposed solutions, organizational roles and responsibilities, context of planning effort, resource constraints, and planning methods.

Book excerpt: This volume, a companion to Evaluating Welfare Reform in an Era of Transition, is a collection of papers on data collection issues for welfare and low-income populations. The papers on survey issues cover methods for designing surveys taking into account nonresponse in advance, obtaining high response rates in telephone surveys, obtaining high response rates in in-person surveys, the effects of incentive payments, methods for adjusting for missing data in surveys of low-income populations, and measurement error issues in surveys, with a special focus on recall error. The papers on administrative data cover the issues of matching and cleaning, access and confidentiality, problems in measuring employment and income, and the availability of data on children. The papers on welfare leavers and welfare dynamics cover a comparison of existing welfare leaver studies, data from the state of Wisconsin on welfare leavers, and data from the National Longitudinal Survey of Youth used to construct measures of heterogeneity in the welfare population based on the recipient's own welfare experience. A final paper discusses qualitative data.

Available in PDF, EPUB and Kindle. Book excerpt: In this groundbreaking study, Jo Anne Schneider considers the reasons behind the limited success of most welfare reform initiatives and offers evidence-based recommendations for enhancing the effectiveness of welfare policy. Schneider draws on her rich and nuanced ethnographic studies of Philadelphia, Milwaukee, and Kenosha, Wisconsin to clarify the role of social capital for both individuals and institutions. She shows that the social relationships and patterns of trust that enable people to gain access to resources like government services, organization funding, and jobs are crucial in helping families achieve their goals. Schneider examines the complex ways in which social capital functions in conjunction with economic, human, and cultural capital, and explores social capital dynamics among government, nonprofits, and congregations that together provide the welfare support system. Social Capital and Welfare Reform is compulsory reading for researchers and students in social work, sociology, anthropology, public policy, education, community psychology, social psychiatry, and non-profit and public administration as well as policy makers interested in welfare reform, poverty, and nonprofits.

This book was released on 2001-08-10 with total page 267 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reform of welfare is one of the nation's most contentious issues, with debate often driven more by politics than by facts and careful analysis. Evaluating Welfare Reform in an Era of Transition identifies the key policy questions for measuring whether our changing social welfare programs are working, reviews the available studies and research, and recommends the most effective ways to answer those questions. This book discusses the development of welfare policy, including the landmark 1996 federal law that devolved most of the responsibility for welfare policies and their implementation to the states. A thorough analysis of the available research leads to the identification of gaps in what is currently known about the effects of welfare reform. Evaluating Welfare Reform in an Era of Transition specifies what-and why-we need to know about the response of individual states to the federal overhaul of welfare and the effects of the many changes in the nation's welfare laws, policies, and practices. With a clear approach to a variety of issues, Evaluating Welfare Reform in an Era of Transition will be important to policy makers, welfare administrators, researchers, journalists, and advocates on all sides of the issue.
