Using classical organizational theory and leadership competency framework, the authors conducted a comparative study of two exemplary districts with distinctive traits in India ─ a rural district in the developed state of Maharashtra and an urban district from the underdeveloped state of Madhya Pradesh. The book delves into the dynamics of district administration by breaking down the processes further and mapping the role of the district magistrates on the UNDP competency framework. Given the changing scope and challenges of public service, this comparative analysis of the two districts would provide insights into district administration and would be of significant relevance to administrators and management professionals across the globe in assessing their effectiveness. The book provides an eclectic framework for public administration from an overall sustainability perspective

Available in PDF, EPUB and Kindle. Book excerpt: Systems analysis, which is also called cost/benefit analysis, the planning-programming-budgeting system, risk analysis, and technology assessment, has become the major planning and policy tool of government at all levels. Indeed, it is still gathering momentum in addressing the uncertainties associated with everything from the safety of nuclear energy to the effects of microelectronics. Examining this phenomenon critically, Ida R. Hoos reviews systems analytic techniques in their own circumscribed, simulated world and in the real one, drawing on a wide range of studies in health, education, welfare, crime, and many other areas of public concern, and giving special attention to information systems and databanks. In a new introduction and a new final chapter, Hoos expands her 1972 discussion to consider the ways in which systems analysis, now dominant, governs our present and determines our future. This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Drawing on a backlist dating to 1893, Voices Revived makes high-quality, peer-reviewed scholarship accessible once again using print-on-demand technology. This title was originally published in 1972.

Available in PDF, EPUB and Kindle. Book excerpt: The ninth edition of Public Administration: Understanding Management, Politics, and Law in the Public Sector grounds students in the fundamentals of public administration while embracing its complexity. It describes, explains, and analyzes public administration through the lenses of three well-established perspectives: management, politics, and law. In addition to thoroughly refreshed examples and case studies, significant updates to this new edition include the following: The discussion of management has been collapsed into a single category, contemporary public management, to better reflect the blending of traditional/orthodox and new public management approaches in the field. Significant changes to federal administration initiated by the Trump administration, the emergence of "hyper-" partisanship, major court decisions affecting public administration, and newer scholarship and foci in public administration. A thoroughly rewritten chapter on budgeting and public finance. New public governance material is incorporated throughout the book, including collaborative models for coordinating administration with private organizations, particularly nonprofits. Additional attention is paid to public participation in public administration, including public administration's potential contribution to strengthening democratic citizenship. Thorough discussion of the latest managerial techniques and concepts as well as the contemporary performance orientation in the public sector. Downloadable instructor support materials including Key Points, Discussion and/or Test Questions, Multiple Choice Questions, True or False Questions, and an Answer Key to accompany each chapter in the book. Together these revisions reinvigorate the book yet retain its core structure, ideas, and familiarity for students and instructors alike. While the new edition retains its focus on the U.S. context, the focus on managerial, legislative, and judicial functions lends itself well to public administration in many developed nations, making the book a popular choice with instructors around the globe. This time-tested and fully up-to-date textbook is required reading for all students of public administration, public management, and nonprofit management.

Book excerpt: This project, based on the Public Expenditure and Financial Accountability (PEFA) data set, researched how PEFA can be used to shape policy development in public financial management (PFM) and other major relevant policy areas such as anticorruption, revenue mobilization, political economy analysis, and fragile states. The report explores what shapes the PFM system in low- and middle-income countries by examining the relationship between political institutions and the quality of the PFM system. Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM. The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not. The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency. The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysis shows that countries that credibly enforce penalties for noncompliance collect more taxes on average.

Book excerpt: Building an effective, inclusive, and accountable public administration has become a major point of attention for policymakers and academics in Ethiopia who want to realise sustainable development. This first handbook on Ethiopian Public Administration is written by Ethiopian academics and practitioner-academics and builds on PhD studies and conference papers, including studies presented at the meetings of the Ethiopian Public Administration Association (EPAA), established in 2016. Public Administration in Ethiopia presents a wide range of timely issues in four thematic parts: Governance, Human Resources, Performance and Quality, and Governance of Policies. Each of the individual chapters in this volume contributes in a different way to the overarching research questions: How can we describe and explain the contexts, the processes and the results of the post-1990 politico-administrative reforms in Ethiopia? And what are the implications for sustainable development? This book is essential for students, practitioners, and theorists interested in public administration, public policy, and sustainable development. Moreover, the volume is a valuable stepping stone for PA teaching and PA research in Ethiopia.

Book excerpt: This book applies various theoretical tools to explore the advantages and disadvantages of performance management systems, the ways in which they can be improved, and the strategies through which they can be designed and integrated into the policy making process. By providing both theoretical insights and practical applications, it offers a unique perspective. Using four methods of research that have been rarely applied in the performance management literature: formal (game-theoretical) modelling, operational management, new institutionalism, and cross country statistical comparisons based on international data sets, the book illuminates different aspects of performance management systems in the public sector. It offers an integrative theoretical framework for explaining and designing such systems and their integration into the policy making process, and will open up new avenues of research, expose scholars and students to new methodological tools and equip public officials, politicians and citizens with practical methods for improving the performance of the public sector.
