Book excerpt: This paper provides an update of the NESTA Innovation Index and tries to calculate some facts for the 'knowledge economy'. Building on the work of Corrado, Hulten and Sichel (CHS, 2005,9), using new data sets and a new micro survey, we (1) document UK intangible investment and (2) see how it contributes to economic growth. Regarding investment in knowledge/intangibles, we find (a) this is now 34% greater than tangible investment, in 2009, Đ124.2bn and Đ92.7bn respectively; (b) that R&D is about 11% of total intangible investment, software 18%, design 12%, and training and organizational capital 21% each; (d) the most intangible-intensive industry is manufacturing (intangible investment is 17% of value added) and (e) treating intangible expenditure as investment raises market sector value added growth in the 1990s due to the ICT investment boom, but has less impact on aggregate measures of growth in the 2000s. Regarding the contribution to growth, for 2000-09, (a) intangible capital deepening accounts for 26% of labour productivity growth, against computer hardware and telecommunications equipment combined (16%) and TFP (-0.4%); (b) adding intangibles to growth accounting lowers TFP growth by about 18 percentage points (c) capitalising R&D adds 0.04% to input growth and reduces ?lnTFP by 0.02% and (d) manufacturing accounts for 47% of intangible capital deepening plus TFP.

The strength of UK universities and the wider knowledge base is a national asset being the most productive in the G8. But the challenges are great. To succeed in the global innovation economy, the UK must strengthen its ability to accelerate the commercialization of emerging technologies, and to capture the value chains linked to these. We have already made clear our commitment by maintaining the annual £4.6 billion budget for science and research programmes, with £150 million each year support university-business interaction. The UK's universities are increasingly collaborating with each other and with external organization to develop and commercialise knowledge, last year securing over £3 billion from external sources. This paper outlines a series of measures to make it easier for individuals, businesses and the public sector to innovate alone or in partnership. As part of a package of support the Government is relaunching the popular Smart brand and will increase the funding to the Technology Strategy Board. Research Councils UK will establish a principles-based framework for the treatment and submission of multi-institutional funding bids. Also the Government will continue to look for other ways to encourage more relationships between universities and business and will work with NESTA to establish a price centre to run, design and facilitate new inducement prices. The Government has also commissioned independent groups of academics and publishers to review the availability of published research, and to develop action plans for making this freely available. It will also create an Open Data Institute to develop semantic web technologies.

The overarching question was: Does organizational capital investment impact employee innovation in the manufacturing industry? Organizations tend to place much emphasis on how skill drives innovation, but not on how capital investment impact employee innovation. The research was guided using a qualitative phenomenological case study design to probe the impact of capital investment on employee innovation. Participants were selected through a convenience and purposive sampling method using the researchers personal professional network as well as the snowball method to seek participants from individuals referrals. Data collection involved personal interviews, audio recording, and note taking. The assumption was that employee innovation is not an option but a necessity, because organizations compete on global fronts for resources and market share. Consequently, capital investment in machinery and employee innovation becomes symbiotic in nature, not mutually exclusive. Results showed employee innovation can be impacted and enhanced through the acquisition and application of appropriate technological capital investment. The researcher recommends further research to ascertain whether the amount of organizational capital investment is proportional to the development of employee innovativeness.

Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.
