Available in PDF, EPUB and Kindle. Book excerpt: Do you give to someone begging? For centuries, the figure of the beggar has caused public fear, sympathy and confusion. In this book, criminologist Joe Hermer explores how the dilemma of giving to someone begging today has become an unusual site of regulation, public inquiry and law reform. This book investigates why handing pocket change to someone begging is now widely viewed as a gift crime, one that attempts to make the giving public complicit in the policing and control of visibly poor people. Drawing on the historical insight that public feeling is a central problem of policing the vagrant beggar, the author examines how a quirky provincial experiment to stop people giving to beggars morphed into an unlikely movement across England. Hermer ranges widely in his analysis, with discussions of 'diverted giving' schemes, specialised police operations, activist efforts to repeal the Vagrancy Law, and begging-like activities such as busking, Big Issue vending and flag day collections. The author pays particular attention to the Vagrancy Act 1824 and the historic reforms enabled by gift crime regulation to this storied area of criminal law. The consequence, this book argues, is the continuing abandonment of some of the most vulnerable individuals in society through direct appeals to compassion and kindness.

Available in PDF, EPUB and Kindle. Book excerpt: The rapid urbanization of the Asian continent and transformation of its cityscapes have incited many professionals and scholars to pay urgent attention to the study of Asian streets and public spaces in the hope of recording them, learning from their complex nature, and even applying distilled principles in new environments before they disappear under the assault of rapid urban transformation. This volume presents articles focusing on four prevalent themes, namely transformation and modernity, the culture of streets, experiencing the street and finally, design and quality of streets. However, these themes inevitably overlap, pointing out again the complexity of what we call the "street" and the necessity for interdisciplinary research. Finally, adding "Asian" to "street" opens up the discussion about spaces in the Asian city, and even concepts of "Asian-ness", if indeed such a concept can be defined. Believing in the importance of understanding "Asian streets" and "streets" in general for future design and planning of our cities, this collection of essays encourages greater interest in this subject, and therefore more interdisciplinary research. Accordingly, this book should interest not only urban planners, architects and other design and building professionals, but also environmentalists, sociologists, anthropologists, geographers and historians as well as the general public.

Available in PDF, EPUB and Kindle. Book excerpt: Simon Halliday has tackled everything that life has thrown at him, be it on the rugby field, or in the City. He has been hit hard in his time, now he is hitting back. In his candid and lucidly written autobiography City Centre, Simon Halliday, a former England rugby international takes the reader on a roller-coaster trip along Twickenham’s corridors of power and lifts the lid on the departure of, not one, but two chief executives, as the game’s rulers fought among themselves for control of the RFU. He is scathing about England’s descent from World Cup heroes to zeroes after proving they were the best in 2003. He slams the game’s rulers for driving Sir Clive Woodward out of the game and for eschewing the opportunity to welcome him back to Twickenham a few years later. Halliday transcended the world of amateur and professional and he delivers a crushing analysis of the twin pressures of existing at the top of business and international sport. In addition to analysing his rugby career, City Centre is also a personal account of the fateful morning in September 2008 when Lehman Brothers collapsed, triggering a global financial crisis. Except that Halliday tells it from the inside, on the trading floor where he worked with thousands of others. Halliday also details the truth behind the ruthless mid-90s merger of the Swiss banking giants UBS and SBC, and the appalling behaviour of Crédit Suisse in their ill-fated acquisition of his beloved DLJ at the end of the tech boom. It was while he was playing for Bath’s all conquering rugby team of the 1980s that the double Oxford Blue in cricket and rugby suffered a horrific injury a week before his England debut. He describes the injury and talks movingly about how he was able to put this into perspective while lying in his hospital bed. That he played again is testament to his indomitable will – and his reward was to wear the Red Rose of England. In City Centre Halliday talks about some of the greatest players he has played with and against, and provides a shrewd analysis of the genius coach Jack Rowell, who transformed the fortunes of Bath, turning them from a minor West Country club into one of the best outfits in Europe. There are also assessments of Will Carling, a close friend, and the brilliant Jerry Guscott. Today Halliday is a parton of Cardiac Risk in the Young (CRY) and Help For Heroes and used his business and sporting profile to raise awareness of both these charities. This book does not pull punches. Halliday talks honestly and unashamedly about key people in his playing and business careers. This is an open book – just like the man.

Book excerpt: Mixed use development is about retaining or creating a mix of different uses in cities or neighbourhoods. The trend in UK development has been towards specialisation and areas with single uses. Increasing the mix of uses is thought to reduce the need to travel, lower the likelihood of crime, improve the ambience and attractiveness of areas and contribute to the sustainability of cities.

Book excerpt: Fully revised and thoroughly updated, the Second Edition of Planning and Urban Change provides an accessible yet richly detailed account of British urban planning. Stephen Ward demonstrates how urban planning can be understood through three categories: ideas - urban planning history as the development of theoretical approaches: from radical and utopian beginnings, to the `new right' thinking of the 1980s, and recent interest in green thought and sustainability; policies - urban planning history as an intensely political process, the text explains the complicated relation between planning theory and political practice; and impacts - urban planning history as the divergence of expectation and outcome, each chapter shows how intended impacts have been modified by economic and social forces. This Second Edition features an entirely new chapter on the key policy changes that have occurred under the Major and Blair governments, together with a critical review of current policy trends.

Book excerpt: Second in a two-volume set, this book discusses the role of public-private partnerships (PPPs) in global transportation infrastructure, specifically focusing on roads, bridges, and parking. To provide vital services in an era of shrinking government budgets, public-private partnerships have become an increasingly important part of travel infrastructure worldwide. This book describes and analyses the structure of various models of PPPs in several countries, evaluating their effectiveness, and drawing policy implications for future use. The chapters were written by leading international researchers and practitioners in the transportation field where each chapter is a case study on the adoption, implementation, and outcome of transportation services. Taken together, these diverse case studies provide an integrated framework for evaluating, using PPPs, and suggesting policy implications to both the public and the private sectors in transportation. Providing rigorous empirical analysis of PPPs in transportation, this volume will be of interest to researchers in public administration, political science, public choice, and economics as well as practitioners and policymakers involved in establishing and monitoring PPPs in transportation.

Book excerpt: City Landscape emerged from the City Landscape Conference held in Bath in 1981. The conference formed a contribution to the Council of Europe's campaign for Urban Renaissance and was organized in association with The Civic Trust, The Landscape Institute, The Royal Town Planning Institute, and The Society of Industrial Artists and Designers. The book is organized into four parts. Part One reviews the changes in urban landscape from early settlements to the establishment of more recent design philosophies, with emphasis on the need to develop the new opportunities now available to us. Part Two, still with strong inference to human aspects, takes the discussion into the fields of aesthetics, nature in the urban environment, and a creative approach to conservation and the establishment of urban woodlands. Part Three is an expression of confidence in modern design in the context of the urban environment, this extending into consideration of imaginative city environments by night. Part Four deals with education, participation, and management in the implementation of City Landscapes. It is hoped that those concerned with the creation and maintenance of open spaces in cities and towns will be inspired by this book in their efforts to achieve high standards of quality in their contribution to the urban environment.
