Available in PDF, EPUB and Kindle. Book excerpt: This book introduces a comprehensive and updated analysis of the role of public policies to promote territorial cohesion processes and trends in a given territory. By being the first book taking a reflective and holistic approach on how public policies can lead to more cohesive and balanced territories, it advances theoretical avenues for academics and showcases current academic research to policymakers and practitioners by focusing on how public policies, being implemented in different territorial scales (urban, local, regional, national, and European), can actively contribute to foster territorial cohesion trends in a given territory. This reflective approach provides an opportunity for thinking about what lessons can be learned from past and ongoing experiences and how they can improve future implementation of public policies more effectively and efficiently toward territorial cohesion, since all existing analyses show that at the national level, no European country has achieved territorial cohesion trends over the past decades. As such, this book acts as a valid and useful policy manual that effectively contributes to inverting current territorial exclusion trends at the national level, by highlighting best policy practices and a comprehensive introduction to contemporary thinking about how public policies can play a decisive role in boosting territorial cohesion processes in a given territory.

Available in PDF, EPUB and Kindle. Book excerpt: This book reflects on how the economies, social characteristics, ways of life and global relationships of rural areas of Europe have changed in recent years. This reveals a need to refresh the concepts we use to understand, measure and describe rural communities and their development potential. This book argues that Europe has 'outgrown' many of the stereotypes usually associated with it, with substantial implications for European Rural Policy. Rural structural change and its evolving geography are portrayed through regional typologies and the concept of the New Rural Economy. Demographic change, migration, business networks and agricultural restructuring are each explored in greater detail. Implications for equality and social exclusion, and recent developments in the field of governance are also considered. Despite being a subject of active debate, interventions in the fields of rural and regional development have failed to adapt to changing realities and have become increasingly polarized. This book argues that rural/regional policy needs to evolve in order to address the current complex reality, partially reformulating territorial or place-based approaches, and the New Rural Paradigm, following a set of principles termed ‘Rural Cohesion Policy’.

Book excerpt: This book offers a comprehensive overview of several urban related aspects that are of central importance to successful territorial cohesion processes. In essence, it sheds new light on issues concerning urban polycentrism, functional urban regions, integrated sustainable urban development, and the EU Urban Agenda; and on how they can help to achieve territorial cohesion policy goals. As an elusive and fairly recent concept, territorial cohesion has to date only been vaguely debated in the available literature, which for the most part focuses on its historical origins and its relevance for EU policymaking. Instead, this book synthesizes, for the first time, a range of perspectives that place urban elements and policies at the core of territorial cohesion analysis. As such, and given the fact that territorial cohesion is a holistic concept, the book will appeal to a broad readership from both the academic and policymaking arenas.

Book excerpt: Despite the non-territorialised strategic goals of the EU 2020 Strategy, the long-term aim of EU Cohesion Policy to promote harmonious development of the European territory – social, economic, and ‘territorial cohesion’ – remains a central goal of achieving a more cohesive EU territory. This book examines the ‘territorial dimension’ of EU Cohesion Policy, specifically assessing territorial impacts at the various spatial levels, engaging theoretically and empirically with the notion and role of the ‘territorial dimension’ within a strongly fragmented EU policymaking process, and examining more generally EU Cohesion Policy, as the main driver of the EU territorial development process. It provides an updated and fresh theoretical discussion on the precise meaning of the ‘territorial dimension’ of policies and the relatively recent EU policy evaluation technique, known as ‘Territorial Impact Assessment’ (TIA). Assessing the history, relevance, efficiency and effectiveness of these procedures, it presents several empirical findings on the implementation of specific territorial-focus and place-based financial instruments, as part of the Territorial Agendas and the EU goal of achieving a more integrated, territorial approach. This text will be of key interest to scholars, students and practitioners of spatial planning and cohesion policy, European sector policies and European spatial planning, and more broadly to European and EU studies/politics, regional economic geography and public policy.

Book excerpt: In this second book in a series on European spatial planning, the authors examine territorial cohesion as a successor concept to the European Spatial Development Perspective. Fundamental ideas about Europe and its distinct "model of society" lie behind the concept of territorial cohesion, which can be understood as a goal of spatial equity that tends to favor development-in-place over selective migration to locations of greater opportunity. This approach contrasts with an American social model that views the equity principle behind territorial cohesion to be diametrically opposed to the efficiency principle based on free mobility of labor.

Book excerpt: This book examines some of the evolving challenges faced by EU regional policy in light of enlargement and to assess some of the approaches and trends in terms of territorial development policy and practice that are emerging out of this process. Focusing on the experiences on Central and Eastern Europe, these chapters reflect on the diversity of approaches to spatial planning and the the politics of policy formation and multi-level governance operations – from local to trans-national agendas. Promoting increased awareness and understanding of these issues is the main purpose of the book, as well as harnessing the extensive capacity and ‘knowledge’ within these countries that can greatly enrich the discourse within an enlarged ‘epistemic community’ of European spatial planning academics, practitioners and policy-makers. The recently acquired CEE dimension provides a unique opportunity to examine the evolution of existing ‘epistemic communities’ as well as to explore the potential emergence of new ones..

Book excerpt: Since its foundation the European Union has gradually developed policies that are aimed at achieving increased economic and social cohesion. This book examines the most recent of these, the concept of territorial cohesion. Territorial cohesion is the pursuit of balanced development, competitiveness, sustainable development, and good governance. These concerns are most readily addressed by the formulation of spatial strategies under the umbrella of spatial planning, that brings together a multitude of public and private actors in a process that requires cohesion, coherence and co-operation. This book traces the development of spatial planning at European level and argues that spatial planning can become a vehicle, not only for territorial cohesion, but for EU policy generally.

This book brings together academics, members of European institutions, and regional and national level policymakers in order to assess the performance and direction of EU Cohesion policy against the background of the most significant reforms to the policy in a generation. Responding to past criticisms of the effectiveness of the policy, the policy changes introduced in 2013 have aligned European Structural and Investment Funds with the Europe 2020 strategy and introduced measures to improve strategic coherence, performance and integrated development. EU Cohesion Policy: Reassessing performance and direction argues that policy can only be successfully developed and implemented if there is input from both academics and practitioners. The chapters in the book address four important issues: the effectiveness and impact of Cohesion policy at European, national and regional levels; the contribution of Cohesion policy to the Europe 2020 strategy of smart, sustainable and inclusive growth; the importance of quality of government and administrative capacity for the effective management of the Funds; and the inter-relationships between institutions, territory and place-based policies. The volume will be an invaluable resource to students, academics and policymakers across economics, regional studies, European studies and international relations.

Fair access to basic services such as transport, energy and communication infrastructures, education and health care is regarded as a cornerstone of the 'European Model of Society', as a way to promote Territorial Cohesion and lastly, as a right held by every EU citizen. These collective, regional and individual perspectives on Services of General Interest are in the focus of this edited volume. In the light of postmodern societies, demographic aging, migratory patterns, globalization and economic crises territorially sensitive challenges arise and targeted solutions are needed accordingly.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the emphasis of the European Regional Policy on territorial cohesion, regional disparities have been increasing within Europe in the past years. The metropolitan areas in almost all countries are considerably growing while regions outside of agglomerations are stagnating or even declining. Against this background this book aims to provide an understanding of the underlying processes of polarisation and related regional and local policies. This open access volume contributes to the debates about polarisation and regional development by focussing on questions of spatial justice, power distribution and policy transfer. Theoretical and empirically grounded contributions show that European policies are indeed reproducing socio-spatial inequalities instead of challenging them. The book shows further the existing potentials and limits of individuals, economic, political and civil society actors to respond to polarisation on the regional and local level. In this book conceptual thoughts on polarisation, regional policy and regional development are combined with empirical research and resulting implications for policymaking. As such, it is a valuable source for early career students and researchers as well as professionals in the field of regional and economic development, policy consultants, and policy makers. Available in PDF, EPUB and Kindle. Book excerpt: Europeanization has become a major theme within European studies in recent years, emphasizing the domestic effects of the EU on its member and applicant states. At the same time, multilevel governance has emerged as an important concept, highlighting shifts both in horizontal relations between state and society and in vertical links between actors at different territorial levels. In this state-of-the-art study, Ian Bache traces the relationship between these two key elements, considering the extent to which Europeanization advances multilevel governance within member states through the requirements of EU cohesion policy. Bache focuses especially on Britain, a member state whose political system has been increasingly characterized by multilevel governance since it became an EU member. Comparing Britain's case to that of ten other member states, the author distinguishes between the EU's effects in simple polities--in which voice, influence, and power are diffused through multiple levels and modes of governance--and in compound polities, where voice, influence, and power are more concentrated. Bringing together the conceptual tools of multilevel governance and policy networks and developing a framework for using these tools together in future research, this clearly written study will be valuable for scholars and students of EU and British politics.
