Available in PDF, EPUB and Kindle. Book excerpt: Nelson Rockefeller's Dilemma reveals the fascinating and influential political career of the four-time New York State governor and US vice president. Marsha E. Barrett's portrayal of this multi-faceted political player focuses on the eclipse of moderate Republicanism and the betrayal of deeply held principles for political power. Although never able to win his party's presidential nomination, Rockefeller's tenure as governor was notable for typically liberal policies: infrastructure projects, expanding the state's university system, and investing in local services and the social safety net. As the Civil Rights movement intensified in the early 1960s, Rockefeller envisioned a Republican Party recommitted to its Lincolnian heritage as a defender of Black equality. But the party's extreme right wing, encouraged by its successful outreach to segregationists before and after the nomination of Barry Goldwater, pushed the party to the right. With his national political ambitions fading by the late 1960s, Rockefeller began to tack right himself on social and racial issues, refusing to endorse efforts to address police brutality, accusing, without proof, Black welfare mothers of cheating the system, or introducing harsh drug laws that disproportionately incarcerated people of color. These betrayals of his own ideals did little to win him the support of the party faithful, and his vice presidency ended in humiliation, rather than the validation of moderate ideals. An in-depth, insightful, and timely political history, Nelson Rockefeller's Dilemma details how the standard-bearer of moderate Republicanism lost the battle for the soul of the Party of Lincoln, leading to mainlining of white-grievance populism for the post-civil rights era.

Available in PDF, EPUB and Kindle. Book excerpt: Conventional wisdom holds that programs for the poor are vulnerable to instability and retrenchment. Medicaid, however, has grown into the nation’s largest intergovernmental grant program, accounting for nearly half of all federal funding to state and local governments. Medicaid’s generous open-ended federal matching grants have given governors a powerful incentive to mobilize on behalf of its maintenance and expansion, using methods ranging from lobbying and negotiation to creative financing mechanisms and waivers to maximize federal financial assistance. Perceiving federal retrenchment efforts as a threat to states’ finances, governors, through the powerful National Governors’ Association, have repeatedly worked together in bipartisan fashion to defend the program against cutbacks. Financing Medicaidengagingly intertwines theory, historical narrative, and case studies, drawing on sources including archival materials from the National Governors’ Association and gubernatorial and presidential libraries, Centers for Medicare and Medicaid Services data, the Congressional Record, and interviews.

Available in PDF, EPUB and Kindle. Book excerpt: This book is at once a history of Nelson A. Rockefeller's fifteen-year governorship and a balanced assessment of his performance. Reviewing in depth the mojor public policies initiated by the Rockefeller administration in New York between 1959 and 1973, the authors pinpoint the governor's successes and failures, and use them to probe the extent and limits of state executive power in our country today. Robert H. Connery and Gerald Benjamin appraise the massive efforts that were made across many complex policy areas—higher education, mental hygiene, drug control, low- and middle-income housing, mass transportation, conservation, and land-use planning. During the Rockefeller years, New York maintained its position as one of the nation's most progressive states. Rockefeller's great strengths, the authors say, lay in the quality of his leadership and in the unflinching way in which he drove the state to confront the major problems of his time. but they are critical of him for trying to do too much too fast. "The failure was one of perspective," they write. "It resulted from Rockefeller's inability to accept the limits of his circumstances, and thus to accept the cumulative consequences of his decisions." Rockefeller gave Connery and Benjamin complete access to his own papers and to those of the Executive Chamber. In addition, the authors gathered information by extensive interviews with political leaders and state officials of both parties as well as with journalists. They offer a compelling, rounded view of a controversial chief executive and a vigorous account of the ongoing, dynamic process of government.
