Book excerpt: This volume consists of papers chosen from the Boston Area Public Enterprise Group Conference that was held in 1980 and concentrated on public enterprises in less-developed countries. The Boston Area Public Enterprise Group is composed of scholars dedicated to understanding the public enterprises operating in the world's mixed economies. Public enterprises are government-owned firms that sell goods or services in a market. Involved in public production for private consumption, they are a hybrid of government and private enterprise. Thus, an analysis of public enterprise requires insights from economics, management, political science and law. Each of these disciplines is represented in addressing the following questions: Why public enterprise? Who should control public enterprise? How are decisions made in practice? How do public enterprises behave in international markets? How does risk and uncertainty alter public enterprise decisions'? How are incentive structures to be designed'? How do public enterprises compare with other public policy tools for dealing with particular problems'? The contributions combine theory and practice in analysing a variety of less-developed countries.

Available in PDF, EPUB and Kindle. Book excerpt: A distinctive feature of economic trends of the past three decades has been the increase in microeconomic intervention by state-owned enterprises (SOEs) in the market economies of rich industrial and poor developing nations. The majority of SOEs were established as policy instruments of choice in response to a variety of socioeconomic needs and socio-political problems. As persuasively demonstrated in this book, microeconomic efficiency criteria alone, stemming from the theory of a perfectly competitive economy, are badly designed criteria for public firms. The historical part of the book, in particular, discusses quite compellingly a number of causes other than market failures for the existence of state-owned enterprises. This discussion develops complex answers regarding causes for the existence of public firms.

Available in PDF, EPUB and Kindle. Book excerpt: Public enterprises have played a central part in the development of all mixed economies in the post-war period, but they are now in a crisis phase. Privatisation has pushed back the level of public enterprise almost throughout the world. Where public enterprises remain, they are being brought under significant reforms. Originally published in 1991, this book presents a comprehensive critique of public enterprise, analysing why its performance has fallen far short of expectations. Part one is concerned with the establishment of public enterprises: the case for them, the circumstances in which they emerged, the extra enterprise objectives attached to them, and the decisions on their investment feasibility and capital structure. Part two looks at the working of public enterprises: the state of their financial performance, the peculiarities of pricing, the determination of targets which they should meet, the continuous monitoring and evaluation of their operations. Macro concerns are the focus of Part three. Among the issues addressed are the level of indirect taxation and subsidisation implicit in the pricing structures of public enterprises, the links between public enterprise and the public exchequer and the implications of their operations for distributional equity. In Part four the extent to which privatisation can solve the problems of public enterprise is discussed. The book ends with some broad conclusions on the future of public enterprise. Throughout, the approach is analytical, but the arguments are supported by extensive examples from both developed and developing economies.

Book excerpt: Originally published in 1959, the subject of this book is an aspect of economic development which, despite its importance, had rarely attracted more than incidental attention at the time. The author’s interest in public enterprise in underdeveloped countries was stimulated by a year’s residence in Turkey. He felt the time had come for a general comparative study. Defining comparative as (1) between developed and underdeveloped countries, and (2) between different underdeveloped countries at dissimilar stages of development or with dissimilar development perspectives. The purpose of the first is to discover what the developed can offer the underdeveloped by way of adaptable experience and relevant ideas; that of the second to examine the use of public enterprise in the many different social, economic and political contexts to be found in the less advanced parts of the world.

He analyses how public enterprise functions and demonstrates how it may be integrated into both traditional Western mixed economies and third world economies with a much high level of state control.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a study of one type of relation between public authorities and the private sector. In the modern world it is becoming increasingly clear that these two ways of organizing economic life must learn to get along with each other and develop vehicles of mutual advantage. This is especially true in the re lations between advanced and developing economies because for historical reasons, the development of non-Western economies today is taking a course quite different from the path of the advanced business economies of the West. It is desirable for both spheres to try and understand each other and look for ways of getting along. International tensions can be alleviated to the degree that positive attitudes are taken and mechanisms of the kind dealt with in this book are created. Much of the problem is simply one of semantics. The term "socialism" or "socialistic pattern of society", for example, which is often used in India as a positive word has very negative conno tations for Americans. There are, of course, socialists in India who would make their economy entirely publicly owned, indis tinguishable from the Chinese or the Russian, but the vast majority of leaders associated with the dominant party in India visualize a present and future mixed economy not too different from that reached by the United States through a very different road. We in the United States have been nurtured on the belief in private enterprise.

Available in PDF, EPUB and Kindle. Book excerpt: Events of the 1970s and 1980s have provoked intense controversy about the desirability of existing political and economic institutions. On the basis of an analysis of social welfare in varying types of market systems and in certain democratic political systems, Democracy and Markets illuminates alternative directions for institutional reform. Examining in detail the experiences of several democratic European countries, John R. Freeman considers whether a mixed ownership structure is preferable to a private ownership structure; and whether a pluralist type of democratic politics is preferable to a corporatist type. Freeman compares the benefits of the two economic and two political systems separately, and then analyzes the workings of four basic political economies. This analysis yields a welfare taxonomy for alternative forms of democratic capitalism and more specifically a characterization of the blends of collective gain and distributional equity that can be achieved in the four systems. Freeman demonstrates the validity of this taxonomy through an empirical investigation of the political economies of Britain, Austria, Sweden, and Italy. Under current conditions, he concludes, the corporatist-mixed system produces the most desirable blend of welfare outcomes.
