Book excerpt: Assessments of the United States–led effort to create a democratically governed Iraq following the toppling of the Saddam Hussein regime in 2003 have generally been negative. However, these criticisms have, for the most part, ignored the progress Iraq made on putting in place basic public administration practices and political processes that better serve its citizens, particularly at the subnational level. This paper reviews the experience of the Local Governance Program in strengthening the capacities of subnational councils and provincial offices to develop legislation and to plan and budget for capital investments. The discussion reveals how contestation over the legal interpretations of decentralization constrained the autonomy of provincial actors, and how mastery of administrative tools and methods enabled them to maneuver more effectively within evolving provincial governance structures. This experience offers several lessons for international stabilization and reconstruction operations: constitution-making in divided societies paves over differences with ambiguities in order to reach agreement, which pushes the unresolved conflicts into political, legislative, and administrative arenas; decentralization debates are ultimately about the distribution of political power and control and cannot be addressed solely as technical and administrative governance questions; and basic public administration capacity is critical to meeting citizens’ expectations for services, security, and economic opportunity. A final observation is that international governance improvement templates can only be effective if they recognize that technical interventions must account for politics and the incentives facing local actors.

Book excerpt: Since the 2011 U.S. military withdrawal from Iraq, sectarian and ethnic divisions have widened, fueling a major challenge to Iraq's stability and to Iraq's non-Muslim minority communities. Many of Iraq's Sunni Arabs have sided with radical Sunni Islamist insurgents as a means to reduce Shiite political domination. Iraq's Kurds have been separately embroiled in political disputes with Baghdad over territorial, political, and economic issues, particularly their intent to separately export large volumes of oil produced in the Kurdish region. The political rifts-which were contained by the U.S. military presence but escalated after late 2011-erupted in December 2013 into a sustained uprising led by the extremist group Islamic State, formerly known as the Islamic State of Iraq and the Levant (ISIL). The group and its allies took control of several cities in Anbar Province in early 2014 and captured Mosul and several other mostly Sunni cities in June 2014, accompanied by a partial collapse of the Iraqi Security Forces (ISF). The crisis has had some potentially serious consequences for Iraq's long-term future. The ISF collapse enabled the Kurds to seize control of the long-coveted city of Kirkuk, positioning the Kurds to break away from Iraq entirely were they to decide to do so. And, the crisis has provoked the revival of Shiite militia forces, politically aligned not only with dominant Shiite factions in Iraq but also with Iran. These forces have helped defend Baghdad and other areas to compensate for the weakness of the ISF, but the militias have also caused many Sunnis to see the Islamic State as a more favorable ally than the Iraqi government. The Islamic State's gains in Iraq prompted a U.S. military response in Iraq and formulation of a broader strategy, articulated by President Obama on September 10, to try to defeat the group in both Iraq and Syria. The President's speech came as a new government headed by Shiite Prime Minister Haydar al-Abbadi was inaugurated in Iraq. U.S. officials assert that Abbadi's government is more inclusive of Sunnis than was the government of ex-Prime Minister Nuri al-Maliki, but many Sunnis apparently seek to assess his actions over an extended period of time before giving him their support.

Though still evolving, plans as of the end of June called for the number of PRTs to grow from 10 to 25 and the staff strength to double to 700. The original 10 PRTs will continue to operate at the provincial level, but an additional 15 called ePRTs will embed directly into brigade combat teams (BCTs) to deploy in neighborhoods and work at the district and municipal levels. The goal is to create areas where moderates will have political space to operate and anti-Iraqi forces are brought under control. The objectives of this audit, the second of three in a series on PRTs, were to determine the status of the U.S. government's plan to expand the number of PRTs and supporting staff in Iraq. Specifically, we addressed these questions: * What human resources and funding have U.S. government organizations identified to support the PRT expansion? * What performance measures or metrics are used to evaluate the effectiveness of * What actions were taken to address previous recommendations made in SIGIR's October 2006 report? This volume is based on literature reviews and knowledge derived from selected country experiences.
