Book excerpt: This Safety Guide provides specific recommendations on protection against internal and external hazards in the operation of nuclear power plants. It provides new or updated recommendations derived from enhanced understanding of operational aspects of hazards and combinations of hazards. Operating experience gained from incidents and accidents in nuclear power plants around the world has demonstrated that fire can be an important risk contributor in many Member States. However, there are other internal and external hazards that have also to be considered in the design and operation of nuclear power plants. This Safety Guide supersedes and expands the scope of lAEA Safety Standards Series No. NS- G-2. 1, Fire Safety in the Operation of Nuclear Power Plants, to include recommendations on these other hazards.

Book excerpt: There is a general agreement that auxiliary and supporting systems play an important role in the safe operation of a nuclear power plant. There is, however, no clear definition of such systems. The purpose of this publication is to propose a stepwise definition of auxiliary systems and supporting systems for nuclear power plants with water cooled reactors, to describe the general design concepts and design recommendations that are common to these systems, and to provide recommendations on specific design considerations for a selection of auxiliary and supporting systems.

Book excerpt: This publication gives the general roadmap on how to perform the design and evaluation of the protection of nuclear power plants against human induced external hazards, consistent with IAEA Safety Standards. The publication concentrates on an overall view of the methodology and on the important considerations for its application to existing and new nuclear power plants. Topics covered include elements of the design/evaluation approach, developed in five phases: event identification; load characterization; design and assessment approaches; plant performance assessment and acceptance criteria; and operator response. The publication provides an approach to the assessment of extreme human induced external events which is fully consistent with the methods used for evaluation of nuclear facilities subjected to extreme natural events, such as earthquakes and floods.

Book excerpt: The result of extensive dialogue among safety and security specialists, this report provides guidelines for evaluating the engineering safety aspects of the protection of nuclear power plants against sabotage. The guidance takes into account the existing robustness of structures, systems and components, and emphasizes those aspects of sabotage protection that work synergistically with the protection against extreme external occurrences of accidental origin, such as earthquakes, tornadoes and human induced events. The report introduces a defense approach to sabotage protection, with layers comprising safety and security related systems and activities, and promotes self-assessment by the licensee in cooperation with the required interfaces with the competent authorities.--Publisher's description.

Book excerpt: This publication describes the procedures for calculating the margins of nuclear power plants in relation to human induced external hazards. It focuses on plant and systems performance evaluations. A two level approach for margin assessment is provided. The first level consists of a deterministic procedure in which, for each scenario, the existence of at least one undamaged success path to comply with the fundamental safety function is investigated. This procedure can be subsequently extended to calculate probability measures such as conditional core damage probability and the conditional probability of spent fuel damage. In the most elaborated stage, probabilistic safety assessment (PSA) techniques are introduced, giving consideration to the probabilistic aspects of the hazards and of the capacity of structures, systems and components (fragility). Event tree and fault tree models are used to compute PSA metrics, such as core damage frequency, large-early release frequency and frequency of spent fuel damage.

Committee on Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants and published by National Academy Press. This book was released on 2014-10-29 with total page 394 pages. Available in PDF, EPUB and Kindle. Book excerpt: The March 11, 2011, Great East Japan Earthquake and tsunami sparked a humanitarian disaster in northeastern Japan. They were responsible for more than 15,900 deaths and 2,600 missing persons as well as physical infrastructure damages exceeding $200 billion. The earthquake and tsunami also initiated a severe nuclear accident at the Fukushima Daiichi Nuclear Power Station. Three of the six reactors at the plant sustained severe core damage and released hydrogen and radioactive materials. Explosion of the released hydrogen damaged three reactor buildings and impeded onsite emergency response efforts. The accident prompted widespread evacuations of local populations, large economic losses, and the eventual shutdown of all nuclear power plants in Japan. "Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants" is a study of the Fukushima Daiichi accident. This report examines the causes of the crisis, the performance of safety systems at the plant, and the responses of its operators following the earthquake and tsunami. The report then considers the lessons that can be learned and their implications for U.S. safety and storage of spent nuclear fuel and high-level waste, commercial nuclear reactor safety and security regulations, and design improvements. "Lessons Learned" makes recommendations to improve plant systems, resources, and operator training to enable effective ad hoc responses to severe accidents. This report's recommendations to incorporate modern risk concepts into safety regulations and improve the nuclear safety culture will help the industry prepare for events that could challenge the design of plant structures and lead to a loss of critical safety functions. In providing a broad-scope, high-level examination of the accident, "Lessons Learned" is meant to complement earlier evaluations by industry and regulators. This in-depth review will be an essential resource for the nuclear power industry, policy makers, and anyone interested in the state of U.S. preparedness and response in the face of crisis situations.
