Available in PDF, EPUB and Kindle. Book excerpt: This book examines the processes and factors shaping the development of homeland security policies in the European Union (EU), within the wider context of European integration. The EU functions in a complex security environment, with perceived security threats from Islamist terrorists, migration and border security issues, and environmental problems. In order to deal with these, the EU has undertaken a number of actions, including the adoption of the European Security Strategy in 2003, the Information Management Strategy of 2009, and the Internal Security Strategy of 2010. However, despite such efforts to achieve a more concerted European action in the field of security, there are still many questions to be answered about whether the European approach is really a strategic one. European Homeland Security addresses two major debates in relation to the development of homeland security in Europe. First, it reflects on the absence of ‘homeland security’ in European political debate and its potential consequences. Second, it examines the significant policy developments in the EU that suggest the influence of homeland security ideas, notably through policy transfer from the United States. The book will be of great interest to students of European security and EU politics, terrorism and counter-terrorism, security studies and IR.

Book excerpt: This major new study presents both conceptual and practical guidance at a crucial time when intellectual and practical efforts to protect against the new terrorism should move beyond a purely domestic focus. Creating an effective and integrated national homeland security effort is a significant challenge. Europe and the United States have reacted differently to the emergence of mass casualty terrorism, but must work together to cope with the diverse issue areas, sectors, professions, and relevant actors involved in such a broad-based concept. The authors suggest that Europe and the US have a lot to gain by coordinating more closely, and that the exchange of experience is crucial as we attempt to stay ahead of a learning enemy.

Available in PDF, EPUB and Kindle. Book excerpt: Immediately after September 11, the Brookings Institution began a comprehensive, multidisciplinary project focused on the key policy challenge of these dangerous times—assessing and improving homeland defense. That intense effort produced Protecting the American Homeland, and it continues in this important new book. In Protecting the Homeland 2006/2007, Brookings foreign policy experts analyze current homeland security concerns and the adequacy (or inadequacy) of current policies designed to address them. The authors present both the big picture and the smaller components of homeland security policy that make up the whole. They make specific recommendations on intelligence reform, science and technology policy and the protection of critical infrastructure within the United States. They also look ahead to consider what dangers we should anticipate and plan for, recommending policies that will work to that end. One of the strands running through Protecting the Homeland 2006/2007 is the need to "stitch the seams" in our homeland security blanket through greater integration and coordination. The authors emphasize that the U.S. federal government must work together with key partners who have been insufficiently integrated into American homeland security activities to date. These actors include foreign governments, state and local government, and the private sector, and the coordination must occur in several different areas (e.g. border protection, finance, technology, intelligence). The U.S. government should not—indeed, it cannot—do it alone. By its very nature, homeland security is a problem that defies the usual bureaucratic boundaries. Effective homeland security policy demands intense collaboration on new issues and between organizations that have not traditionally needed each other. This book is of interest and importance to journalists, analysts, policymakers, scholars, and citizens concerned with protecting their homeland against terrorism and r

Available in PDF, EPUB and Kindle. Book excerpt: At a time when many observers question the EU’s ability to achieve integration of any significance, and indeed Europeans themselves appear disillusioned, Mai’a K. Davis Cross argues that the EU has made remarkable advances in security integration, in both its external and internal dimensions. Moreover, internal security integration—such as dealing with terrorism, immigration, cross-border crime, and drug and human trafficking—has made even greater progress with dismantling certain barriers that previously stood at the core of traditional state sovereignty. Such unprecedented collaboration has become possible thanks to knowledge-based transnational networks, or “epistemic communities,” of ambassadors, military generals, scientists, and other experts who supersede national governments in the diplomacy of security decision making and are making headway at remarkable speed by virtue of their shared expertise, common culture, professional norms, and frequent meetings. Cross brings together nearly 80 personal interviews and a host of recent government documents over the course of five separate case studies to provide a microsociological account of how governance really works in today’s EU and what future role it is likely to play in the international environment. “This is an ambitious work which deals not only with European security and defense but also has much to say about the policy-making process of the EU in general.” —Ezra Suleiman, Princeton University

Available in PDF, EPUB and Kindle. Book excerpt: European institutions are either loathed or underestimated. This book analyses the role of EU institutions in the area of European internal security. From Justice and Home Affairs, this area has become more like a European Area of Freedom, Security and Justice. In this process, the European Commission has demonstrably played the role of an `engine of integration' in areas such a counter-terrorism, policing, asylum, migration and border management. This book uses the framework of supranational policy entrepeuners (SPE), those who stand at the policy window in order to propose, lobby for and sell `their' policy proposal, and synthesises it with insights from the literature on norm entrepreneurship. This book will be of great interest to scholars and practitioners interested in European internal security, European integration, terrorism, security studies and international relations.

What lessons can be drawn from the first two decades of U.S. government efforts to do so? In Beyond 9/11, leading academic experts and former senior government officials address the most salient challenges of homeland security today.

Created from a broad and in depth, yet edited collection of statutes, policy papers, presidential directives, and other documents, it cultivates a detailed understanding of the foundations of homeland security. It is arranged in a topic-by-topic format structured to include only the documents and statues that affect a particular subject, making for much easier understanding. Thus, the chapter on FEMA contains only the portions of the statutes and other documents that relate to FEMA. There are twenty-five topic areas. It contains hundreds of end notes, references, and suggestions for further study. This book offers important legal guidance that students, law enforcement officers, lawyers, and other homeland security professionals need to accurately interpret, understand, and apply homeland security policy. The Introduction provides an in-depth overview of the subject of homeland security and includes a discussion of what is homeland security, definitions of homeland security and terrorism, what is homeland security law, its development, and what is a homeland security curriculum. There are contributing chapters about homeland security in Europe, and homeland security in China and Japan.

Book excerpt: This book presents a thorough analysis of the EU provisions and legal framework of passenger rights in the civil aviation field. It provides both a theoretical and practical view of the initiatives that have been taken in this field. This includes initiatives taken by the European Commission (EC) with the aim to improve the protection of passengers and by the European Court of Justice (ECJ) with regard to jurisprudence. The book points out the goals that have been obtained so far, as well as the goals that still need to be pursued. Particular attention is paid to EU institutions that have been created ad hoc to supervise aviation safety and harmonize the various safety procedures of the EU Member States. Recent and upcoming packages of important safety and security measures are examined in detail. The book gives examples of current applications of legislative instruments and presents readers with the tools to gain a deeper understanding of the legal, practical and theoretical aspects of this important topic in aviation.

Book excerpt: Since the Snowden revelations, the adoption in May 2016 of the General Data Protection Regulation and several ground-breaking judgments of the Court of Justice of the European Union, data protection and privacy are high on the agenda of policymakers, industries and the legal research community. Against this backdrop, Data Protection and Privacy under Pressure sheds light on key developments where individuals’ rights to data protection and privacy are at stake. The book discusses the persistent transatlantic tensions around various EU-US data transfer mechanisms and EU jurisdiction claims over non-EU-based companies, both sparked by milestone court cases. Additionally, it scrutinises the expanding control or surveillance mechanisms and interconnection of databases in the areas of migration control, internal security and law enforcement, and oversight thereon. Finally, it explores current and future legal challenges related to big data and automated decision-making in the contexts of policing, pharmaceutics and advertising.
