Book excerpt: The Clean Water Act (CWA) requires that wetlands be protected from degradation because of their important ecological functions including maintenance of high water quality and provision of fish and wildlife habitat. However, this protection generally does not encompass riparian areasâ€"the lands bordering rivers and lakesâ€"even though they often provide the same functions as wetlands. Growing recognition of the similarities in wetland and riparian area functioning and the differences in their legal protection led the NRC in 1999 to undertake a study of riparian areas, which has culminated in Riparian Areas: Functioning and Strategies for Management. The report is intended to heighten awareness of riparian areas commensurate with their ecological and societal values. The primary conclusion is that, because riparian areas perform a disproportionate number of biological and physical functions on a unit area basis, restoration of riparian functions along America's waterbodies should be a national goal.

Most of the Mississippi River's floodplain is walled off from the river to protect farms and cities, yet the frequency, severity, and cost of floods have increased. The report shows the benefits ecosystems provide. An intact floodplain in Nigeria, for instance, supports tens of thousands of people and provides economic value a thousand times higher than diverting the water for other uses. Wetlands in the U.S. provide billions of dollars of benefits in flood and pollution control, water storage, and support of fisheries. Few communities would want to add this tab to their tax bills, yet the author notes that at least half the wetlands in the lower 48 states have been drained, an incalculable loss. Projects planned worldwide, from an aquatic highway in South America to a staircase of dams on the Mekong River, threaten the integrity of freshwater systems and the livelihoods of millions who depend on them. THe author also lists the steps needed to reverse the current course.
