Book excerpt: Changes in climate that intensify drought and accelerate the spread of livestock parasites and diseases darken the economic future for sub-Saharan pastoralists. Already stressed, as industrial and urban development narrow their access to pastures and water for their animals, many pastoralists face a bleak choice: abandon their livestock and their cultural heritage or die. In Uganda, however, the outlook for pastoralists is becoming much brighter. Thousands of pastoralists in Uganda point the way toward a better option: commercial milk production.

Book excerpt: "This book investigates the redevelopment, redefinition and redirection of the milk industry in Uganda within the framework of liberalisation, which initially brought visible benefits for those involved in the industry. These benefits included high milk prices and increased employment opportunities, and principally derived from the introduction of modern processing technology, such as ultra heat treated (UHT) milk processing plants. In the long run, however, milk prices plummeted, with the result that much of the milk produced was neither purchased nor processed, and some of the milk-processing plants had to close down." "The book further dissects the economics and politics of the milk sub-sector, for instance the impact of resource allocation on the industry by actors such as the state, civil society and private companies. It also analyses the structural institutional and policy rigidities that hamper the contribution of the milk industry to the development of south-western Uganda."--BOOK JACKET.

Book excerpt: Driven by increased demand from both local and export markets and facilitated by far-reaching liberalization and privatization policies, the dairy sub-sector in Uganda has undergone significant changes in the last decade. With a comparative advantage in milk production, the southwest of Uganda has started to attract considerable Foreign Direct Investment (FDI) in processing capacity, mainly targeting the export market. As a result, processing capacity increased five-fold and dairy became Uganda’s third most important export product, coming from negligible amounts a decade earlier. In this study, we use observational data collected at different nodes within the value chain to compare the structure of the chain and the roles and economic activities of different actors between export-led value chains and value chains that cater for the local market. Doing so allows us to identify the technological and institutional innovations that both result from the emergence of export-led dairy value chains and at the same time drive further upgrading. Our analysis underscores the importance of milk collection centers, which often take the form of farmer cooperatives, in providing many of the support services that enable other actors in the value chain to produce sufficient milk, and maintain milk sanitation levels necessary for an export sector to emerge.

Book excerpt: The introduction and dissemination of improved dairy cow breeds in Uganda is arguably the most significant step taken to develop a modern and commercial dairy industry in the country over the last two decades. This study uses a nationally representative sample of Ugandan households to rigorously examine the impact of adoption of improved dairy cow breeds on enterprise-, household-, and individual child-level nutrition outcomes. We find that adopting improved dairy cows significantly increases milk productivity, milk commercialization, and food expenditure.

Book excerpt: In Eastern Africa, dairy value chains are an important source of income and employment for millions of smallholders, particularly for women who provide an essential contribution to the growth of the dairy sector. [Author] While the sector is rapidly growing, and expanding trade in dairy products holds immense potential for boosting inclusive economic growth in Eastern Africa, dairy trade mostly remains a small-scale domestic business in the region. [Author] In particular, women’s engagement in dairy markets and trade is constrained by gender-based barriers and inequalities, and dairy intensification and commercialization processes have led to uneven outcomes for women and men. [Author] As many countries are increasingly investing in the modernization of their dairy farming systems to spur dairy productivity and commercialization, it is essential that the gender implications of the market-driven development of the dairy sector are taken into consideration. [Author] This report reviews gender issues in the Eastern Africa dairy value chains, with a focus on markets and trade, in the context of broader regional policy frameworks and evolving market scenarios. [Author] In particular, gender policy developments in agricultural and trade policies relevant for the dairy sector are assessed for Ethiopia, Kenya and Rwanda. [Author] By bridging the value chain level into the enabling policy dimension, this study attempts to contribute to ongoing debates on the prospects for women’s participation in dairy markets and trade through more gender-responsive policymaking. Book excerpt: This policy note summarizes findings from a dairy value chain study in Uganda that documented the institutional and technological innovations associated with the transformation of the sub-sector from a USD 2 million industry in 2008 to a USD 150 million industry in 2017. Uganda is now one of the largest exporters of dairy products in Africa. Using primary data obtained from dairy farmers, traders, and processors, we examine the drivers of this transformation of Uganda’s dairy sub-sector. The insights gained can guide policy and investment decisions for upgrading other agricultural value chains that have been prioritized for agro-industrialization in the medium- and long-term national development plans of Uganda.
