The emergence of shale gas developments has resulted in natural gas prices falling dramatically. Nonetheless, British Columbia is positioned to take advantage of growing markets in Asia that have considerably higher prices than in North America through the export of liquefied natural gas (LNG) in carrier ships. This paper aims to assess the economic viability of an LNG industry in British Columbia by analyzing world LNG prices and trade, market development, and costs through a Monte Carlo risk assessment.

Book excerpt: Canada's federal government has championed the prospect of exporting liquefied natural gas (LNG) to overseas markets. The government of British Columbia is aggressively planning to turn itself into a global LNG-export hub, and the prospect for Canadian LNG exports is positive. However, there are market and political uncertainties that must be overcome in a relatively short period of time if Canada is to become a natural gas exporter to a country other than the United States. This report assesses the feasibility of Canadian exports and examines the policy challenges involved in making the opportunity a reality.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the discourse around the intricate economic, political, and ideological struggles underlying Canadian fuel extractivism. Focusing on the two contending discourse coalitions formed by supporters and opponents of British Columbia’s liquefied natural gas (LNC) industry, the book explores the ongoing debates around the issue. The book’s in-depth investigation of the BC LNG controversy identifies progressive extractivism as an increasingly popular policy/discursive paradigm adopted by fossil fuel advocates to legitimize unconventional fossil fuels in an era of intensifying climate crisis. It also highlights the importance of debunking the misleading “jobs versus the environment” dichotomy in mobilizing public opposition to carbon-intensive economic growth. This deeply nuanced look at energy discourse in public policy will have resonance for scholars and students working in the areas of environmental communication, rhetoric, discourse analysis, public policy, and climate change rhetoric.

Book excerpt: British Columbia is attempting to develop a large-scale liquefied natural gas (LNG) sector to export natural gas to Asia, with capital investments estimated to be as high as $40 billion for a single LNG plant. An alleged benefit of LNG development is increased revenue for the BC provincial government of over $27 billion. Our research investigates potential fiscal benefits for BC from LNG and the processes that were followed when developing the new LNG-related economic policies. Research methods include an analysis of relevant documents, interviews with key actors, and quantitative modeling of LNG revenue impacts. Results show that the primary objective of the fiscal mechanisms is to ensure that the LNG industry is developed in BC and maximizing the return to government is a secondary objective. Secondly, the process of developing the LNG policies did not follow best practices from a public policy perspective. Thirdly, the government's projected incremental revenue from an LNG export industry is significantly exaggerated.
