Book excerpt: This book provides a detailed analytic history of direct legislation—the initiative and referendum—in California from its origins in the late nineteenth century to the present day. California was one of the first states to implement mechanisms for direct legislation, and these mechanisms have been used with growing frequency as the entire process has become professionalized (from signature-gathering through fund-raising to legal challenge and defense). The author studies this important political device in terms of voter interest and behavior, its role in public issues, and how it has affected the state’s politics and government. The book first analyzes how and why direct legislation came to California, seeing it as a typical example of the disconnected nature of progressive era reforms. It then studies selectively, from among the 300 propositions that have been on California ballots, those propositions that have been most relevant to the major issues of their time, have generated the highest levels of voter interest and participation, and have shaped the development of state politics and government. The author pays particular attention to the explosion of direct legislation, in frequency and consequence, since the Proposition 13 “property tax revolution” of 1978. He also describes how California’s contemporary direct legislation experience—from tax rebellion to harsher criminal justice to controversial ethnic issues—has had national ramifications. The book concludes with a careful analysis of the current state of the initiative and referendum in California: voter attitudes toward the process, its role as a “fourth branch” of government, and arguments for and against changes in the procedure. Based on extensive research in campaign documents, manuscript collections, the contemporary press, and other primary sources, the book also makes extensive use of voting data, public opinion polls, and official filings of campaign expenditures. All in all, it is the most comprehensive study ever made of a political process that is used today in twenty-seven states.

After all, as far back as the 1890s, the California constitution had legally abolished most forms of racial discrimination, and subsequent legal reform had surely taken care of the rest. White Americans might even have wondered where the black activists in the late sixties were coming from—because, beginning with the writings of Fredrick Jackson Turner, the most influential histories of the American West simply left out African Americans or, later, portrayed them as a passive and insignificant presence. Uninvited Neighbors puts black people back into the picture and dispels cherished myths about California’s racial history. Reaching from the Spanish era to the valley’s emergence as a center of the high-tech industry, this is the first comprehensive history of the African American experience in the Santa Clara Valley. Author Herbert G. Ruffin II’s study presents the black experience in a new way, with a focus on how, despite their smaller numbers and obscure presence, African Americans in the South Bay forged communities that had a regional and national impact disproportionate to their population. As the region industrialized and spawned suburbs during and after World War II, its black citizens built institutions such as churches, social clubs, and civil rights organizations and challenged socioeconomic restrictions. Ruffin explores the quest of the area’s black people for the postwar American Dream. The book also addresses the scattering of the black community during the region’s late yet rapid urban growth after 1950, which led to the creation of several distinct black suburban communities clustered in metropolitan San Jose. Natural languages distinguish syntactically and semantically between various sorts of what might be called `gerundive entities' - events, processes, states of affairs, propositions, facts, ... all referred to by sentence nominals of various kinds. Philosophers have worried for millennia over the ontology of such things or `things', but until twenty years ago they ignored all the useful linguistic evidence. Vendler not only began to straighten out the distinctions, but pursued more specific and more interesting questions such as that of what entities the causality relation relates (events? facts?). And that of the objects of knowledge and belief. But Vendler's work was only a start and Peterson has continued the task from then until now, both philosophically and linguistically. Fact Proposition Event constitutes the state of the art regarding gerundive entities, defended in meticulous detail. Peterson's ontology features just facts, proposition, and events, carefully distinguished from each other. Among his more specific achievements are: a nice treatment of the linguist's distinction between `factive' and nonfactive constructions; a detailed theory of the subjects and objects of causation, which impinges nicely on action theory; an interesting argument that fact, proposition, events are innate ideas in humans; a theory of complex events (with implications for law and philosophy of law); and an overall picture of syntax and semantics of causal sentences and action sentences. Though Peterson does not pursue them here, there are clear and significant implications for the philosophy of science, in particular for our understanding of scientific causation, causal explanation and law likeness.'
