Book excerpt: Cette thèse porte sur le travail de femmes portugaises immigrées au Québec. En nous appuyant sur l’analyse d’entrevues en profondeur réalisées auprès d’immigrantes portugaises de la première génération résidant dans la région de Montréal ( Québec, Canada ), nous remettons en cause les approches dominantes du concept de « travail » en sociologie du travail qui tendent à limiter le travail à sa facette marchande, productive, oubliant ou renvoyant à la sociologie de la famille une autre facette du travail tout aussi importante en terme de temps et de vie pour les femmes, le travail gratuit fait pour la famille, travail ménager + soins aux enfants + production d’auto-consommation. Nous avons plutôt développé une problématique où rapports de genre et rapports de production ne sont pas associés à l’un ou l’autre des univers de travail ( la maison, l’usine ) ou à la production non-marchande et marchande, mais où genre et production sont à l’œuvre simultanément, antagoniquement ou complémentairement, aussi bien dans le travail gratuit que dans le travail rémunéré. Notre analyse montre comment ces rapports construisent simultanément la place des femmes dans la famille et dans le salariat. Deux dimensions sont à développées ici : celle du pays d’origine comme lieu de socialisation au travail domestique et au rôle familial ; celle du rôle domestique comme dimension structurante de l’emploi des femmes. L’intérêt à étudier des femmes immigrantes est que, contrairement à ce qui se passe dans toutes les études sur les femmes, l’environnement économique et social est une variable : ces femmes ont vécu et travaillé successivement dans deux sociétés différentes, l’une à prédominance agraire et industriellement peu développée, l’autre fortement industrialisée et urbaine. Socialement produites et reproduites pour être « femme » au Portugal, -c’est-à-dire des épouses et des mères avant tout, qui pourront contribuer financièrement au ménage soit par une assistance gratuite à l’activité économique de leur conjoint, soit par une activité rémunérée mais à domicile-, au Québec ces femmes sont nombreuses à intégrer le salariat. Immigrant pour la plupart en famille, avec mari et enfants, les rapports de genres intra-familiaux restent marqués par ce qu’ils étaient au Portugal, tout en subissant des transformations impulsées par les rapports sociaux de genre et de production auxquels ils sont confrontés dans le nouveau milieu de vie. Cette façon d’aborder la question des femmes immigrantes constitue une double rupture par rapport aux problématiques dominantes en sociologie des migrations internationales : d’une part, peu de travaux ont considéré le pays d’origine autrement que comme un facteur de répulsion, or nous proposons de l’analyser comme un lieu sociale de production et de reproduction d’individus ; d’autre part, l’étude des femmes immigrantes est largement dominée par la question de l’intégration et de l’adaptation au niveau familial comme mères et épouses, alors que nous insistons également sur le rôle économique et sur l’activité professionnelle de ces femmes.

The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
