Book excerpt: The Government prides itself on its 'cross-cutting' approach, but there is little evidence of this in the preparation for the Urban White Paper. Some policies are in place which will assist the urban renaissance, but mostly the picture is more depressing. Most parts of Government appear to see urban policy, not as a means of transforming cities, but only as a way of tackling the the problems of deprived areas. The Department of Trade and Industry (DTI) and the Department of the Environment, Transport and the Regions (DETR) do not appear to have the same views about the role of cities in the regional economy. The quality of people and institutions involved in urban design is critical but the funding provided by the Department of Culture Media and Sport to support them is inadequate. Worst of all, the Treasury appears to have kicked the report into the long grass. It is disgraceful that over a year after the report was published, the Treasury has come to no conclusions about the proposed fiscal measures put forward by the Task Force, and will not come to any until November at the earliest.

Book excerpt: This book documents and assesses the core of New Labour's approach to the revitalisation of cities, that is, the revival of citizenship, democratic renewal, and the participation of communities to spear head urban change. In doing so, the book explores the meaning, and relevance, of 'community' as a focus for urban renaissance. It interrogates the conceptual and ideological content of New Labour's conceptions of community and, through the use of case studies, evaluates how far, and with what effects, such conceptions are shaping contemporary urban policy and practice. The book is an important text for students and researchers in geography, urban studies, planning, sociology, and related disciplines. It will also be of interest to officers working in local and central government, voluntary organisations, community groups, and those with a stake in seeking to enhance democracy and community involvement in urban policy and practice.

Their findings, conclusions and recommendations were presented in a final report to Government Ministers in Summer 1999 and form the basis of this important new illustrated book.

Available in PDF, EPUB and Kindle. Book excerpt: Based on historical case studies in Chicago, John J. Betancur and Janet L. Smith focus both the theoretical and practical explanations for why neighborhoods change today. As the authors show, a diverse collection of people including urban policy experts, elected officials, investors, resident leaders, institutions, community-based organizations, and many others compete to control how neighborhoods change and are characterized. Betancur and Smith argue that neighborhoods have become sites of consumption and spaces to be consumed. Discourse is used to add and subtract value from them. The romanticized image of "the neighborhood" exaggerates or obscures race and class struggles while celebrating diversity and income mixing. Scholars and policy makers must reexamine what sustains this image and the power effects produced in order to explain and govern urban space more equitably.

Available in PDF, EPUB and Kindle. Book excerpt: The twin processes of planning and property development are inextricably linked – it’s not possible to carry out a development strategy without an understanding of the planning process, and equally planners need to know how real estate developers do their job. This third edition of Urban Planning and Real Estate Development guides students through the procedural and practical aspects of developing land from the point of view of both planner and developer. The planning system is explained, from the increasing emphasis on spatial planning at a regional level down to the detailed perspective of the development control process and the specialist requirements of historic buildings and conservation areas. At the same time the authors explain the entire development process from inception through appraisal, valuation and financing to completion and disposal. This is an invaluable textbook for real estate and planning students, and helps to meet the requirements of the RICS and RTPI Assessment of Professional Competence.

Book excerpt: In The Divided City, urban practitioner and scholar Alan Mallach presents a detailed picture of what has happened over the past 15 to 20 years in industrial cities like Pittsburgh and Baltimore, as they have undergone unprecedented, unexpected revival. He spotlights these changes while placing them in their larger economic, social and political context. Most importantly, he explores the pervasive significance of race in American cities, and looks closely at the successes and failures of city governments, nonprofit entities, and citizens as they have tried to address the challenges of change. The Divided City concludes with strategies to foster greater equality and opportunity, firmly grounding them in the cities' economic and political realities.

Available in PDF, EPUB and Kindle. Book excerpt: When a recent wave of condominium development overtook Toronto, women emerged as powerful consumers, and reports claimed that home ownership was offering young, single women freedom, financial independence, and personal security. Sex and the Revitalized City examines the truth of these claims by exploring the phenomenon from the perspective of women condo owners and planners and developers. This fresh perspective on urban revitalization reveals that condo ownership is not freeing women from constraints – neoliberal ideologies are remaking women's relationship with the city in the image of fast capital and consumer citizenship. Women's emancipation through condominium ownership is a marketing ploy rather than a major shift in gender relations.
