The best opportunity to find out if a patient has another form of insurance that will supersede Medicare is during the registration process. The Medicare Secondary Payer (MSP) Questionnaire is the best tool to discover this information and it is imperative that your staff use this form during the admission process. If Medicare determines that another source, such as an auto insurance company or workers compensation should be the primary payer of a patient's treatment, it will not reimburse your hospital for the full amount of the claim. Facilities can lose significant reimbursement dollars if the proper hierarchy of payers is not identified during the registration process. The" Medicare Secondary Payer Questionnaire Training Toolkit" is a CD-ROM packaged with an instructor's manual that provides you with a collection of practical tools to help prepare your access staff to ask the right questions about who is responsible for paying the patient's bill. The CD-ROM contains: A PowerPoint presentation covering the basics of the MSP Questionnaire Training scripts to help staff members explain the form and communicate with patients Interactive "Jeopardy!(R)"-style game to add fun to the training and help reinforce information Case study-based quiz questions to teach correct responses in various situations Samples of proven-effective policies and procedures Audit preparation steps and guidelines A Medicare accident detail form MSP terminology, definitions, and resources Make learning fun. Book Synopsis Medicare Secondary Payer by : James C. Cosgrove

Book excerpt: The Centers for Medicare & Medicaid Services (CMS) is responsible for protecting the Medicare program's fiscal integrity and ensuring that it pays only for those services that are its responsibility. Medicare Secondary Payer (MSP) provisions make Medicare a secondary payer to certain group health plans (GHP) and non-group health plans (NGHP), which include auto or other liability insurance, no-fault insurance, and workers' compensation plans. CMS has the right to recover Medicare payments made that should have been the responsibility of another payer, but CMS has not always been aware of these MSP situations. In 2007, Congress added mandatory reporting requirements for GHPs and NGHPs that should enable CMS to be aware of MSP situations. CMS reports that mandatory reporting was pushed back from 2009 to 2011 for some NGHPs and from 2009 to 2012 for others, in part due to concerns raised by the industry. GAO was asked to present background information about the MSP process as it pertains to NGHPs. To do this work, GAO reviewed relevant CMS documentation, including MSP regulations, manuals, and user guides, and conducted an interview with CMS related to mandatory reporting and the MSP process. GAO shared the information in this statement with CMS. CMS provided technical comments, which GAO incorporated as appropriate. GAO has ongoing work examining challenges related to the MSP process for NGHPs.

The Centers for Medicare & Medicaid Services (CMS) attempts to recover Medicare payments made that were the responsibility of NGHPs, but CMS has not always been aware of these MSP situations. In 2007, legislation added mandatory reporting (MR) requirements for NGHPs. Book Synopsis Care Without Coverage by : Institute of Medicine
Download or read book Care Without Coverage written by Institute of Medicine and published by National Academies Press. This book was released on 2002-06-20 with total page 213 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many Americans believe that people who lack health insurance somehow get the care they really need. Care Without Coverage examines the real consequences for adults who lack health insurance. The study presents findings in the areas of prevention and screening, cancer, chronic illness, hospital-based care, and general health status. The committee looked at the consequences of being uninsured for people suffering from cancer, diabetes, HIV infection and AIDS, heart and kidney disease, mental illness, traumatic injuries, and heart attacks. It focused on the roughly 30 million-one in seven-working-age Americans without health insurance. This group does not include the population over 65 that is covered by Medicare or the nearly 10 million children who are uninsured in this country. The main findings of the report are that working-age Americans without health insurance are more likely to receive too little medical care and receive it too late; be sicker and die sooner; and receive poorer care when they are in the hospital, even for acute situations like a motor vehicle crash.
