Ce processus a compris plusieurs initiatives dont une reunion de planification, un forum electronique et un atelier qui a permis de proceder a un examen ouvert et transparent tenant compte des opinions de toutes les parties interessees. Tout au long de ce processus, une question cle a ete la necessite de renforcer d'urgence la participation d'experts provenant de pays en developpement aux discussions et aux reunions d'experts dont le but est de formuler et diffuser des avis, ainsi que l'importance de prendre en consideration les donnees et informations fournies par les pays en developpement durant tous les debats. La FAO et l'OMS ont donc organise une reunion sur ce theme en decembre 2005 a Belgrade pour aborder cette question. Le rapport de cette reunion met en lumiere les mecanismes identifies par les participants pour mieux atteindre les experts et institutions qualifies dans les pays en developpement, notamment des mecanismes permettant de chercher des informations et des experts qui ne sont pas toujours accessibles par les voies normales, et propose des plans pour que des experts de pays en developpement puissent participer efficacement aux reunions, y compris par le biais d'activites de formation aux niveaux international et national, avec le concours d'institutions gouvernementales, non gouvernementales et scientifiques. Le rapport invite les gouvernements, l'industrie et le monde universitaire aux niveaux national et regional a produire des donnees scientifiques fournies par les pays en developpement et a faciliter leur contribution aux avis scientifiques de la FAO et de l'OMS a l'echelle internationale."
