Book excerpt: Using national drug arrest data from 1980 to 2007, this report illuminates the persistence and extent of racial disparities in the so-called?war on drugs? in the United States. Although blacks and whites engage in drug offenses at roughly comparable rates, blacks have been consistently arrested for drug offenses at rates that are from 2.8 to 5.5 times higher nationwide than white drug arrest rates. In addition, this report reveals that among individual states, black drug arrest rates in a single year, 2006, ranged from 2 to 11.3 times higher than white rates. Finally, the report shows that since 1980, the preponderance of drug arrests have been for possession, not sales. Millions of Americans have acquired a criminal record because they engaged in the minor non-violent offense of drug possession. Human Rights Watch calls on the United States to revise its drug control policies to reduce reliance on criminal prosecution and address these troubling racial disparities.

Available in PDF, EPUB and Kindle. Book excerpt: There has been a general assumption in the international debate surrounding organ procurement that Presumed Consent (opting-out) systems produce better results than Express Consent (opting-in) systems. This study uses the French case to challenge this widely held assumption and argues that the French presumed consent systems coexist with patterns of behaviour that in practice do not mobilize the law. It explores four key areas to current research in socio-legal studies focussing on the state and nature of social solidarity, social engineering and the changing nature of the citizen-state relations, state intervention in the event of death and discretion in use of corpses and recent modifications of the status of medical professionals as figures of authority and agents of state policy. Using material based on interviews with medical professionals, this title will be a valuable resource for researchers, academics, policy-makers and practitioners with an interest in this complex and topical subject.

This book will recall the genesis of the reflexive point of view in the context of the development of the theory of governance. It will then develop the strengths of the model and finally, will show the fruitfulness of its application to the field of the RRI.

Book excerpt: Women form the majority of home care recipients, home care personnel, and persons responsible for care of the elderly, disabled, or ill family members. Home care policies and practices thus have a significant and varied impact on women's lives. This research builds on previous studies that show women's roles as unpaid & underpaid care-givers contribute to the income gap between women & men. It also examines whether current home care policies & practices have any impact on women's vulnerability to poverty. The research involved interviews with home care recipients, agencies, paid workers, and informal family care-givers; interviews with experts, representatives of home care organizations, and federal government officials; and a national literature review on women & home care. Issues discussed include gender stereotypes, wages, health & safety risks, home care funding, provision of support, worker training, and services to special groups & rural areas. Recommendations are made toward achieving the goals of development of a holistic approach to health care and implementation of commitments to gender equality.
