Book excerpt: The April 15 projection is important because it corresponds to the end of the legislative session. Besides informal consultations with various interested parties, the Services Office held a meeting on April 2, 2004 for interested parties, as specified in legislation, to provide insight on enrollments, tuition and fees, and other economic factors potentially affecting Minnesota State Grant spending. To produce the projections presented in this report, the Services Office took the following steps: (1) determined an estimate of available funds in Fiscal Years 2004 and 2005 considering state appropriations, as well as potential federal Leveraging Educational Assistance Program (LEAP) and Special Leveraging Educational Assistance Program (SLEAP) grants; (2) used the parameters specified in the Laws of Minnesota 2003, Chapter 133; (3) used end of year data on Fiscal Year 2002 and Fiscal Year 2003 Minnesota State Grant applicants; (4) assumed that the students will make the same types of attendance choices in Fiscal Years 2004 and 2005 as they made in Fiscal Years 2002 and 2003; and (5) assumed students will not change behavior in response to the changes enacted for Fiscal Years 2004 and 2005. Concerns and uncertainties still exist for Fiscal Years 2004 and 2005. The impact of some changes in program parameters could turn out differently if students change behavior; for example, newly imposed deadlines cause students to apply in a more timely fashion. The federal government could change the Federal Pell Grant Program or change the level of LEAP and SLEAP grants. Students could respond to changes in tuition prices or to job opportunities and adjust their attendance and registration load choices. Tuition and fee prices currently projected for Fiscal Year 2005 could be altered.

Book excerpt: This report contains data on the number and dollar amounts of Minnesota State Grants received by Minnesota undergraduates for Fiscal Years 1978 through 2003. Combined federal Pell and State Grant awards are also reported. The report includes a table showing the parameters used in the State Grant Program from Fiscal Year 1984 through 2003. The Design for Shared Responsibility policy became effective in Fiscal Year 1984. The Design for Shared Responsibility states that paying for college is a shared responsibility among students, families and taxpayers. It is the basis for the State Grant Program. The report also includes information on family status for 1995 through 2003. Each category of family has its ability to pay assessed differently: (1) dependent students (usually students less than 24 years old who were not married and not supporting their own children); (2) married independent students with children; (3) unmarried independent students with children; (4) married independent students without children; and (5) single independent students (without children). The data in this report summarize information in prior annual reports such as the Minnesota State Grant Program End of Year Statistics. The statistics for Minnesota State Grants and Combined Federal Pell and Minnesota State Grants were derived for the end of year reports using data collected for the Minnesota State Grant Program. The values of All Federal Pell plus Minnesota State Grants were collected as part of the biennial survey of campus financial aid offices. The data in this report are based on the Minnesota State Grant research data file which is compiled in the autumn of each year, following the end of the previous fiscal year on June 30. These data may differ slightly from other documents published by the Minnesota Higher Education Services Office which are based on data captured at different dates.
