Available in PDF, EPUB and Kindle. Book excerpt: This second edition of the Handbook of Crime Prevention and Community Safety provides a completely revised and updated collection of essays focusing on the theory and practice of crime prevention and the creation of safer communities. This book is divided into five comprehensive parts: Part I, brand new to this edition, is concerned with theoretical perspectives on crime prevention and community safety. Part II considers general approaches to preventing crime, including a new chapter on the theory and practice of deterrence. Part III focuses on specific crime prevention strategies, including a new chapter on regulation for crime prevention. Part IV focuses on the prevention of specific categories of crime and the fear they generate, including new chapters on organised crime and cybercrime. Part V considers the preventative process: the methods through which presenting problems can be analysed, responses formulated and implemented, and their effectiveness evaluated. Bringing together leading academics and practitioners from the UK, US, Australia and the Netherlands, this volume will be an invaluable reference for researchers and practitioners whose work relates to crime prevention and community safety, as well as for undergraduate and postgraduate courses in crime prevention.

Available in PDF, EPUB and Kindle. Book excerpt: Deterrence, Choice, and Crime explores the various dimensions of modern deterrence theory, relevant research, and practical applications. Beginning with the classical roots of deterrence theory in Cesare Beccaria’s profoundly important contributions to modern criminological thought, the book draws out the many threads in contemporary criminology that are explicitly mentioned or at least hinted by Beccaria. These include sanction risk perceptions and their behavioral consequences, the deterrent efficacy of the certainty versus the severity of punishment, the role of celerity of punishment in the deterrence process, informal versus formal deterrence, and individual differences in deterrence. The richness of the volume is seen in the inclusion of chapters that focus on the theoretical development of deterrence across disciplines such as criminology and economics. In an innovative section, the role of agents of deterrence is considered. Lessons are learned from the practical applications of deterrence undertaken in the areas of policing, corrections, and the community. The closing section includes Michael Tonry’s "An Honest Politician’s Guide to Deterrence: Certainty, Severity, Celerity, and Parsimony," a reminder of Beccaria’s dictum that "it is better to prevent crimes than punish them." In the current environment, deterrence arguments are routinely used to justify policies that do just the opposite. Ray Paternoster, who contributed two chapters, passed away as this volume was being finalized. Fittingly, this book is dedicated to him and ends with Alex Piquero’s poignant remembrance of Ray, a path-breaking deterrence scholar, beloved mentor, and ardent supporter of social justice. Suitable for researchers and graduate students as well as for advanced courses in criminology, this book breaks new ground in theorizing the effects of punishment and other sanctions on crime control.

Book excerpt: This Element examines an increasingly important community crime prevention strategy - focused deterrence. This strategy seeks to change offender behavior by understanding underlying crime-producing dynamics and conditions that sustain recurring crime problems, and implementing a blended set of law enforcement, community mobilization, and social service actions. The approach builds on recent theorizing on optimizing deterrence, mobilizing informal social control, enhancing police legitimacy, and reducing crime opportunities through situational crime prevention. There are three main types of focused deterrence strategies: group violence intervention programs, drug market intervention programs, and individual offender programs. A growing number of rigorous program evaluations find focused deterrence to be an effective crime prevention strategy. However, a number of steps need to be taken to ensure focused deterrence strategies are implemented properly. These steps include creating a network of capacity through partnering agencies, conducting upfront and ongoing problem analysis, and developing accountability structures and sustainability plans.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. is the world´s biggest jailor and one of the most affluent murderous countries, and yet its citizens pay more taxes to sustain law and order than their European counterparts. Yet, the U.S. has the most data in the world on the use of incarceration and its failure. Its researchers have identified more projects able to prevent violence than the rest of the world put together. Its legislators have access to pioneering data banks on cost effective ways to use taxes to reduce crime. We are left wondering why we cannot implement measures that we know will work, reduce crime, and cost less for law and order. Smarter Crime Control shows how to use recent knowledge and best practices to reduce the extraordinarily high rates of murder, traffic fatalities, drug overdoses, and incarceration, while avoiding the high taxes paid by families for policing and prisons. Providing detailed examples, Irvin Waller offers specific actions our leaders at all levels can take to reduce violence and lower costs to taxpayers. He focuses on how to retool policing and improve corrections to reduce reoffending and crime, while limiting criminal courts. He also shows how programs and investments in various strategies can help those youth on the path to chronic offending avoid the path all together. Waller shows how to get smart on crime to shift the criminal justice paradigm from the failing, outdated, racially biased, and exorbitant complex today to an effective, modern, fair and lean system for safer communities that spares so many victims from the loss and pain of preventable violence. He makes a compelling case for reinvesting what is currently misspent on reacting to crime into smart ways to prevent crime. Ultimately, he demonstrates to readers the importance of reevaluating our current system and putting into place proven strategies for crime and violence prevention that will keep people out of jail and make our streets and communities safer for everyone.

Book excerpt: Research Paper (undergraduate) from the year 2017 in the subject Sociology - Law, Delinquency, Abnormal Behavior, grade: A, Kenyatta University, course: Criminology, language: English, abstract: While it remains evident that Hawaii has been regarded as one of the safest states in the US; characterized by low violent crime rate, different studies have demonstrated that some time back, this state continued to have one of the highest total crime rates, mainly because of high property crime rates. However, in accordance with recent reports by the National Crime Victimization Survey (NCVS), there has been a considerable decrease in the violent crime rate ever since its early 1990s crest (Pyrooz et al, 2016). Hawaii has in the past years been observed to attract a great number of people wanting to relocate and begin a new life; some of the determinants behind this relocation being high crime rates in their former states and widespread poverty, plus Hawaii’s high concentration of cultural and entertainment attractions, affordable housing and low unemployment. Generally, Hawaii currently stands as the 38th most dangerous state, when it comes to violent crime such as murder, robbery, rape and aggravated assault. Unlike in many other states in the US, which measure crime rates by city, Hawaii is known to collect its crime data county by county. In a 2016 report, referred as the Crime in Hawaii, which was published by the state Attorney General’s office, it was noted that Honolulu County accounted for a significant 69.8% of the state’s population and approximately the same percentage of crime. Of all the crimes in 2015, property crimes accounted for 92.7% while violent crimes accounted for 7.3% (Pyrooz et al, 2016). Moreover, of the violent crimes that were reported in 2015, aggravated assault accounted for 49.6%, robbery accounting for 36.8% and rape accounted for 13% while murder accounted only for 0.6% (Pyrooz et al, 2016). The murder rate in the year 2015 was the lowest in the entire state, with only fifteen murder cases reported. Imperatively, property crime rate has been going down almost every year since the 26.1% in 2006. While the city enjoys a low-crime state in regard to violence, of all the index offenses, larceny has remained the only offense that the city has consistently had a higher crime rate compared with the entire nation ever since 1975 (Dillon, 2014). Furthermore, burglary and auto theft rates have sometimes been lower and sometimes higher compared with the national average. The burglary rate of the City and County of Honolulu measured the lowest in Hawaii and even the lowest in the entire nation.

Available in PDF, EPUB and Kindle. Book excerpt: Much research on policing focuses on individual officer decision making in the field, but officers are positioned within organizations. Organizational characteristics, including structures, policies, management, training, culture, traditions, and the environmental context affect individual officer behavior and attitudes. Recent high-profile controversies surrounding policing have generated interest in examining what factors may have led to current crises. In this book, contributors discuss how police department priorities are made; how departments respond to sexual assault complaints; how forensic scientists deal with job stress and satisfaction; how police use gun crime incident reviews for problem solving and information sharing; how police officers view the use of body-worn cameras given their perceptions of organizational justice; and how officers view their work culture. The purpose of this book is to give policy makers and scholars some guidance on the interplay between the individual and the organization. By understanding this dynamic, police administrators should be able to better devise reform efforts. This book was originally published as a special issue of the Journal of Crime and Justice.
