Book excerpt: Rice consumption in Africa has increased dramatically over recent decades, growing faster than consumption of any other major staple on the continent. However, apart from Egypt, no African country is currently self-sufficient in terms of rice consumption. FAO implemented the project from May 2014 to December 2019, with the ten ministries of agriculture from the beneficiary countries. The project goal was to develop sustainable and productive rice systems in Africa to increase food security and enhance sustainable development of the rice food chain among smallholder farmers. South-South Cooperation was demonstrated to be an excellent mechanism for pooling resources and efforts in innovation and development processes. Sharing knowledge with decision makers and political consultation at the highest level was useful to reaffirm and update policies strategies and intervention priorities, and to mobilize partners from a large number of countries. Several producers, producer groups and communities successfully moved from subsistence farming to commercial farming by increasing production, reducing post-harvest losses and improving quality of rice through the use of appropriate post-harvest management technologies and equipment.

Book excerpt: The evaluation of the project “Livestock Environmental Assessment and Performance (LEAP) Partnership” covered the three phases of the LEAP Partnership (2012–2021). The evaluation found that the project responded to an existing demand to advance towards a science-based benchmarking of the environmental performance of the livestock sector. The LEAP partnership was a cost-effective approach that contributed to consensus building and greater understanding of the factors influencing environmental performance by providing a neutral forum for discussion and negotiation. The evaluation provides six recommendations: i) strengthen the project’s theory of change to reflect the complexity of learning and innovation, including gender perspective; ii) strengthen the multi-stakeholder partnership governance, management and procedures; iii) strengthen collaboration with other initiatives such as the Global Agenda for Sustainable Livestock (GASL) and the Global Livestock Environmental Assessment Model (GLEAM); iv) reduce the budget uncertainty through improved long-term planning and a strengthened resource mobilization strategy; v) update and improve the dissemination strategy; and vi) develop an outreach strategy with clear goals.

The Coastal Fisheries Initiative (CFI) is a global effort between FAO and other development partners to address these issues in a holistic and integrated way. It aims to work at a practical level with selected fisheries and to facilitate a global exchange of experience and learning. The CFI comprises subsidiary regional projects in Indonesia, Latin America and West Africa, a sustainable investment support project, and a global partnership and coordination project. The mid-term evaluation of the global coordination project found that, while the initiative is extremely relevant, it has so far had limited impact of a strengthened global partnership. The evaluation recommended greater coordination between the subsidiary projects, a strengthened reporting structure and a project extension of up to two years.

Fortunately, after years of dedicated efforts, meaningful achievements have been made: the increasing participation of the people as a whole, combined with growing investments in land degradation prevention and ecological construction on the part of private enterprises, has to some extent compensated for the lack of government involvement. Further, Inner Mongolia has been a pioneer in the use of PPPs for the prevention and control of land degradation, which has yielded numerous ecological, social and economic benefits. To better promote the development of ecological construction and expand the participation in land degradation control, this book systematically studies the use of PPPs in the Inner Mongolia autonomous region, drawing on field investigations and case analyses to do so. Its main goal is to explore a public-private partnership model that can effectively expand the scale of investment in land degradation prevention and sustainable land management.
