Book excerpt: This report continues the chronology of events from the termination date of a previous CHECO report, Linebacker: Overview of the First 120 Days, which covered the period from 10 May to 10 September 1972. This study also shows the evolution of bombing tactics and technologies from 11 September 1972 until the final cease-fire announcement on 14 January 1973. Other topics highlighted in this report are discussions of significant historical events, expansion of command and control systems, effectiveness of penetration aids, force composition and selection, impact of guided bombs, and significance of weather on decision-making. Although the focus, geographically, will be on air activities within North Vietnam, the operational area must be viewed in broader terms. Forces engaged in air operations over NVN originated from staging bases in Thailand, South Vietnam, and Guam, and from Navy carriers off the coast. Activities against enemy units outside North Vietnam-the Linebacker area--however, will not be addressed except when requirements in these areas had an adverse impact upon completion of the Linebacker mission. Politically, the situation was deteriorating rapidly at the Paris peace talks because of the continued North Vietnamese invasion across the demilitarized zone (DMZ), which began in March 1972. Militarily, the situation had stabilized in the fall of 1972, with a continuing interdiction effort over NVN, SVN, and Laos. Although significant bomb damage had been inflicted by Allied air power, the enemy supply effort was not stopped. The Allied team was being pushed into a corner. One could almost predict the dealing of the ultimate blow, the 11-day air campaign in December of 1972. A similar political-military dilemma had confronted America nearly 20 years before in Korea. At that time, General Douglas MacArthur's forces neatly slipped into the port of Inchon to slice the North Korean supply line in two.

Ample documentation of Rolling Thunder exists in previous histories, operational reports, and Project CHECO Reports, as well as other sources, and these are drawn upon in this volume. Classified and unclassified statements by high-level officials of both periods are cited in an attempt to achieve the best possible perspective. This report documents the chronology of events, including the introduction of new tactics and technologies, their effect on the prosecution of the Linebacker campaign, and the concomitant reshaping of political constraints. It addresses the change in political climate, the significance of the GCI-ECM-MIG-SAM envelope, and briefly, the effect of Linebacker upon the North Vietnamese invasion of the South. The differing politico-military considerations and the changes in the Rules of Engagement are also mentioned because they contributed sharply to the differences of effectiveness of Linebacker and Rolling Thunder. Weather cannot be ignored, because it influenced large differences in tactics and weaponry. This study, however, cannot be construed as the final, in-depth analysis of any Rolling Thunder-Linebacker comparison, since it must concern itself primarily with the actions taken and immediate effects of the first four months of the latter campaign.

In preparing the fifth report-- the period covering July 1969 through December 1970--the author of that study felt that it would possibly be the last on the subject during the war in Vietnam. For that reason, he elected to summarize all Search and Rescue activities in Southeast Asia to present what had transpired in that area through 1970. The reader seeking background information on Search and Rescue in Southeast Asia is, therefore, referred to the previous CHECO publications on the subject, primarily USAF Search and Rescue in Southeast Asia--1 July 1969-31 December 1970, dated 23 April 1971. This continuation report is directed toward covering those significant events which took place during 1971 and the first quarter of 1972. While the report was being prepared, great changes were taking place in concepts and tactics for Search and Rescue operations. Some of the changes were a direct result of the unilateral withdrawal of US forces from Southeast Asia, while others were simply a result of finding better ways of doing things. It was true that when an aircraft was downed, practically all theater resources were made available for the rescue operation. However, the primary rescue-dedicated force was controlled by the 3rd Aerospace Rescue and Recovery Group. For that reason, the study places emphasis on the Group's operation, but the discussion will include, when applicable, the support offered by outside resources. Throughout the research phase, the author met with unlimited cooperation by everyone contacted. The overall impression, hopefully conveyed in the report, is that there has never been a group of people more dedicated to a goal than those associated with Search and Rescue in Southeast Asia. Although bitter failures and tragedies were encountered during the period, there were also unprecedented successes.

In response, President Richard Nixon called for an aggressive, sustained bombardment of North Vietnam. Code-named Operation Linebacker I, the interdiction effort sought to stem the flow of men and materiel southward, as well as sever all outside supply lines in the first new bombing of the North Vietnamese heartland in nearly four years. To meet the American air armada, North Vietnamese MiG fighters took to the skies and surface-to-air missiles and anti-aircraft fire filled the air from May to October over Hanoi and Haiphong. With the failure of its Easter Offensive to achieve military victory, Hanoi reluctantly returned to the negotiating table in Paris. However, as the peace talks teetered on the edge of collapse in December 1972, Nixon played his trump card: Operation Linebacker II. The resulting twelve-day Christmas bombing campaign unleashed the full wrath of American air power. These expanded roles of the B-52 occurred concurrently with an increase in the sortie rate to 1,800 per month, and the introduction of the control system called BUGLE NOTE during the KHE SANH operation in 1968 Increased sortie rate and utilization are two of the major themes of this report. Interwoven with these two themes is the never-ending question of effectiveness. This report includes a brief discussion of the attempts to determine effectiveness. Operational security (the lack-of which reduces effectiveness), MSQ (the system used to direct bombing strikes), the M-129E1 ARC LIGHT psychological operations (Psyops) bomb (a means of exploiting ARC LIGHT strikes), and Special ARC LIGHT operating areas (SALOAs) are also discussed. Operations discussed either illustrate varied uses of the B-52, or indicate major changes in ARC LIGHT operations. Examples of the latter are KHE SAHN, which introduced BUGLE NOTE and "Close In" bombing, as well as TURNPIKE, which led to the development of Special ARC LIGHT Operating Areas. In the case of Ban Laboy, B-52s were first used in SEA for massive "pinpoint" bombing, as opposed to traditional area bombing.

In the past, Air Force usage of this term was defined as: "The air delivery of ordnance which results in injury or death to friendly military forces or noncombatants." In July 1972, however, an accident occurred in Laos which nearly resulted in an international incident because the definition of a short round did not cover the inadvertent delivery of ordnance on installations without injury to personnel. Because there were no casualties, this incident was not reported until the Vientiane press accused the U.S. Central Intelligence Agency (CIA) of an assassination attempt on a provincial governor. This incident was then classified as a short round, and an emergency change to Seventh Air Force Manual (7AFM) 55-1 was enacted on 8 September 1972 to modify the definition of a short round. Thus: "A short round is ... the unintentional or inadvertent air delivery of ordnance on friendly troops, installations, or civilians by a friendly weapon system," with or without casual ties. This is the sixth and final Southeast Asia (SEA) short round report, and covers the period from January 1972 through August 1973, the last month of American air operations in SEA. The report describes all confirmed short round cases which resulted from ordnance expended by fixed wing aircraft under the control of the 7AF Tactical Air Control Center.

Book excerpt: The scenario of Operation HICKORY called for a multipronged assault into the DMZ, with forces of the 3rd Marine Division and Vietnamese Army (ARVN) units striking north into the heart of the lowland area, and a Marine landing force sweeping in from the eastern coast. Air support for the Marine units, including the landing force (SLF Alpha), was to be provided by the Marine tactical air arm, while close support for ARVN forces was to be provided by the 7AF TACS. On the day prior to the operation, the TACS was to provide USAF aircraft for preparatory strikes immediately north of the DMZ, with the Marines conducting air strikes inside the zone. The TACS was to provide continuous suppression strikes north of the attacking forces throughout the course of the operation. Obviously, in a multi-force operation of this nature, joint planning and close coordination were key tactical prerequisities. In the early phases of Operation HICKORY, however, several situations arose which indicated an inadequacy in-joint planning. Breakdowns in the system of-coordination on air requirements, on at least two occasions, jeopardized friendly forces. Had airpower been applied under a system of centralized control, it is likely these breakdowns could have-been avoided.

The expression is so starkly descriptive and brief that it has come to be used as a convenient label for most incidents wherein friendly ordnance causes friendly casualties. This report is concerned with air-delivered Short Rounds--specifically, those involving the fixed-wing aircraft under operational control of the Seventh Air Force Tactical Air Control Center (TACC). This third CHECO report On "Short Rounds" covers occurrences from June 1968 through May 1969. It emphasizes rates and trends, interesting corollaries, lessons learned, and recent attempts to eliminate Short Rounds. This study also examines several Short Round incidents to illustrate some of the problems encountered by ground commanders, forward air controllers (FACs), and strike aircraft commanders in their joint efforts to conduct close air support. Ground and air commanders at all levels are deeply concerned about the tragic results of Short Round incidents, and Strenuous efforts have been made to reduce the probability of such occurrences. To have achieved absolute immunity from Short Rounds, the ground forces would have had to sacrifice the benefits of air support whenever they were closely engaged with the enemy. These were hard choices to make, but nearly all of the situations dictated accepting the risk of Short Rounds to diminish the certain lethality of hostile fire.
