Book excerpt: This collection of essays locates, investigates and challenges the manner in which the Balkans and the West have constructed each other since 1945. Scholars from the two sections of the continent explore a wide range of fiction, film, journalism, travel writing and diplomatic records both to analyse Western European balkanism and to study Balkan representations of the West over the last fifty years. The first section looks back to the Cold War, examining the divergent, often favourable images of the Balkans that existed in Western culture, as well as the variety of responses that appeared in South-East European writings on the West. The second section analyses the transitions that took place in representation during the 1990s. Here, contributors explore both the harsh denigration of the Balkans which came to dominate western discourse after the initial euphoria of 1989, and the emerging tradition of contesting Western balkanism in South-East European cultural production. Through this dual emphasis, the volume exposes the representational practices that help to maintain a deeply divided Europe, and challenges the economic and political injustices that result. Despite the rise to prominence of postcolonial theory, with its awareness of global inequality, the current crises in many parts of South-East Europe have received scant attention in literary and cultural studies. Romania has been the only Warsaw Pact member to deviate consistently from Soviet foreign policy norms and, alone within Eastern Europe, to avoid oil imports from the USSR. The leadership of Nicolae Ceausescu since 1965 has, meanwhile, governed through a studious commitment to socio-economic centralization and control often reminiscent of' Stalinist orthodoxy. Intellectual freedom, artistic liberty and workers' rights have changed little relative to Poland, Hungary or the transient Prague Spring. Such international and domestic policy distinctions, as well as a record of impressive industrial growth, necessitate an effort to understand the dynamics of Romania's socio-economic and political life. This volume is meant to delineate trends in political, social and economic life which will constitute dynamic elements for the Romanian system during the 1980s and beyond. Contributors, all scholars with lengthy research experience in Romania, the Balkans and communist states generally, have sought to identify factors likely to be influential during this and ensuing decades. In that sense, this is a "predictive" volume containing not "crystal-ball gazing" but the careful identification and assessment of trends influencing Romanian foreign and domestic policies, economic and political performance, and societal transformations. Book excerpt: There are two popular myths concerning the relationship between communism and nationalism. The first is that nationalism and communism are wholly antagonistic and mutually exclusive. The second is the assertion that in communist Eastern Europe nationalism was oppressed before 1989, to emerge triumphant after the Berlin Wall came down. Reality was different. Certainly from 1945 onwards, communist parties presented themselves as heirs to national traditions and guardians of national interests. The communist states of Central and Eastern Europe constructed "socialist patriotism," a form of loyalty to their own state of workers and peasants. Up to 1989, communists in Eastern Europe sang the national anthem, and waved the national flag next to the red banner. The use of national images was not the exception, but the rule. From Cuba to Korea, all communist parties attempted to gain national legitimacy. This was not incidental or a deviation from Marxist orthodoxy, but ingrained in the theory and practice of the communist movement since its inception. The study of communist national legitimacy is an exciting new field. This book presents examples of communist attempts to co-opt nationalism from both sides of the iron curtain and lays bare the striking similarities between such diverse cases as the socialist patriotism of the Bulgarian Communist Party and the national line of the Portuguese communists, between Romanian communist nation building and the national ideology of the Spanish Communist Party.
