Book excerpt: The main purpose of this study is to assess the contribution of agricultural investment to the achievement of Côte d'Ivoire's development objectives. More specifically, it aims to analyze the extent to which the implementation of the National Agricultural Investment Programme can contribute to the achievement of the objectives and targets of the Comprehensive Africa Agriculture Development Program (CAADP), the United Nations’ Sustainable Development Goals (SDGs) and the African Union's Agenda 2063. The methodological used combines a computable general equilibrium (CGE) model and a microsimulation model to assess the impact of agricultural investment options on different outcomes related to the different agendas above. The simulation results indicate that the implementation of the NAIP would enable Côte d'Ivoire to make significant progress and achieve some of the CAADP, SDGs and the African union’s 2063 Agenda’s targets. Thus, the country could achieve investment targets by slightly exceeding the 10% share of public expenditure in total government expenditure and a significant increase in private investment in agriculture. This progress in terms of investment could result in an acceleration of agricultural growth so that Côte d'Ivoire's agricultural GDP would increase at a growth rate above the target of 6% per year. It would also make it possible to achieve several SDGs by 2030, as well as certain targets of the African Union's Agenda 2063. However, despite progress in terms of productivity in some segments of the agricultural value chain, the fight against poverty will remain a major challenge that the country will not be able to meet.

Notable results include: capacity building of technicians, relay producers, farmers and agro-pastoralists on good practices of adaptation to climate change, through the field-school approach; the establishment of a climate resilience fund that has allowed to finance micro-projects in rural area; the dissemination of agro-climatic information; trainings on adapted climate change practices at the farmfer field school (FFS) and agropastoral field school (APFS) level.

In sub-Saharan Africa, where agriculture comprises 53 percent of total employment and 15.5 percent of gross domestic product, supporting SMAEs can have great implications for pro-poor growth and rural transformation. To support SMAEs in fulfilling their potential, the Food and Agriculture Organization of the United Nations (FAO) has been dedicating research to better understand their policy and technical needs. This publication is such output and aims to provide an assessment of the policy and institutional framework in Senegal shaping the business models of small and medium agrifood processors. This systemic appraisal of Senegal’s business enabling environment for SMAEs was cross-fertilized with an analysis of the business models of three rice millers, resulting in a related FAO technical study 'The role of small and medium agrifood enterprises in food systems transformation: the case of rice processors in Senegal'. The analyses were carried out using a multidisciplinary agrifood systems approach, which looks at policies and institutions related to procurement, operations, logistics, finance, marketing and sales, human resources, and strategic partnerships. Due to its well-articulated policy documents and the extensive research on various aspects of the business enabling environment conducted in the country, Senegal represents a compelling case to illustrate the links between policies and the activities of agrifood processors.

This is compounded by their heavy dependence on external financing through TFP programmes and projects in which the objectives are not always aligned with those of national policies. Thus, the attractiveness of the sector will have to be improved by establishing a much more favourable environment for private sector investment in fisheries and aquaculture, given the substantial investment gaps highlighted by the financial analysis of the various national fishery and aquaculture investment plans. The sector’s share in the State budget is also expected to increase, as it does not reflect the importance accorded to the sector in national development policy and strategic planning documents. This meagre budgetary appropriation is one of the main factors making policies in West Africa less effective. Moreover, despite the efforts of Member States, the fisheries and aquaculture sector still faces challenges such as weak participatory governance, low human and technical capacity, persistent IUU fishing, low levels of aquaculture production, high post-harvest losses, etc., which detract from the sector’s contribution to the FNS among the different populations, especially in marine and river coastal communities.

Book excerpt: Irrigation is increasingly promoted in Africa south of the Sahara, but the benefit streams of small-scale irrigation in Mali remain largely unknown. This study collected detailed quantitative data of irrigators and non-irrigators in two regions of Mali: Mopti, which is in the Sahelian zone, and Sikasso, the southernmost region of the country, which receives more rainfall. Econometric results show that the irrigation suitability, female household headship, proximity to markets and market participation increase the propensity to irrigate. The results suggest that small-scale irrigation investments have the potential to benefit women farmers directly. We used Two-Stage Weighted treatment effects multivariate regression to identify the impact of irrigation on selected outcomes. The impact assessment results show that crop income and diversification, market participation, employment, and dietary quality were substantially higher in irrigated farms compared to non-irrigated farms. Likewise, irrigating households had higher food security and higher dietary diversity. The results show that irrigation is a key entry point for combatting climate variability and change. However, the low adoption levels of improved water-lifting technologies are a major challenge. Limited promotion of solar and motorized pumps has contributed to the low adoption of these improved water-lifting technologies. A less profitable option, lifting water with a rope-and-bucket system, remains the most common water-lifting technology in the study areas. We find that investing in effective advisory services that target agricultural water management could increase uptake of more profitable irrigation technologies.

The Haitian agri-food system faces a variety of challenges, including strong pressure on farmland with small holdings of 0.62 ha on average, limited access to irrigation water, inputs and credit, and a lack of transportation, storage, and processing facilities. To improve food and nutrition security more investment in agriculture and nutrition services are needed. Farmers particularly need greater access to credits, agricultural insurance, agricultural extension and education, irrigation water, and inputs (seeds, pesticides, and fertilisers).
