Book excerpt: The world has changed radically since 1989, when the General Assembly declared the period from 1990 to 1999 as the United Nations Decade of International Law. During that time, the international community claimed some major achievements as reflected by the adoption of conventions and treaties. This publication presents a collection of essays from legal advisers of States and international organizations, all of whom are among those committed to promoting respect for international law. Their contribution provides a practical perspective on international law, viewed from the standpoint of those involved in its formation, application and administration.

Book excerpt: This contributed volume focuses on diasporans, their characteristics, networks, resources and activities in relation to international business and entrepreneurship. It presents an overview of diaspora concepts from an economic perspective, and analyzes the global-economic and societal effects and mechanisms, revealing both positive and negative aspects of diaspora activities. Providing insights into the socio-cultural influences, it discusses diaspora entrepreneurship and international business, the respective organisational models, investments and business types. Lastly it offers an assessment of managing diaspora resources and policymaking. This book was created by an interdisciplinary team of editors, co-authors and reviewers including historians, sociologists, psychologists, linguists and ethnologists, as well as experts in public policy, international business, marketing and entrepreneurship. This unique team (many of the authors are themselves diasporans with an extensive understanding of their topic) provides the first global academic platform on the subject, combining the latest empirical evidence from developing, emerging, transitional and developed countries with various combinations of diaspora flows that to date have received little attention.

Available in PDF, EPUB and Kindle. Book excerpt: Human rights norms do matter. Those established by the Helsinki Final Act contributed directly to the demise of communism in the former East bloc, contends Daniel Thomas. This book counters those skeptics who doubt that such international norms substantially affect domestic political change, while explaining why, when, and how they matter most. Thomas argues that the Final Act, signed in 1975, transformed the agenda of East-West relations and provided a common platform around which opposition forces could mobilize. Without downplaying other factors, Thomas shows that the norms established at Helsinki undermined the viability of one-party Communist rule and thereby contributed significantly to the largely peaceful and democratic changes of 1989, as well as the end of the Cold War. Drawing on both governmental and nongovernmental sources, he offers a powerful Constructivist alternative to Realist theory's failure to anticipate or explain these crucial events. This study will fundamentally influence ongoing debates about the politics of international institutions, the socialization of states, the spread of democracy, and, not least, about the balance of factors that felled the Iron Curtain. It casts new light on Solidarity, Charter 77, and other democratic movements in Eastern Europe, the sources of Gorbachev's reforms, the evolution of the European Union, U.S. foreign policy, and East-West relations in the final decades of the Cold War. The Helsinki Effect will be essential reading for scholars and students of international relations, international law, European politics, human rights, and social movements.

Available in PDF, EPUB and Kindle. Book excerpt: Stephen Rabe's timely book examines President Dwight D. Eisenhower's Latin American policy and assesses the president's actions in light of recent "Eisenhower revisionism." During his first term, Eisenhower paid little attention to Latin America but his objective there was clear: to prevent communism from gaining a foothold. The Eisenhower administration was prepared to cooperate with authoritarian military regimes, but not to fund developmental aid or vigorously promote political democracy. Two events in the second administration convinced Eisenhower that he had underestimated the extent of popular unrest_and thus the potential for Communist inroads: the stoning of Vice-President Richard M. Nixon in Caracas and the radicalization of the Cuban Revolution. He then began to support trade agreements, soft loans, and more strident measures that led to CIA involvement in the Bay of Pigs invasion and plots to assassinate Fidel Castro and Rafael Trujillo. In portraying Eisenhower as a virulent anti-Communist and cold warrior, Rabe challenges the Eisenhower revisionists who view the president as a model of diplomatic restraint.

Available in PDF, EPUB and Kindle. Book excerpt: Georges-Louis Buffon, an eighteenth-century French scientist, was the first to promote the widespread idea that nature in the New World was deficient; in America, which he had never visited, dogs don't bark, birds don't sing, and—by extension—humans are weaker, less intelligent, and less potent. Thomas Jefferson, infuriated by these claims, brought a seven-foot-tall carcass of a moose from America to the entry hall of his Parisian hotel, but the five-foot-tall Buffon remained unimpressed and refused to change his views on America's inferiority. Buffon, as Philippe Roger demonstrates here, was just one of the first in a long line of Frenchmen who have built a history of anti-Americanism in that country, a progressive history that is alternately ludicrous and trenchant. The American Enemy is Roger's bestselling and widely acclaimed history of French anti-Americanism, presented here in English translation for the first time. With elegance and good humor, Roger goes back 200 years to unearth the deep roots of this anti-Americanism and trace its changing nature, from the belittling, as Buffon did, of the "savage American" to France's resigned dependency on America for goods and commerce and finally to the fear of America's global domination in light of France's thwarted imperial ambitions. Roger sees French anti-Americanism as barely acquainted with actual fact; rather, anti-Americanism is a cultural pillar for the French, America an idea that the country and its culture have long defined themselves against. Sharon Bowman's fine translation of this magisterial work brings French anti-Americanism into the broad light of day, offering fascinating reading for Americans who care about our image abroad and how it came about. “Mr. Roger almost single-handedly creates a new field of study, tracing the nuances and imagery of anti-Americanism in France over 250 years. He shows that far from being a specific reaction to recent American policies, it has been knit into the very substance of French intellectual and cultural life. . . . His book stuns with its accumulated detail and analysis.”—Edward Rothstein, New York Times “A brilliant and exhaustive guide to the history of French Ameriphobia.”—Simon Schama, New Yorker

Available in PDF, EPUB and Kindle. Book excerpt: Dozens of books about Wikipedia are available, but they all focus on the English Wikipedia and assume an Anglo-Saxon perspective, while disregarding cultural and language variability or multi-cultural collaborative efforts. They address the impact of Wikipedia on society, processes of mass knowledge production, and the dynamics of the Wikipedia community. However, none of them focus on Wikipedia’s global features. This lack of attention presents a serious problem because more than 80% of Wikipedia articles are written in languages other than English---in fact, Wikipedia includes articles in 285 languages. Global Wikipedia: International and Cross-Cultural Issues in Online Collaboration is the first book to address this gap by focusing attention on the global, multilingual, and multicultural aspects of Wikipedia. The editors showcase research on Wikipedia, exploring a wide range of international and cross-cultural issues. Online global collaboration, coordination, and conflict management are examined in this rich socio technical environment. Special emphases include International and cross-cultural collaboration; Intercultural synergy on Wikimedia; Conflict and collaboration in editing international entries; Case studies of Chinese, Finnish, French, and Greek Wikipedias; and, Cross-cultural studies that compare more than one Wikipedia, focusing on content, structures, policies, contributions, interactions, processes, motivations, and challenges.

Available in PDF, EPUB and Kindle. Book excerpt: People still think of the Cold War as a simple two-sided conflict, a kind of gigantic arm wrestle on a global scale," writes Marc Trachtenberg, "but this view fails to grasp the essence of what was really going on." America and Russia were both willing to live with the status quo in Europe. What then could have generated the kind of conflict that might have led to a nuclear holocaust? This is the great puzzle of the Cold War, and in this book, the product of nearly twenty years of work, Trachtenberg tries to solve it. The answer, he says, has to do with the German question, especially with the German nuclear question. These issues lay at the heart of the Cold War, and a relatively stable peace took shape only when they were resolved. The book develops this argument by telling a story--a complex story involving many issues of detail, but focusing always on the central question of how a stable international system came into being during the Cold War period. A Constructed Peace will be of interest not just to students of the Cold War, but to people concerned with the problem of war and peace, and in particular with the question of how a stable international order can be constructed, even in our own day.

Available in PDF, EPUB and Kindle. Book excerpt: "Empire" by Integration is the first comprehensive survey of the American policy towards European integration from 1945 to the present day. Geir Lundestad argues that, unlike other Great Powers, the United States strongly supported the integration of the most important area under itsinfluence: Western Europe. This integration was, however, to take place within an American-dominated Atlantic framework. In the provocative words of the author this was a policy of "empire" by integration. Professor Lundestad takes a clear, chronological approach to the subject, from the beginnings of European integration after the Second World War, the challenge to American policy on European integration by President Charles de Gaulle, and the modified support for European integration in theNixon-Kissinger years through to the present revived support for European integration under the Clinton administration. "Empire" by Integration provides a succinct, provocative, and highly readable account of this crucial aspect of American-Western European relations. It will be an ideal textbook for use on courses including International Relations, US Modern History, and European Integration.
