Book excerpt: This article attempts to determine the long-term productivity and sustainability of irrigated agriculture in the Indian and Pakistan Punjabs by measuring trends in total factor productivity for production systems in both states since the advent of the Green Revolution. These measurements over time and across systems have resulted in three major findings. First, there were wide spatial and temporal variations between the two Punjabs. Although output growth and crop yields were much higher in the Indian Punjab, productivity growth was higher by only a small margin. Moreover, the lowest growth in productivity took place during the initial Green Revolution period (as opposed to the later intensification and post-Green Revolution periods) and in the wheat-rice system in both states. The time lag between adoption of Green Revolution technologies and realization of productivity gains is related to learning-induced efficiency gains, better utilization of capital investments over time, and problems with the standard methods of productivity measurement that downwardly bias estimates, particularly during the Green Revolution period. Second, input growth accounted for most of the output growth in both Punjabs during the period under study. Third, intensification, especially in the wheat-rice system, resulted in resource degradation in both Punjabs. Data from Pakistan show that resource degradation reduced overall productivity growth from technical change and from education and infrastructure investment by one-third. These findings imply the need for policies that promote agricultural productivity and sustainability through public investments in education, roads, and research and extension; and that reduce resource degradation by decreasing or eliminating subsidies that encourage intensification of inputs.

Productivity growth was much lower than might be expected during the green revolution in the Indian Punjab but improved as learning processes took effect and resource management and the use of inputs became more efficient.Murgai provides district-level estimates of the contribution of technical change to agricultural output growth in the Indian Punjab from 1960 to 1993.Contrary to widespread belief, productivity growth in the Punjab was surprisingly low during the green revolution (in the mid-1960s), when modern hybrid seed varieties were being adopted. It improved later, after adoption of the new varieties was essentially complete.Murgai proposes three reasons for this pattern:middot; The standard measure of total factor productivity overstates the contribution of capital to output growth at the expense of the productivity residual. High-yielding varieties introduced in the 1960s helped spur output growth by making crops responsive to water and fertilizer, which not only allowed but indeed encouraged far greater use of capital inputs. This increase in the elasticity of the output response to capital inputs is incorporated into the index of factor accumulation and therefore excluded from the measure of total factor productivity growth. As a result, the contribution of technical change to growth in Punjab's agriculture during the green revolution is probably underestimated.middot; The overstatement of the capital contribution during the green revolution is exacerbated by indivisibilities in capital inputs.middot; Productivity growth did not come from the adoption of modern varieties alone. Improved resource management and public investment in infrastructure also helped improve productivity.This paper - a product of Rural Development, Development Research Group - is part of a larger effort in the group to study the determinants and impact of technology adoption and productivity growth in agriculture. In the process of traversing the terrain of several intellectual traditions and cutting through various disciplinary forests and thickets, a number of striking observations were made-all leading to two sober ing conclusions. First, most intellectual maps dealing with agriculture fail to recognize it as the basic interface between human societies and their environment. Because of this, they are little better than the "flat earth" maps of earlier centuries in helping to understand global realities. Second, when agriculture is analyzed from a global perspec tive that takes evolution seriously, one sees that the ecological risks as well as the energy and social costs of modern industrial agriculture make it largely inappropriate for developing countries. Beyond that, one can see a great need within industrialized countries to develop less costly, less risky, and more sustainable agricultural alternatives. Early in the journey it became clear that conventional disciplinary approaches were inadequate to comprehend the scope and diversity of global agriculture and that a new multilevel approach was needed. It also became clear that any new approach would have to try to correct certain Western biases and blind spots.
