Available in PDF, EPUB and Kindle. Book excerpt: No area of technology has developed faster or affected contemporary society more pervasively than electronic communications. Networked computers linked through the internet have enabled finance, commerce and manufacturing to function in a "virtual" environment, unconstrained by time and space. Boundaries have also been removed in voice, image, and data transmission, once normally provided through discrete media. Although the effects of these developments are large, their significance is far from clear. This collection of eleven original papers by British and Canadian experts examines a wide range of practical consequences of the current revolution in communications technology and reconsiders the actual depth of changes so far produced in the economy and society.

Book excerpt: Services industries account for almost three-quarters of both gross domestic product and employment in Canada, a trend that Canada shares with other G-7 countries. Furthermore, the services sector has been responsible for most of Canada's employment creation and much of its productivity growth over the past decade and the sector's importance to the Canadian economy continues to increase. Thirty renowned experts contribute to this volume, which is aimed at better understanding the dynamics of Canadian services industries and identifying the types of policies most likely to improve their innovation and productivity performance.

Book excerpt: From the back cover: The telecommunications industry in several important and dramatic ways does not fit the stereotype of a service industry. In particular, it is a relatively capital intensive industry that has enjoyed well-above average rates of productivity growth. Technological changes affecting the industry in recent years have been marked and have spawned new communications activities such as cellular radio. The employment growth generated in the industry has been associated with an increase in average educational levels, rather than a significant "deskilling" that numerous observers of the service sector worry about. The prospects are for continued performance along these lines. However, continued government restrictions on competition in the industry could thwart the realization of many of the benefits of productivity and technological change on both the supply and demand sides of the market.

Book excerpt: However, policy-makers must also address changes in the nature of the employment contract and the basis of economic security, both of which have been fundamentally altered by the interdependent forces of technological and organizational change. [...] This pattern provides a very good description of what can be observed in the case of ICT from the development of the transistor in 1948, through the appearance of the micro-chip and personal computers in the mid-70s, to the global networking we see today. [...] This can involve a number of elements including: • the basis of competitive strategy (i.e., the role of innovation, costs, people, etc.); • the structural characteristics of the organization including hierarchy, functional lines, and organizational boundaries; • the work process including the use of different production inputs, the flow of work, job design, work allocation, and the use of supplier. [...] They report on the percentage of the sample that implemented different organizational changes over the 1993-96 period.5 The table shows the diversity of the innovations -- some are internally oriented, while others are more focused on altering the boundaries of the firm and its relationship to outside agents; some are aimed at reorganizing -7- structure, others are directed at reorganizing the wor. [...] For the purposes of understanding the employment and work implications of ICT, there are three points to be made about the interrelationship between ICT innovation and organizational change: • The adoption of flexible organizational strategies and practices may be the key to unlocking the "productivity paradox" and eventually generating the income and employment promises of information technology.

Book excerpt: As with previous technological revolutions, innovations in the online world have triggered transformations in the labor market and the economy. While the Internet is trumpeted as a great job creator, there are also downsides that need to be identified and dealt with. The book discusses the following topics: Is the Internet a net creator of jobs? How are job profiles changed by the digital economy? What are the impacts on income distribution? Is it a winner-takes-all tournament? What models can facilitate adjustment without slowing innovation? This book features essays from major experts in the field coming from academia, international organizations, the private sector, and civil society. It blends theoretical and applied research presenting results from many countries, with particular emphasis on Europe, the USA, Canada and Asia.
