Book excerpt: A new study establishes a strong link between the highway network and national economic performance. Unique in the depth and breadth of its 35-industry analysis, this research sheds new light on the commercial benefits of highway infrastructure investments. The Federal Highway Administration (FHWA) is pleased to present this research because it clearly documents the highway network's contribution to industry productivity growth, national economic performance, and international competitiveness. Although a comprehensive assessment of the social costs and benefits of the road system is beyond the scope of this research and would include a wide range of factors, such as the impacts on consumers as well as producers, employment effects of highway construction projects, and environmental and social effects of highway provision and use, this work provides important empirical evidence about the historic contribution of roads to the U.S. economy.

Book excerpt: This paper examines the impact of highway expansion on aggregate productivity growth and sectoral reallocation between cities in China. To do so, I construct a unique dataset of bilateral transportation costs between Chinese cities, digitized highway network maps, and firm-level census. I first derive and estimate a market access measure that summarizes all direct and indirect impact of trade costs on city productivity. I then construct an instrumental variable to examine the causal impact of highways on economic outcomes and the underlying channels. The results suggest that highways promoted aggregate productivity growth by facilitating firm entry, exit and reallocation. I also find evidence that the national highway system led to a sectoral reallocation between cities in China.

They highlight the connections between highway spending and the economy and then analyze the literature to trace the effects of highway infrastructure on productivity, output, and employment.

Book excerpt: Without a first class system of interstate highways, life in America would be far different -- it would be more risky, less prosperous, & lacking in the efficiency & comfort that Americans now enjoy & take for granted. The Dwight D. Eisenhower System of Interstate & Defense Highways, in place & celebrating its 40th anniversary, must surely be the best investment a nation ever made. Consider this: it has saved the lives of at least 187,000 people; it has prevented injuries to nearly 12 million people; it has returned more that $6 in economic productivity for each $1 it cost, & much more. Available in PDF, EPUB and Kindle. Book excerpt: Is public sector infrastructure a key determinant of productivity? Traditional, project-based analyses of benefits and costs typically do not find large rates of return. Proponents of infrastructure spending instead point to regression-based analyses of the links between private productivity and public infrastructure that imply large productivity effects from public spending. The disparity in estimated returns is often attributed to geographic spillovers in productivity benefits that are not captured by disaggregated analyses. We examine the degree to which state highways provide productivity benefits beyond the narrow confines of each state's borders. Despite the fact that state highways -- especially the interstate highway system -- are designed at least in part with interstate linkages in mind, we find no evidence of quantitatively important productivity spillovers

Book excerpt: All phases of road developmentâ€"from construction and use by vehicles to maintenanceâ€"affect physical and chemical soil conditions, water flow, and air and water quality, as well as plants and animals. Roads and traffic can alter wildlife habitat, cause vehicle-related mortality, impede animal migration, and disperse nonnative pest species of plants and animals. Integrating environmental considerations into all phases of transportation is an important, evolving process. The increasing awareness of environmental issues has made road development more complex and controversial. Over the past two decades, the Federal Highway Administration and state transportation agencies have increasingly recognized the importance of the effects of transportation on the natural environment. This report provides guidance on ways to reconcile the different goals of road development and environmental conservation. It identifies the ecological effects of roads that can be evaluated in the planning, design, construction, and maintenance of roads and offers several recommendations to help better understand and manage ecological impacts of paved roads.

This book was released on 1988 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Federal Highway Administration (FHWA) conducted an assessment of broad issues and trends that will shape the future of highway transportation in the United States. This report draws on the findings of 19 working papers prepared during 1987 and 1988, and presents options for meeting the most critical of the Nation's future needs. The report contains an Executive Summary, giving an overview of the report, and seven chapters. Chapter I examines the importance of highway transportation in meeting the Nation's economic and societal needs, discusses national objectives for the highway program and the Federal role in achieving those objectives, and describes past and present governmental roles and responsibilities in the construction and administration of highways. Chapters II and III examine demographic, economic, energy, and technological trends that will affect the future demand for highway transportation. Chapter IV analyzes factors influencing future passenger and freight travel demand, and Chapter V relates the travel demand factors described in earlier chapters to future capital investment requirements for highways. Chapter VI describes program alternatives for meeting future highway requirements and looks at regulatory and other nonconstruction requirements that relate to the operation of highways and the administration of the Federal-aid highway program. Chapter VII examines trends in highway finance and discusses future highway revenue requirements.
