Book excerpt: The Department of Energy, is charged with the solidification of high-level liquid waste (HLW) remaining from nuclear fuel reprocessing activities, which were conducted at West Valley, New York between 1966 and 1972. One important aspect of the West Valley Demonstration Project`s fully integrated waste program is the treatment and conditioning of low-level wastes which result from processing liquid high-level waste. The treatment takes place in the project`s Integrated Radwaste Treatment System which removes Cesium-137 from the liquid or supernatant phase of the HLW by utilizing an ion exchange technique. The resulting decontaminated and conditioned liquid waste stream is solidified into a Class C low-level cement waste form that meets the waste form criteria specified in NRC 10 CFR 61. The waste matrix is placed in 71-gallon square drums, remotely handled and stored on site until determination of final disposition. This paper discusses the programs in place at West Valley to ensure production of an acceptable cement-based product. Topics include the short and long term test programs to predict product storage and disposal performance, description of the Process Control Plan utilized to control and maintain cement waste form product specifications and finally discuss the operational performance characteristics of the Integrated Radwaste Treatment System. Operational data and product statistics are provided.

Book excerpt: The Department of Energy has established specifications (Waste Acceptance Product Specifications for Vitrified High-Level Waste Forms, or WAPS) for canistered waste forms produced at Hanford, Savannah River, and West Valley. Compliance with these specifications requires that each waste form producer identify the items and activities which must be controlled to ensure compliance. As part of quality assurance oversight activities, reviewers have tried to compare the methodologies used by the waste form producers to identify items and activities important to waste form acceptance. Due to the lack of a documented comparison of the methods used by each producer, confusion has resulted over whether the methods being used are consistent. This confusion has been exacerbated by different systems of nomenclature used by each producer, and the different stages of development of each project. The waste form producers have met three times in the last two years, most recently on June 28, 1993, to exchange information on each producer's program. These meetings have been sponsored by the Westinghouse GoCo HLW Vitrification Committee. This document is the result of this most recent exchange. It fills the need for a documented comparison of the methodologies used to identify items and activities important to waste form acceptance. In this document, the methodology being used by each waste form producer is summarized, and the degree of consistency among the waste form producers is determined.

DOE published the Environmental Assessment in 1982 which identified borosilicate glass as the chosen HLW form.1 In 1985 the Department of Energy instituted a Waste Acceptance Process to assure that DWPF glass waste forms would be acceptable to such a repository. This assurance was important since production of waste forms will precede repository construction and licensing. As part of this Waste Acceptance Process, the DOE Office of Civilian Radioactive Waste Management (RW) formed the Waste Acceptance Committee (WAC). The WAC included representatives from the candidate repository sites, the waste producing sites and DOE. The WAC was responsible for developing the Waste Acceptance Preliminary Specifications (WAPS) which defined the requirements the waste forms must meet to be compatible with the candidate repository geologies.

Book excerpt: The Waste Isolation Pilot Plant (WIPP) Transuranic Waste Baseline Inventory Report (WTWBIR) establishes a methodology for grouping wastes of similar physical and chemical properties, from across the US Department of Energy (DOE) transuranic (TRU) waste system, into a series of ''waste profiles'' that can be used as the basis for waste form discussions with regulatory agencies. The majority of this document reports TRU waste inventories of DOE defense sites. An appendix is included which provides estimates of commercial TRU waste from the West Valley Demonstration Project. The WIPP baseline inventory is estimated using waste streams identified by the DOE TRU waste generator/storage sites, supplemented by information from the Mixed Waste Inventory Report (MWIR) and the 1994 Integrated Data Base (IDB). The sites provided and/or authorized all information in the Waste Stream Profiles except the EPA (hazardous waste) codes for the mixed inventories. These codes were taken from the MWIR (if a WTWBIR mixed waste stream was not in MWIR, the sites were consulted). The IDB was used to generate the WIPP radionuclide inventory. Each waste stream is defined in a waste stream profile and has been assigned a waste matrix code (WMC) by the DOE TRU waste generator/storage site. Waste stream profiles with WMCs that have similar physical and chemical properties can be combined into a waste matrix code group (WMCG), which is then documented in a site-specific waste profile for each TRU waste generator/storage site that contains waste streams in that particular WMCG.

The U.S. Congress asked the National Academies to evaluate the Department of Energy's (DOE's) plans for cleaning up defense-related radioactive wastes stored in underground tanks at three sites: the Hanford Site in Washington State, the Savannah River Site in South Carolina, and the Idaho National Laboratory. DOE plans to remove the waste from the tanks, separate out high-level radioactive waste to be shipped to an off-site geological repository, and dispose of the remaining lower-activity waste onsite. The report concludes that DOE's overall plan is workable, but some important challenges must be overcomeâ€"including the removal of residual waste from some tanks, especially at Hanford and Savannah River. The report recommends that DOE pursue a more risk-informed, consistent, participatory, and transparent for making decisions about how much waste to retrieve from tanks and how much to dispose of onsite. The report offers several other detailed recommendations to improve the technical soundness of DOE's tank cleanup plans.
