Battling a range of seducers in the burgeoning marketplace of early America, from corrupt peers to licentious prostitutes, from pornographic authors to firebrand preachers, these self-proclaimed moral guardians crafted advice and institutions for youth, hoping to guide them safely away from harm and toward success. By penning didactic novels and advice books while building reform institutions and colleges, they sought to lead youth into dutiful behavior. Book excerpt: In nineteenth-century France, parents abandoned their children in overwhelming numbers--up to 20 percent of live births in the Parisian area. The infants were left at state-run homes and were then transferred to rural wet nurses and foster parents. Their chances of survival were slim, but with alterations in state policy, economic and medical development, and changing attitudes toward children and the family, their chances had significantly improved by the end of the century. Rachel Fuchs has drawn on newly discovered archival sources and previously untapped documents of the Paris foundling home in order to depict the actual conditions of abandoned children and to reveal the bureaucratic and political response. This study traces the evolution of French social policy from early attempts to limit welfare to later efforts to increase social programs and influence family life. Abandoned Children illuminates in detail the family life of nineteenth-century French poor. It shows how French social policy with respect to abandoned children sought to create an economically useful and politically neutral underclass out of a segment of the population that might otherwise have been an economic drain and a potential political threat.

A Town Abandoned examines Flint's response to its own social and economic decline and at the same time pursues a broad analysis of class and culture in America's late capitalist society. It tells the story of how Flint's local institutions and citizens interpret and rationalize their city's massive auto-industry job loss and consequent decline, and it relates these interpretations to statewide, national, and international forces that led to the deindustrialization. Using a critical-theory approach, Dandaneau reveals the futility of Flint's efforts to confront essentially global problems and moreover depicts the disturbing conceptual and cultural distortions that result from its sustained powerlessness. Dandaneau shows that all policy solutions to Flint's problems were in essence public relations solutions, and he gives a moving portrayal of the consequences for local communities of the internationalization of American business.

In Humane: How the United States Abandoned Peace and Reinvented War, Samuel Moyn asks a troubling but urgent question: What if efforts to make war more ethical—to ban torture and limit civilian casualties—have only shored up the military enterprise and made it sturdier? To advance this case, Moyn looks back at a century and a half of passionate arguments about the ethics of using force. In the nineteenth century, the founders of the Red Cross struggled mightily to make war less lethal even as they acknowledged its inevitability. Leo Tolstoy prominently opposed their efforts, reasoning that war needed to be abolished, not reformed—and over the subsequent century, a popular movement to abolish war flourished on both sides of the Atlantic.
