Whether they are really related or whether they just influenced each other remains a matter of scholarly discussion. The Permanent International Altaistic Conference (PIAC) was established in 1957 as a working group to further research on this issue. Annual meetings have since been taking place in different countries, and the respective proceedings offer a wealth of information on the Altaic languages and cultures. The 2016 meeting took place at Ardahan, Turkey, a new and modern university close to the borders of Georgia and Armenia; it covered a wide range of subjects of which a peer-reviewed selection is published in the present volume. The papers deal with an Old Turkic inscription, the Bâbur-nâma (memoirs of Bâbur), Crimean history, Uighur calligraphy, the modern role of the Kazakh language, the ancestor cult in Turkic traditions, administrative and state concepts in the 18th century Chinese imperial pentaglot dictionary (which includes Turki), an appreciation of Denis Sinor (1916-2011), celebrated Altaist and for many years secretary general of the PIAC, the publishing projects of the outstanding Lamaist scholar and politician Lalitavajra (Rol-pa'i rdo-rje) and several poetic travelogues in Mongolia. The editors are members of the PIAC: Barbara Kellner-Heinkele is Prof. emer. of Turkic Studies (Free University of Berlin) and secretary general of the PIAC, Oliver Corff is an independent scholar of Chinese Studies, Hartmut Walravens is retired from his positions at the Berlin State Library and as Director of the worldwide ISBN system.

With this work, István Vásáry presents an extensive examination of their history from 1185 to 1365. The basic instrument of Cuman and Tatar political success was their military force, over which none of the Balkan warring factions could claim victory. As a consequence, groups of the Cumans and the Tatars settled and mingled with the local population in various regions of the Balkans. The Cumans were the founders of three successive Bulgarian dynasties (Asenids, Terterids and Shishmanids) and the Wallachian dynasty (Basarabids). They also played an active role in Byzantium, Hungary and Serbia, with Cuman immigrants being integrated into each country's elite. This book also demonstrates how the prevailing political anarchy in the Balkans in the thirteenth and fourteenth centuries made it ripe for the Ottoman conquest.

The nomadic elite nucleus embraced this elaborate image system to construct collective memory in reluctant, diverse political alliances organised around shared geopolitical goals rather than ethnic ties. Largely known by the term "e;animal style"e;, this zoomorphic visual rhetoric became so ubiquitous across the Eurasian steppe network that it transcended border regions and reached the heartland of sedentary empires like China and Persia. This book shows how a shared fluency in animal-style design became a status-defining symbol and a bonding agent in opportunistic nomadic alliances, and was later adopted by their sedentary neighbours to showcase worldliness and control over the "e;Other"e;. In this study of enormous geographical scope, the author raises broader questions about the place of nomadic societies in the art-historical canon.

Book excerpt: Islamic artists channelled their energies not into easel painting and large-scale sculpture, but rather into what Western scholars, obeying a very different hierarchy of art forms, rather disparagingly term the decorative arts or even the minor arts. In point of fact, some of the greatest masterpieces of Islamic art are in the media of ceramics, metalwork, textiles, ivory and glass. Often the images they bear express a complex set of meanings, for Islam inherited much material from the iconographic systems of earlier civilizations, notably those of the ancient Near East and of the classical world. Islam also developed its own distinctive vocabulary of signs and symbols. Accordingly, questions of iconography and meaning bulk large among the studies gathered together in the present volume. These studies, written over a period of almost thirty years, and taken from a wide variety of published sources, deal with aspects of the decorative arts from Spain to India and from the 7th to the 17th century. They focus in turn upon ceramics and metalwork; on coins, carpets and calligraphy; and on carving in wood and ivory. They are arranged under three headings. The first comprises general surveys of the field covering the content of these arts and confronting the challenges they present, such as the Islamic approach to three-dimensional sculpture. The second deals with questions of iconography and meaning, while the third comprises a series of studies devoted to specific media such as ivory, woodwork and numismatics.
