Book excerpt: Established during World War ii to advise the President on the strategic direction of the Armed Forces of the United States, the Joint Chiefs of Staff (JCS) continued in existence after the war and, as military advisers and planners, have played a significant role in the development of national policy. Knowledge of JCS relations with the President, the Secretary of Defense, and the National Security Council is essential to an understanding of the current work of the Chairman and the Joint Staff. A history of their activities, both in war and peacetime, also provides important insights into the military history of the United States. For these reasons, the Joint Chiefs of Staff directed that an official history of their activities be kept for the record. its value for instructional purposes, for the orientation of officers newly assigned to the JCS organization, and as a source of information for staff studies is self-apparent. Council of War: A History of the Joint Chiefs of Staff, 1942–1991 follows in the tradition of volumes previously prepared by the Joint History Office dealing with JCS involvement in national policy, the Korean War, and the Vietnam War. Adopting a broader view than earlier volumes, it surveys the JCS role and contributions from the early days of World War ii through the end of the Cold War. Written from a combination of primary and secondary sources, it is a fresh work of scholarship, looking at the problems of this era and their military implications. The main prism is that of the Joint Chiefs of Staff, but in laying out the JCS perspective, it deals also with the wider impact of key decisions and the ensuing policies.

Available in PDF, EPUB and Kindle. Book excerpt: On September 10, 1960, Venezuela spearheaded the formation of the Organization of Petroleum Exporting Countries (other original members included Saudi Arabia, Iran, Iraq, and Kuwait). However, in a world abundantly supplied with oil, the United States could and did ignore Venezuelan suggestions that OPEC and the consuming nations work together to control production and to increase prices. Then, in late 1973, OPEC sent shudders throughout the world economy, and an energy crisis struck with full force. Emboldened by the power of their oil cartel, Venezuelan leaders denounced the old economic relationship with the United States, nationalized U.S. oil and steel holdings, and fashioned a foreign economic policy that differed sharply from Washington's. The Road to OPEC is the story of the fiery debates among U.S. oil companies, the Department of State, and the Venezuelan government over oil policies—clashes that led Venezuela to establish OPEC and to nationalize U.S.-owned properties. In addition, this is the first study of twentieth-century Venezuelan-U.S. relations. Its focus on oil diplomacy is placed within the context of key U.S. policies toward Latin America and such programs as the Open Door, the Good Neighbor, and the Alliance for Progress. The author also provides insight into both the politics of the contemporary energy crisis and the growing split between raw-material producers and their industrial customers. The Road to OPEC is based on extensive archival research, as well as the author's successful use of the Freedom of Information Act to declassify files of such agencies as the National Security Council and the CIA.

Available in PDF, EPUB and Kindle. Book excerpt: The Spanish Civil War, begun in July 1936, was a preliminary round of World War II. Hitler's and Mussolini's cooperation with General Franco resulted in the Axis agreement of October 1936 and the subsequent Pact of Steel of May 1939, immediately following the end of the Civil War. This study presents comprehensive documentation of Hitler's use of the upheaval in Spain to strengthen the Third Reich diplomatically, ideologically, economically, and militarily. While the last great cause drew all eyes to Western Europe and divided the British and especially the French internally, Hitler could pursue territorial gains in Eastern Europe. This book, based on little-known German records and recently opened Spanish archives, fills a major gap in our understanding of one of the 20th century's most significant conflicts. Its comprehensive treatment of German-Spanish relations from 1936 through 1939, bringing together diplomatic, economic, military, and naval aspects, will be of great value to specialists in European diplomacy and the political economy of Nazi imperialism, as well as to all students of the Spanish Civil War.

Book excerpt: This carefully researched study is the first to chronicle the history of Allied involvement in the defense of British, French, and Dutch possessions in the Caribbean. The study is extremely well researched and well written. . . . The definitive work in this particular area of historical research, based on all available sources in English, French, and Dutch, published and unpublished. Choice Although few military campaigns were fought in the Caribbean, the region had strategic importance throughout World War II for the United States and its allies. This carefully researched study is the first to chronicle the history of Allied involvement in the defense of British, French, and Dutch possessions in the Caribbean. The first chapter examines the events and diplomacy that led in 1939 to Britain's granting the United States permission to base military facilities in Bermuda, St. Lucia, and Trinidad and to the creation of the Caribbean Sea Frontier. Later chapters detail the troubled course of British-American cooperation as U.S. military commitments--and regional dominance--increased. Also described is the role of the Netherlands, with Britain and the United States, in the defense of the oil and bauxite reserves in the Dutch Caribbean territories, and the friction between Britain and the United States over French Caribbean possessions. The final chapters analyze strategic shifts occuring as a result of the war and influencing postwar settlements negotiated for the region.
